駐澳部隊司令員和政委等到訪保安範疇多個部門

2018年8月30日及31日，中國人民解放軍駐澳門部隊廖正榮司令員、周吳剛政委和朱安平參謀長在保安司黃少澤司長及保安範疇多個部門領導的陪同下，分別到警察總局、治安警察局、司法警察局、澳門海關及消防局進行視察交流。

30日上午，代表團一行首先到訪民防行動中心，聽取關於警察總局的職能、澳門民防應急體系及聯動機制、高點警號廣播器及低窪地區訊息廣播系統的建設情況等介紹，亦參觀了行動中心的設施和瞭解運作情況；隨後，代表團在黃少澤司長的陪同下分別到訪治安警察局特警隊總部及司法警察局，在訪問本局期間與本局領導及主管進行交流，並參觀了電腦法證處、新聞發佈室、槍械管理及訓練科等多項設施。次日，代表團先後視察澳門海關海上行動指揮中心及消防局總部，分別瞭解本澳85平方公里管理海域的治安狀況及執法工作部署，聽取消防局近年的工作情況，以及參觀兩執法部門的搜救及消防裝備。

廖司令員在行程中表示，感謝保安司一直以來的關心及支持，他作為駐澳部隊司令員，能深切體會到維護國家的主權、安全和發展的重要性，對於特區政府為維護國家安全所做的大量工作表示欽佩和敬意，期望日後繼續保持緊密合作，共同維護一國兩制，為國家的長治久安和發展壯大作出應有的貢獻。

黃司長感謝駐澳部隊多年來堅定履行防務職責，為澳門特區的繁榮穩定提供有力的保障，使市民大眾安居樂業，特別是去年“天鴿”風災後，經特區政府向中央提出請求並得到批准駐澳部隊出動了過千名官兵，聯同保安部隊及部門，不畏艱險，一連三天在全澳各處協助進行災後的各項援助和清障工作，使社會迅速恢復了正常秩序，深受社會各界的好評和讚賞。是次到訪交流，對增進雙方的溝通和瞭解、鞏固雙方的良好合作關係起着積極的作用，保安當局從中獲取了不少寶貴的建議，以進一步優化各範疇的工作，從而提升專業效能和執法水平。

Commander and Political Commissar of Macao Garrison visited various security departments

On 30th and 31st of August 2018, Commander of the People’s Liberation Army Macao Garrison Liao Zhengrong, Political Commissar Zhou Wugang and Chief of Staff Zhu Anping visited the Unitary Police Service, Public Security Police Force, Judiciary Police, Macao Customs Service, and Fire Services Bureau respectively for inspection and exchange in the company of Secretary for Security Wong Sio Chak and leaders from various security departments.

On the morning of the 30th, the delegation first visited the Civil Protection Operations Centre to learn about the functions of the Unitary Police Service, the Macao civil protection emergency response system and joint operation mechanism, as well as the constructions of high point siren broadcaster and low-lying areas information broadcasting system. They also visited the facilities in the Operations Centre and learnt about its operation. After that, Secretary for Security Wong Sio Chak accompanied the delegation to visit the Tactical Unit of Police Intervention Headquarters of the Public Security Police Force and the Judiciary Police respectively. While visiting the Judiciary Police, the delegation exchanged views with the directorate and heads of the Judiciary Police and visited the Computer Forensic Division, Press Release Room, Firearms Management and Training Section and other facilities. On the following day, the delegation visited the Maritime Operation Command Centre of the Macao Customs Service and the Fire Services Bureau Headquarters successively, to learn about the security situation of Macao’s 85 square kilometres of water territory and the law enforcement deployment, the work situation of the Fire Services Bureau in recent years, and view at the search and rescue and fire-fighting equipment of the two law enforcement departments.

During the programme, Commander Liao expressed his gratitude for the long-term concern and support from the Secretariat for Security. As the Commander of the Macao Garrison, he deeply understood the importance of securing national sovereignty, security and development. He expressed his admiration and respect for the large amount of work that the SAR Government had done for safeguarding national security, and hoped that both parties could continue to maintain a close cooperation in the future, to jointly contribute to the protection of the One Country Two Systems policy, the long-term stability and prosperous development of the nation.

