保安司司長黃少澤與香港保安局局長鄧炳強一行舉行工作會議

保安司司長黃少澤於2023年6月20日與來訪的香港保安局局長鄧炳強一行舉行工作會議，雙方回顧了港澳保安領域多年的合作情況，並就加強大灣區應急管理合作、優化通關便利和出入境管理等事宜交換意見。

黃少澤司長首先歡迎鄧炳強局長一行到訪，並感謝香港保安局及各紀律部隊長期以來對澳門保安範疇工作的大力支持，他指出，港澳兩地在救護和救援方面已有多年合作經驗，期望繼續保持緊密聯繫；黃司長又表示，在超強颱風“天鴿”吹襲後，本澳付出大量努力革新民防安全管理，冀進一步提升應對自然災害和其他突發公共事件的效率，保障公眾的生命和財產安全。香港在應急管理方面有着豐富的經驗可供澳門參考和借鑑，未來，期望深化港澳兩地的交流與合作，共同攜手維護大灣區的安全穩定。

鄧炳強局長感謝黃少澤司長和澳門保安部隊及保安部門長期的支持與協助，認同港澳保安當局一直以來合作良好，在各領域取得了顯著成果。他在會上也介紹了香港特區政府建議制定的《粵港澳大灣區緊急應變行動方案》，希望構建更全面和系統的應急行動機制，進一步提升大灣區聯合處理事故的能力。

出席會議的還包括警察總局局長梁文昌、消防局局長梁毓森及警察總局局長助理王健等；香港方面包括保安局副秘書長任向華、警務處助理處長呂錦豪、消防處副消防總長于文陽等。

20日上午，鄧炳強率代表團一行到訪氹仔北安民防行動中心，瞭解本澳突發公共事件的分類和應對機制、相關法律制度、民防工作，以及中心的運作和預警功能等。

下午，代表團還到訪治安警察局，吳錦華局長介紹了治安警察局的組織架構及主要工作、近年智慧警務及社區警務的發展情況，雙方並就共同關心的警務工作交換意見；隨後代表團到訪司法警察局，薛仲明局長介紹了執行“颱風期間風暴潮低窪地區疏散撤離計劃”及刑事專案調查犯罪等工作，並安排參觀網絡安全事故預警及應急中心。

21日上午，鄧炳強一行前往青茂口岸調研，瞭解“合作查驗、一次放行”通關模式的運作情況，最後經該口岸離澳赴珠海，結束此次訪澳行程。

Secretary for Security Wong Sio Chak held a working meeting with Hong Kong Secretary for Security Tang Ping-keung and his delegation

On 20th June 2023, Secretary for Security Wong Sio Chak held a working meeting with the visiting Hong Kong Secretary for Security Tang Ping-keung and his delegation. The two sides reviewed the co-operation in the security areas between Hong Kong and Macao over the years, and exchanged views on matters such as strengthening the co-operation of emergency response management in the Greater Bay Area, optimizing customs clearance facilitation and entry-exit control.

Secretary for Security Wong Sio Chak first welcomed the visit of Hong Kong Secretary for Security Tang Ping-keung and his delegation, and thanked the Hong Kong Security Bureau and various disciplined forces for their long-standing tremendous support to the security work of Macao. He pointed out that Hong Kong and Macao had many years of collaborative experience in the aspects of relief and rescue, and he expressed his hope that close liaison between both sides could continually be maintained. Security Wong Sio Chak also indicated that after being battered by Super Typhoon “Hato”, Macao has made a lot of efforts to revamp its civil defence safety management, with a view to further enhancing the efficiency in responding to natural disasters and other public emergencies, thereby protecting the safety of the public’s life and property. Hong Kong has a wealth of experience in emergency response management for Macao’s reference and learning. In the future, it is hoped to deepen the exchange and co-operation between Hong Kong and Macao, and join hands to maintain the security and stability of the Greater Bay Area.

Hong Kong Secretary for Security Tang Ping-keung was thankful to Secretary for Security Wong Sio Chak and Macao’s public security forces and security departments for their long-term support and assistance, and concurred that the security authorities of Hong Kong and Macao had all along been co-operating well and achieved remarkable results in various fields. He also introduced in the meeting the “Guangdong-Hong Kong-Macao Greater Bay Area Emergency Response Operational Plan” proposed to be formulated by the Hong Kong Special Administrative Region Government, hoping to establish a more comprehensive and systematic emergency response operational mechanism and further enhance the capability of the Greater Bay Area to jointly handle incidents.

The meeting was also attended by Commissioner General of the Unitary Police Service Leong Man Cheong, Commissioner of the Fire Services Bureau Leong Iok Sam and Assistant to Commissioner General of the Unitary Police Service Wong Kin, et al; Members of the Hong Kong delegation included Deputy Secretary for Security Howard Yam, Assistant Commissioner of Police Lui Kam-ho and Deputy Chief Fire Officer of Fire Services Department Yiu Men-yeung, et al.

On the morning of the 20th, Tang Ping-keung led his delegation to visit the Civil Protection Operations Centre in Pac On, Taipa to learn about the classification and response mechanism of public emergencies in Macao, the relevant legal systems, civil defence work, the operation and alert functions of the Centre, etc.

