民防架構就“水晶魚2023”進行桌上演習
為及早部署應對風季來臨，民防架構於2023年3月27日為“水晶魚2023”民防演習進行桌上推演。演習由保安司司長、聯合行動指揮官黃少澤主持，警察總局局長、輔助聯合行動指揮官梁文昌，澳門海關關長黃文忠及29個民防架構代表共同參與，冀透過演習強化各民防架構成員間的溝通、協調及聯動機制，為即將來臨的颱風季節做好準備。
演習模擬本澳將受超強颱風“水晶魚2023”的正面吹襲，並就各項颱風事故進行桌上推演，讓各民防架構之間搭建溝通橋梁，增進應急救援的默契。
黃少澤司長在總結時表示，不斷的演習有助各成員熟悉流程、留意工作難點和細節安排，並加強部門間的溝通協同能力。他建議可因應以往經驗，提前做好漁船防火防風、撤離資料蒐集的預案，保障市民和前線人員的安全。同時提醒民防架構成員，儘管近年本澳受熱帶氣旋的影響較輕，但從近日其他地區出現了極端天氣情況可見，民防架構絕不能放鬆警惕，真實情況可能較演習更為複雜、嚴峻和多變，部門間的協作、訊息的發佈都尤為重要。另外，隨着入境旅客的增多，需加強關注旅客對澳門應急措施的瞭解及對其的訊息發放。
民防架構計劃於4月中下旬舉行“水晶魚2023”大型民防演習，透過實地演習及市民的參與，能有效評估各項民防計劃實施的效果及可操作性，加強架構部門在聯合行動的綜合協調能力，為維護市民大眾的生命及財產安全提供切實的保障。

Civil protection structure conducting the tabletop exercise “Crystal Fish 2023”
To get prepared early for the coming of the typhoon season, the civil protection structure conducted a tabletop exercise for the civil protection drill “Crystal Fish 2023” on 27th March 2023. The exercise was hosted by Secretary for Security and Joint Operation Commander Wong Sio Chak, and joined together by Commissioner General of the Unitary Police Service and Assistant Joint Operation Commander Leong Man Cheong, Director General of the Macao Customs Service Vong Man Chong, as well as 29 representatives from the civil protection structure. It was hoped to strengthen communication, as well as co-ordination and joint-action mechanism among members of the civil protection structure through the exercise, thus getting prepared for the upcoming typhoon season.
The drill simulated that Macao was directly hit by the super typhoon “Crystal Fish 2023”, and the tabletop exercise was conducted for various typhoon incidents, thereby enabling the bridging of communication among members of the civil protection structure, whilst enhancing the spirit of camaraderie of emergency rescue.
Secretary for Security Wong Sio Chak stated in the conclusion that, continuous drilling helped members familiarize themselves with the procedures, pay attention to work difficulties and detailed arrangements, as well as reinforcing inter-departmental communication and collaboration. He suggested that, in the light of past experience, advanced planning for fire and wind prevention for fishing vessels, as well as collection of evacuation data could be carried out, thus protecting the safety of the public and frontline staff members. Meanwhile, he reminded members of the civil protection structure that, although Macao had been less affected by tropical cyclones in recent years, extreme weather conditions had been seen in other regions recently, thus, the civil protection structure must not let its guard down. Real-life situations could be more complex, severe and ever changing than the drills. Interdepartmental collaboration and dissemination of information were particularly important. In addition, given an increase in the number of inbound visitors, there was a need to enhance the awareness of emergency measures and information dissemination among visitors in Macao.
It was planned by the civil protection structure that, a large-scale civil protection drill “Crystal Fish 2023” would be held in mid to late April. Through field exercise and public participation, the efficacy and operability of the implementation of various civil protection plans could be effectively evaluated, strengthening the integrated coordination capacity of the structural departments in the joint operation, while providing practical protection for the safeguarding of lives and properties of the general public.

A Estrutura de Protecção Civil realizou o exercício de mesa “Peixe de Cristal 2023”
Com a aproximação da época das tempestades tropicais, a estrutura de protecção civil realizou no dia 27 de Março de 2023 o exercício de mesa “Peixe de Cristal 2023”, com o objectivo de melhorar a comunicação, a coordenação e a capacidade de acção conjunta dos membros da estrutura. O exercício foi presidido pelo Secretário para a Segurança e Comandante de Acção Conjunta (CAC), Wong Sio Chak, e estiveram presentes o Comandante-geral dos Serviços de Polícia Unitários e Coadjuvante do CAC, Leong Man Cheong, o Director-geral dos Serviços de Alfândega, Vong Man Chong, e os 29 representantes da estrutura de protecção civil.
O exercício de mesa simulou a passagem por Macau do super tufão “Peixe de Cristal 2023”, foram realizadas simulações de mesa sobre os diversos incidentes que ocorrem frequentemente durante a passagem de tufões, para melhorar a comunicação entre os membros da estrutura de protecção civil e aumentar o entendimento em situação de socorro e salvamento.
No balanço, o Secretário Wong Sio Chak afirmou que a realização de exercícios ajuda os membros a se familiarizarem com o procedimento, prestarem atenção às dificuldades encontradas e aos detalhes dos arranjos, para melhorar a capacidade de comunicação e de coordenação entre os membros da estrutura. O mesmo dirigente sugeriu que, com base nas experiências passadas, devem preparar-se com antecedência planos para a protecção das embarcações de pesca em caso de incêndios e tufões, assim como planos para a recolha de informações em relação à evacuação, de modo a garantir a segurança dos cidadãos e do pessoal da linha da frente. Ao mesmo tempo, o CAC Wong Sio Chak recordou aos membros da estrutura de protecção civil que, embora Macau não tenha sido afectado seriamente por tempestade tropical nos últimos anos, as recentes situações climáticas extremas que assolaram outras regiões, mostram que a estrutura de protecção civil não pode ficar alheia a esses fenómenos, uma vez que a situação real será mais complicada e severa do que o exercício, por tanto a colaboração interdepartamental e a divulgação de informações são particularmente importantes. Por outro lado, com o aumento gradual do número de visitantes, é necessário reforçar os conhecimentos dos visitantes sobre as medidas de reposta a emergência de Macau e a divulgação de informações aos turistas.
A estrutura de protecção civil planeia realizar na segunda metade de Abril o exercício de tufão de grande escala “Peixe de Cristal 2023”, esperando testar, através deste exercício no terreno e da participação da população, a eficácia e a operacionalidade dos diversos planos de protecção civil e reforçar a capacidade geral das entidades membros da estrutura de protecção civil no âmbito das operações conjuntas, garantindo desta forma a segurança da vida e dos bens da população.