Secretary Wong thanked the Macao Garrison for firmly carrying out their defence duties over the years and provided a strong guarantee for the prosperity and stability of Macao SAR, so that the general public could live and work in peace, especially after the havoc of typhoon “Hato” last year. Following approval by the Central Government upon SAR Government’s request, the Macao Garrison dispatched over a thousand officers, together with the security forces and departments, to assist in all kinds of relief and obstacle clear-up work at different areas in Macao for three consecutive days without fear of hardship or danger, so that the society resumed its normal order swiftly. Their effort was greatly praised and appreciated by different sectors of the society. The visit had played an active role in promoting the communication and understanding as well as consolidating a good cooperative relationship between the two sides. The security authorities obtained a lot of valuable suggestions from this visit, to further optimize the work in various areas, thereby enhancing professional efficiency and law enforcement level.

Visita dos responsáveis da Guarnição em Macau do Exército de Libertação do Povo Chinês aos diversos serviços da área da segurança

Nos dias 30 e 31 de Agosto de 2018, uma delegação da Guarnição em Macau do Exército de Libertação do Povo Chinês, liderada pelo Comandante Liao Zhengrong, Comissário político Zhou Wugang e Chefe do Estado-Maior Zhu Anping, acompanhados pelo Secretário para a Segurança, Wong Sio Chak e os dirigentes dos serviços da área da segurança, efectuou uma ronda de visitas aos vários serviços, nomeadamente aos Serviços de Polícia Unitários, Corpo de Polícia de Segurança Pública, Polícia Judiciária, Serviços de Alfândega e Corpo de Bombeiros.

No dia 30 de manhã, a delegação iniciou a agenda com a deslocação ao Centro de Operações de Protecção Civil, onde lhe foram explicadas as atribuições dos SPU, a estrutura e o mecanismo de acção conjunta da protecção civil e o sistema de difusão de alerta nos pontos altos e nas zonas baixas da cidade, bem como os equipamentos e o funcionamento deste Centro. De seguida, a delegação rumou ao aquartelamento da Unidade Táctica de Intervenção da Polícia do CPSP e à PJ, na companhia do Secretário para a Segurança Wong Sio Chak. Durante a visita à PJ, trocaram-se opiniões sobre o estado actual da segurança da região. A seguir a delegação visitou diversas instalações, tais como a Divisão de Informática Forense, Sala de conferência de imprensa, Secção de Gestão e Treino de Armas de Fogo entre outras. No dia seguinte, a delegação dirigiu-se ao Centro de Comando Marítimo dos Serviços de Alfândega e ao Corpo de Bombeiros, para se inteirar do trabalho de gestão da zona marítima de 85 km2 cuja jurisdição foi cometida recentemente à RAEM, e o seu estado da segurança, também ouviu a apresentação sobre o trabalho desenvolvido do CB, bem como, assistiu a exercícios de simulacro de socorro e de salvamento e viu os equipamentos usados pelos dois serviços.

Na visita, o Comandante Liao Zhengrong agradeceu ao Secretária para a Segurança pelo apoio que tem vindo a prestar à Guarnição e reconheceu a importância da salvaguarda da soberania, segurança e desenvolvimento nacional. O Comandante manifestou o seu apreço e consideração quanto aos esforços envidados pela RAEM em matéria de defesa da segurança do Estado, disse esperar que os laço de cooperação contiunem a crescer, para defender em conjunto o princípio “um país, dois sistemas” em prol do desenvolvimento estável e próspero do Estado.

Por sua vez, o Secretário para a Segurança agradeceu à Guarnição em Macau por ter cumprido de forma determinada a nobre missão de defesa, contribuindo para o desenvolvimento estável e próspero da RAEM, bem como para o bem-estar da população. O seu forte apoio a Macau evidenciou-se no trabalho de socorro no rescaldo da passagem do tufão “Hato” pelo território no ano passado, quando mediante a autorização do Governo Central, foram mobilizados mais de mil militares para agirem juntamente com as forças e serviços de segurança no reestabelecimento da ordem, o que permitiu um regresso célere à normalidade e mereceu o reconhecimento e respeito de toda a população. Esta ronda de visitas desempenhou um papel importante no aprofundamento da comunicação entre as duas partes e na consolidação das relações de cooperação. As autoridades de segurança irão, com base nas recomendações valiosas da Guarnição, melhorar o trabalho a todos os níveis, de forma a aperfeiçoar o desempenho profissional e o nível de aplicação da lei.
