保安範疇領導及主管應邀出席時事節目《澳門講場》

2020年5月4日，治安警察局局長吳錦華、警察總局局長助理梅山明、司法警察局副局長陳堅雄、警察總局警務聯絡及公共關係處處長張健欣應邀出席澳門電台的時事節目《澳門講場》，與聽眾共同探討警務工作的相關議題。

治安警察局局長吳錦華總結本澳今年首季治安環境穩定良好，整體罪案合共2,412宗，比去年下降28.3%，警方將持續配合衛生局做好防疫抗疫工作，並密切留意及研判疫情可能為治安帶來的負面影響，適時調整部署，維持社會穩定；亦回答了聽眾提出遺失消費卡的問題。

警察總局局長助理梅山明指出，“天眼”系統適用於輔助刑事罪案的調查，強調“天眼”後台人臉識別技術僅用於尋找嫌疑人的活動軌跡，過程中並不會看到人物面容，截至今年3月共協助警方調查案件4,600多宗；第四階段800支鏡頭現正開展申報程序，爭取第三季投入使用；保安當局正研究開展第五、六階段，合共980支鏡頭的建設。“水晶魚2020”大型颱風演習於5月下旬舉行，局方會在做好防疫安排下邀請市民報名參與。

本局副局長陳堅雄剖析網絡詐騙罪案的情況，本局一方面成立專案組全力偵查，將不法份子繩之以法，另一方面加強防罪宣傳，又與銀行業界合作，提醒匯款的市民避免受騙；本局亦與香港、內地建立止付協作機制，儘量減少受害人的損失。另外，本局於1998年引入DNA檢驗技術，協助偵破多宗兇殺、搶劫等刑事案件，未來將適時收集公眾意見，以便就建立及規管DNA數據庫進行相關立法工作。

警察總局警務聯絡及公共關係處處長張健欣介紹今年民防宣傳工作的形式，以提升大眾應急避險的意識；警察總局亦計劃在疫情過後邀請社團和學校到訪民防行動中心，加深他們對民防體系的認識。

Leaders and heads of security departments invited to attend current affairs programme “Macau Forum”

On 4th May 2020, Commissioner of the Public Security Police Force Ng Kam Wa, Assistant to Commissioner General of the Unitary Police Service Mui San Meng, Deputy Director of the Judiciary Police Chan Kin Hong and Head of Police Liaison and Public Affairs Division of the Unitary Police Service Cheong Kin Ian were invited to attend a TDM current affairs programme “Macau Forum” to discuss issues related to policing work with the audience.

Commissioner of the Public Security Police Force Ng Kam Wa concluded that the security situation of Macao in the first quarter this year was stable and good, with a total of 2,412 crime cases recorded, showing a decrease of 28.3% when compared with last year. The police will continue to cooperate with the Health Bureau to carry out quarantine and preventive measures against the epidemic, and will pay close attention to and study the negative influence possibly brought to public order by the epidemic so as to adjust deployment timely to maintain social stability. Meanwhile, he also answered the question about loss of consumption card raised by the audience.

Assistant to Commissioner General of the Unitary Police Service Mui San Meng pointed out that the “Eyes in the Sky” system was applicable to assist in the investigation of crime cases, emphasizing that the backstage technique of the facial recognition of “Eyes in the Sky” would be used solely for tracing the movement tracks of the suspects, whereas personal faces would not be seen in the process. Until March this year, it has already assisted the police in investigating a total of more than 4,600 cases. The declaration procedures of Stage IV with 800 cameras are currently being launched, striving to be put into application in the third quarter. The security authority is currently studying the launch of Stage V and VI, with the setup of 980 cameras in total. The mega typhoon drill “Crystal Fish 2020” will be conducted in late May. Meanwhile, the Unitary Police Service will invite residents to sign up for participation under proper epidemic preventive arrangements.

Deputy Director of the Judiciary Police Chan Kin Hong analyzed the situation of online fraud cases. On one hand, the Judiciary Police has established a specialized group which will make an all-out effort to investigate so as to bring the perpetrators to justice. On the other hand, anti-crime promotion has been enhanced, and through cooperation with the banking industry, residents making remittances are to be alerted to avoid being defrauded. The Judiciary Police has also established a Cooperation Mechanism for Termination of Payment with Hong Kong and the Mainland to minimize the victim’s loss. Moreover, the Judiciary Police introduced the DNA examination technique in 1998, which assisted in cracking a number of murder, robbery cases, etc. In the future, public opinion will be collected timely so as to conduct the relevant legislative work for establishing and regulating DNA database.