In the afternoon, the delegation also visited the Public Security Police Force, where Commissioner Ng Kam Wa introduced the organizational structure and main duties of the Public Security Police Force, the development of smart policing and community policing in recent years, and the two sides exchanged views on police work of mutual concern; the delegation subsequently visited the Judiciary Police, where Director Sit Chong Meng introduced the implementation of the “Low-lying Areas Evacuation Plan for Storm Surge during Typhoon”, the specialized investigation of criminal cases and other tasks, and arranged a visit to the Cybersecurity Incident Alert and Response Centre.

On the morning of the 21st, Tang Ping-keung and his delegation visited Qingmao Port for observation to understand the operation of the “collaborative inspection and joint clearance” customs clearance mode, and eventually left for Zhuhai through the Port, concluding the visit to Macao.

Reunião de trabalho entre o Secretário para a Segurança, WONG Sio Chak, e a delegação chefiada pelo Secretary for Security of Hong Kong, TANG Ping-keung

O Secretário para a Segurança, WONG Sio Chak, reuniu-se no dia 20 de Junho de 2023, com a delegação liderada pelo Secretary for Security of Hong Kong, TANG Ping-keung. Ambas as partes fizeram uma retrospectiva dos anos de cooperação na área da segurança entre Hong Kong e Macau, bem como trocaram opiniões sobre vários assuntos, tais como o fortalecimento da cooperação na gestão de resposta a emergências na Grande Baía, a optimização de facilitação na passagem fronteiriça e a gestão de migração.

O Secretário WONG Sio Chak começou por dar as boas-vindas ao Secretary TANG Ping-keung e à sua delegação e agradeceu o forte apoio de longo prazo prestado pelo Security Bureau e pelas forças de segurança de Hong Kong no campo da segurança em Macau, destacando que Hong Kong e Macau têm muitos anos de experiência no âmbito da cooperação de salvamento e resgate, e expressou o desejo de continuar a manter os estreitos laços. O Secretário Wong disse ainda que, após a passagem do tufão severo “Hato”, Macau tem vindo a envidar muitos esforços para reformar a gestão da segurança da protecção civil, esperando que seja melhorada a eficiência da resposta a desastres naturais e outros incidentes súbitos de natureza pública, a fim de garantir a segurança da vida e dos bens da população. Em termos de gestão de respostas a emergências, Hong Kong tem uma experiência rica que merece ser alvo de estudo e de aprendizagem por parte de Macau. O Secretário para a Segurança manifestou o desejo de que, no futuro, sejam reforçados o intercâmbio e a cooperação entre Hong Kong e de Macau para, em conjunto, defenderem a segurança e a estabilidade da Grande Baía.

O Secretary for Security of Hong Kong, TANG Ping-Keung, agradeceu ao Secretário para a Segurança, WONG Sio Chak, e às forças e serviços de segurança de Macau o seu apoio e colaboração e afirmou que as autoridades de segurança de Hong Kong e Macau têm mantido, desde sempre, boas relações de cooperação e obtendo bons resultados em várias vertentes. Efectuou também uma apresentação sobre o “Greater Bay Area Emergency Response Operational Plan” elaborado pelo Governo da RAEHK, que visa estabelecer um mecanismo de respostas a emergências mais abrangente e sistemático, elevando mais ainda a capacidade da Grande Baía em termos de resposta conjunta a incidentes.

Na reunião, estiveram também presentes o Comandante-geral dos SPU, LEONG Man Cheong, o Comandante do Corpo de Bombeiros, LEONG Iok Sam, e o adjunto do Comandante-geral dos SPU, WONG Kin. Da parte de Hong Kong estiveram presentes YAM Howard, Deputy Secretary do Security Bureau, LUI Kam-ho, Assistant Commissioner of Police, YIU Men-yeung, Deputy Chief Fire Officer of the Fire Services Department, entre outros.

Na manhã do dia 20, TANG Ping-keung acompanhou a delegação numa visita ao Centro de Operações de Protecção Civil no Pac On, na Taipa, para se inteirar sobre a classificação e o mecanismo de resposta aos incidentes de emergência pública em Macau, o regime legal relevante, o trabalho da protecção civil e o funcionamento e alerta prévio do Centro.

Na parte da tarde do mesmo dia, a delegação visitou ainda o CPSP, onde o seu Comandante, NG Kam Wa, fez uma apresentação sobre a estrutura orgânica, os principais trabalhos, bem como sobre o desenvolvimento da polícia inteligente e do policiamento comunitário, tendo ambas as partes trocado opiniões sobre o trabalho policial que é alvo de preocupação conjunta. De seguida, a delegação visitou a PJ, onde o Director, SIT Chong Meng, apresentou a execução do Plano de Evacuação das Zonas Baixas em Situação de “Storm Surge” durante a Passagem de Tufão e o trabalho de investigação criminal, bem como organizou a visita ao Centro de Alerta e Resposta a Incidentes de Cibersegurança.

Na manhã do dia 21, a delegação chefiada por TANG Ping-keung deslocou-se ao Posto Fronteiriço Qingmao para estudar, analisar e compreender a situação do funcionamento do modelo de passagem transfronteiriça de “Inspecção Fronteiriça Integral” tendo, por último, saído de Macau pelo Posto Fronteiriço em direcção a Zhuhai, finalizando a sua visita a Macau.
