本局參與由紀監會和保安高校合辦的“警察行為與人權專題講座”

澳門保安部隊及保安部門紀律監察委員會（簡稱紀監會）應澳門保安部隊高等學校邀請聯合舉辦“警察行為與人權專題講座”，藉此令保安部隊人員加深對警察行為及保護人權的認識，逐步提高警民合作水平，攜手共建安全和諧的社會環境。是次專題講座於2017年4月24日在保安部隊高等學校禮堂舉行，約有150名保安部隊及保安部門中高級人員參加，本局周偉光局長亦帶領多名人員出席了活動。

保安司司長黃少澤致辭時表示，警察作為法律的守護者，警察行為體現了警隊與政府對人權、法治、安全和秩序等社會核心價值的態度取向，反映了警察的執法水平以及執法能力，同時也是衡量一個國家或地區法治水平與文明的標準。因此，警隊必須認真履行職責，嚴格而謹慎地行使法律所容許的權力，切實維護公眾秩序、社會安全以及保障市民生命財產安全。再者，警察行為除了需要自我嚴格按照法律規定，還需要接受社會大眾以及外部法定機構監督，才能更全面確保執法的合法性、公正性、嚴謹性以及權威性，這是對警察個體及警察部門在法律上及道德上的必然要求，隨着社會持續發展及漸趨多元化，巿民維權意識日漸提高，警察部門的領導及各級主管更要正視警察行為所帶來的各種問題，及時瞭解警察行為的偏差和瑕疵，以便作出糾正，並妥善處理警民關係。

其後，紀監會歐安利主席、招銀英委員及姚鴻明委員分別以“警察行為與人權之間的承諾”、“從社會學角度討論家庭暴力事件與警方行動”、“警員良好品德與行為對社區警務之重要性”為題，跟一眾與會者分享了各自對警察行為與人權方面的見解，並就法律層面、社會角度、市民訴求等作多方面探討。隨着社會的發展，市民對維護人權的意識亦不斷提高，警員除了履行法律賦予的權力外，亦必須肩負相應義務及社會責任，以實際行動獲得市民的信任，促進警民合作，有效地提升整體警務效率及工作水平。

在互動交流環節，與會者踴躍發言、熱烈討論，期間黃少澤司長認為執法部門必須時刻保持開放態度，樂意接受外界的建議及監督，積極配合，方能真正有效改善警務工作，訓勉警方應遵循“人性化”、“合理化”及“現代化”的三大原則執行職務，增強警隊的執法水平以及在市民心目中的公信力。

最後，歐安利主席感謝保安司及轄下各部門對紀監會工作的長期支持與配合。紀監會作為一個外部監督機構，十分關注警員道德行為及警民關係的構建，會適時向相關部門提出改善建議。此外，紀監會將持續與保安部隊高等學校合作，共同舉辦不同主題的講座及研討會，促進警務工作，更好地保障市民權益。

The Judiciary Police takes part in the “Thematic Lecture on Police Behaviour and Human Rights” jointly hosted by the Public Security Forces Disciplinary Commission and Academy of Public Security Forces

On invitation of the Academy of Public Security Forces of Macao and aiming to reinforce the Public Security Forces personnel’s knowledge of police behaviour and human rights, to progressively elevate the level of police-community cooperation and to collectively build a safe and harmonious society, the Macao Public Security Forces Disciplinary Commission (abbreviated as CFD) co-hosted the “Thematic Lecture on Police Behaviour and Human Rights”, which was held in the auditorium of the Academy of Public Security Forces on 24 April 2017 and attended by around 150 middle and senior ranking officers of the Public Security Forces and departments, including several officers of the Judiciary Police, headed by Director Chau Wai Kuong.

While speaking at the lecture, the Secretary for Security Wong Sio Chak pointed out that as the defender of law, police’s behaviour is a manifestation of the attitude and orientation of the police force and government towards societal core values such as human rights, rule of law, security, law and order, etc., reflecting the level and ability of their law enforcement, as well as serving as a yardstick for the level of law and civilization of a country or region. Therefore, it is obligatory that the police forces perform their duties conscientiously, exercising power conferred by law in a stringent and meticulous manner to earnestly uphold public order, societal safety and securing people’s lives and property. Moreover, police behaviour should not only strictly and self-consciously abide by law, but also be supervised by the general public and external statutory entities, only through which does it ensure the legality, impartiality, rigour and authoritativeness of law enforcement more comprehensively. This is an inevitable requirement of the police as an individual and as a department on the facets of law and morality. With the on-going development and diversification of the society, people’s awareness to defend their civil rights is on the rise. The directorate and supervisors of all levels of police departments should take seriously the issues caused by police behaviour, timely recognizing the deviations and flaws of police behaviour to rectify the situation and handle police-community relations properly.

CFD president Leonel Alves, members Chio Ngan Ieng and Io Hong Meng later shared with the participants their opinions of police behaviour and human rights with topics “Pledge between Police Behaviour and Human Rights”, “Discussion on Domestic Violence and Police Actions from a Sociological Perspective” and “Importance of Positive Police Character and Behaviour to Community Policing” respectively, exploring the aspect of law, social perspective, public appeal, etc. multi-dimensionally. In pace with social development, people’s awareness to defend their civil rights is constantly augmenting. Apart from exercising power conferred by law, police officers are required to shoulder corresponding obligations and social responsibilities to gain people’s trust with tangible actions, enhancing police-community cooperation and effectively boosting the overall level of policing efficiency and effort.