Head of Police Liaison and Public Affairs Division of the Unitary Police Service Cheong Kin Ian introduced the form of publicity work for civil protection this year to enhance the awareness of emergency response and risk prevention of the general public. In addition, the Unitary Police Service also planned to invite community associations and schools to visit the Civil Protection Operations Centre when the epidemic subsides, to enhance their knowledge about the civil protection system.

Pessoal de direcção e chefia da área da segurança no programa de rádio “Macau Fórum”

No dia 4 de Maio de 2020, a convite da TDM, o Comandante do CPSP, Ng Kam Wa, o Adjunto do Comandante-geral dos SPU, Mui San Meng, o Subdirector da PJ, Chan Kin Hong, e o chefe da Divisão de Ligação de Assuntos Policiais e Relações Públicas dos SPU, Cheong Kin Ian, participaram no programa de rádio “Macau Fórum”, com o intuito de abordarem com os apresentadores e os ouvintes assuntos relacionados com a aplicação da lei no âmbito policial.

O Comandante do CPSP, Ng Kam Wa, resumiu que a situação da segurança em Macau no 1.º trimestre deste ano encontrava-se estável, tendo instaurados, no total, 2.412 casos de inquérito criminal, equivalente a um decréscimo de 28,3% em comparação com o ano passado. Disse que a polícia irá continuar a desenvolver o trabalho em conformidade com as medidas anti-epidémicas impostas pelos Serviços de Saúde, acompanhando de perto e estudando eventuais impactos negativos acerca da ordem pública trazidos pela pandemia, ajustando os planos atempadamente, de forma a manter a estabilidade social. Além disso, o mesmo respondeu também a questões relacionadas com o extravio do cartão de consumo electrónico.

O Adjunto do Comandante-geral dos SPU, Mui San Meng, indicou que o sistema “Olhos no Céu” serve para fins de apoio à investigação criminal, frisando que a técnica de reconhecimento facial no modo “background” é apenas aplicável à localização do paradeiro do suspeito, e não será visionada a cara das pessoas no decurso do procedimento. Até Março de 2020, o sistema tem apoiado na investigação de mais de 4.600 casos. As 800 câmaras da 4.ª fase encontram-se neste momento no processo de declaração, prevendo-se a entrada em uso no 3.º trimestre. As autoridades da segurança estão a estudar a instalação de 980 câmaras na 5.ª e 6.ª fase. O mega exercício de tufão “Peixe de Cristal 2020” foi realizado no final de Maio e aberto para a inscrição dos residentes, durante o qual, foram garantidas as medidas sanitárias.

O Subdirector da Polícia Judiciária, Chan Kin Hong, apresentou a situação do crime de burla cibernética. A PJ, por um lado, criou um grupo especializado de investigação para levar os criminosos à justiça, por outro lado, reforçou o trabalho de sensibilização e colaborou com o sector bancário, para que os cidadãos que fizerem transferências bancárias evitem ser vítima de burla. A PJ e os seus homólogos de Hong Kong e da China continental estabeleceram um mecanismo de cooperação na cessação de pagamentos, com vista a diminuir o prejuízo das vítimas. Disse ainda que a PJ introduziu a tecnologia do ADN em 1998, a qual ajudou na resolução de casos de homicídio, roubo etc. No futuro, a PJ irá proceder, em tempo oportuno, à recolha de opiniões do público para a produção legislativa relativa à base de dados do ADN.

O chefe da Divisão de Ligação de Assuntos Policiais e Relações Públicas dos SPU, Cheong Kin Ian, apresentou o trabalho de sensibilização sobre protecção civil deste ano, com vista a melhorar a consciência da população acerca da prevenção de desastres. Os SPU planeiam convidar as associações e as escolas a visitar o Centro de Operações de Protecção Civil quando as condições da situação epidémica o permitirem, a fim de aprofundar os seus conhecimentos sobre o sistema de protecção civil.