During the interactive session, participants spoke out actively in stirring discussions. Secretary Wong Sio Chak believed that only by maintaining open-mindedness at all times to readily receive extrinsic suggestions and supervision and to actively cooperate can policing be efficaciously advanced. He preached to the police to act upon the three principles of “humanization”, “rationalization” and “modernization” while performing their duties to reinforce the level of law enforcement and the public’s credibility towards the police.

In conclusion, President Leonel Alves expressed his gratitude to the Secretariat for Security and its subordinate departments for their long-term support and coordination for the work of CFD. As an external supervising entity, CFD is profoundly concerned with police officers’ moral behaviour and the buildup of police-community relations, timely proposing suggestions for improvement to the relevant departments. Besides, CFD will sustain its cooperation with the Academy of Public Security Forces, jointly organizing lectures and seminars of various themes to facilitate policing and safeguard people’s rights and interests more competently.

Participação na palestra temática “Comportamento Policial e Direitos Humanos” organizada conjuntamente pela CFD e ESFSM

A Comissão de Fiscalização da Disciplina das Forças e Serviços de Segurança de Macau (CFD), a convite da Escola Superior das Forças de Segurança de Macau (ESFSM), realizou, em 24 de Abril de 2017, no auditório da ESFSM, a palestra temática “Comportamento Policial e Direitos Humanos”, a fim de aprofundar a compreensão do comportamento policial e da protecção dos direitos humanos por parte de agentes das forças de segurança, procura-se aumentar gradualmente o nível de cooperação entre polícia e cidadão para construir juntos uma sociedade segura e harmoniosa, nessa palestra estavam presentes cerca de cento e cinquenta agentes de posto médio e superior das forças de segurança e de outros serviços de segurança.

O Secretário para a Segurança, Wong Sio Chak, disse no seu discurso que a polícia, como guardião da lei, no seu comportamento exprime a atitude e a posição que o Governo e as forças policiais tomam perante valores sociais fundamentais como direitos humanos, Estado de Direito, segurança e ordem pública, reflectindo também a qualidade e capacidade dos agentes policiais no âmbito de execução da lei. Ao mesmo tempo, esse comportamento constitui um critério para avaliar o nível do Estado de Direito e o de civilização dum país ou região. Nesse sentido, as forças policiais devem manifestar grande seriedade no exercício das suas atribuições, exercer com rigor e prudência os poderes permitidos por lei para salvaguardar a ordem pública e a segurança, bem como para proteger a vida e bens da população. O comportamento policial para além de dever cumprir estritamente a lei, deve também estar sujeito à supervisão seja do público seja dos órgãos externos competentes, de tal maneira a garantir de forma completa a legalidade, imparcialidade, rigor e autoridade do trabalho de aplicação da lei, isto constitui um requisito quer legal, quer moral para os agentes policiais e serviços policiais. Com o desenvolvimento sustentável da sociedade que se torna cada vez mais diversificada, os cidadãos têm maior consciência da defesa dos seus direitos, portanto, a direcção e os chefias dos serviços policiais devem encarar os problemas derivados do comportamento da polícia, notar oportunamente os comportamentos desviantes e defeituosos para que se possa corrigi-los tratando adequadamente a relação entre a polícia e o público.

Por conseguinte, os oradores da palestra, o Presidente da CFD, Dr. Leonel Alberto Alves, membros da CFE, Dr. Io Hong Meng, e Dra. Chio Ngan Ieng, discursaram, respectivamente, sobre os seguintes temas: "O compromisso entre a conduta da polícia e direitos humanos", "Discussão sobre violência doméstica e acção policial a partir de um ponto de vista sociológico" e " Importância da moralidade e bom comportamento dos agentes policiais no contexto do policiamento de proximidade". Os oradores partilharam opiniões sobre o comportamento da polícia e direitos humanos, e estudaram, de um ponto de vista legal e sociológico, as necessidades dos cidadãos. Com o desenvolvimento social, o público em geral tem a constante crescente consciência de defesa dos direitos humanos, os polícias, além de deverem exercer os poderes conferidos por lei, devem também assumir as correspondentes obrigações e responsabilidades, trabalhar com dedicação para ganhar a confiança do público e promover a cooperação policial-população, para melhorar a eficiência global e a qualidade do trabalho.

Na sessão de interacção, os participantes falaram activamente. O Secretário para a Segurança considera que os serviços executores da lei devem sempre manter uma mente aberta, estando dispostos a ouvir as recomendações e supervisão externas, e a cooperar activamente para melhorar de forma eficaz o trabalho policial. O Dr Wong estimulou as polícias dizendo que devem seguir os três princípios: “humanização”, "racionalização” e “modernização” no exercício das suas funções, reforçando a qualidade de execução da lei e melhorando a credibilidade perante o público.

Finalmente, o Presidente Dr. Leonel Alberto Alves agradeceu à Secretária para a Segurança e suas subunidades pelo suporte e a cooperação prestados ao longo dos anos à CFD. A CFD enquanto órgão de supervisão externa, está muito preocupado com o nível ético do comportamento e as relações entre a polícia e o cidadão, apresentando oportunamente as recomendações de melhorias aos departamentos correspondentes. Além disso, disse que a CFD continuará a cooperar com a ESFSM para organizar palestras e seminários com diversos temas, melhorando constantemente o trabalho da polícia e protegendo melhor os interesses públicos.
