電話報案
在緊急情況下,本局報案及緊急行動中心刑事偵查人員、預防小組人員及其他刑事技術輔助人員一同前往現場跟進及收集證據,如有需要,本局人員會邀請事主和其他證人返回警局作進一步調查,並製作筆錄。
如非屬緊急情況,本局報案及緊急行動中心會在接收有關舉報後,轉介予專屬調查單位跟進。
當報案熱線接到不屬本局職責範疇的舉報或求助時會進行快速的轉介,避免處理的延誤,例如舉報黑工、逾期居留、交通事故或投訴噪音等屬治安警察局權限處理的事務,本局的993報案熱線會將之轉介至999緊急電話,至於有關火警的求助電話則會立刻轉介至消防局。
親身報案
市民在報案及緊急行動中心提供身份資料及初步陳述案件事實(俗稱錄口供),刑事偵查員將之製成書面筆錄及向報案人發檢舉憑據。如報案人或利害關係人有需要,於辦公時間可向本局行政輔助中心申請,或因報案人爲非本地居民及急於離澳,亦可向報案中心提出申請,由本局領導層簽發相關的《檢舉記錄之證明》。
如屬半公罪或私罪,被害人或依法能夠代理被害人的人士須親身聲明是否提出告訴或自訴(即俗稱追究),否則不予立案。
視乎案件性質,本局可能會派員到案件現場進行搜證及即時由專屬調查單位跟進。
調查過程
本局會向報案人發出已立案展開偵查的通知書,以及在最短時間內將有關的犯罪消息告知檢察院。
專屬調查科開展相關的工作後,會邀請報案人、目擊者到本局錄取一份內容較詳盡的詢問筆錄及進行相關的偵查工作,對涉嫌人進行訊問及製作筆錄,以助查明案件真相、確定是否存在犯罪及追緝犯罪者。
在案件偵查完結後,本局會將案件送交檢察院,同時,本局亦會向報案人發出通知書通知其案件已移送檢察院。

Reporting by Telephone
In cases of emergency, the investigators of the Case Reporting and Emergency Operation Centre, the personnel of the Prevention Team and other supporting staff of our Bureau proceed to the scene together and collect evidence. If necessary, our Bureau will invite the victims and other witnesses to our police station for further investigation and producing written records.
Under non-emergent circumstances, the Case Reporting and Emergency Operation Centre of our Bureau transfers reported cases to specialized investigation units for follow-up actions.
When our case reporting hotline receives reports or appeals for assistance outside our Bureau’s scope of responsibility, we transfer those calls promptly to prevent delays. Such affairs include reporting illegal labour, overstaying, traffic accidents, complaints of noise, etc. that are within the competence of Polícia de Segurança Pública (Public Security Police Force). Our 993 hotline transfers these calls to the 999 emergency hotline and phone calls seeking for assistance in case of fire to Corpo de Bombeiros (Fire Services Bureau).
Reporting in Person
Residents provide their identification details and preliminary statements of case facts (commonly known as making a statement), with which the investigators produce written records and issue a case reporting receipt to informants. Complainants and parties of interest who need to apply for a Case Reporting Certificate may apply to the Administrative Centre of the Judiciary Police during office hour. If the complainant is not a Macao resident and is leaving Macao soon, he/she may also apply to the Case Reporting and Emergency Operation Centre, for a Case Reporting Certificate signed by the Judiciary Police directorate.
In regard to semi-public or private offence, the victim or the legal agent of the victim must declare in person whether he/she is filing a complaint or a personal accusation (commonly known as ‘pursue the case’), otherwise the case would not be placed on a file.
Depending on the nature of the case, our Bureau may deploy personnel to the crime scene for evidence collection and follow-up actions by specialized investigation units.
Process of Investigation
Our Bureau will issue a notice to informants, notifying them that the case has been placed on file for investigation and that information regarding the crime will be transferred to the Public Prosecutions Office within the shortest possible time.
The specialized investigation section will subsequently invite the informants and witnesses to our Bureau to record a more detailed statement of inquiries and carry out relevant investigation procedures, and question the suspects and produce written records to facilitate the identification of case facts and confirm the existence of a crime and perpetrators.
Upon completion of the investigation of the case, our Bureau will transfer the case to the Public Prosecutions Office, meanwhile issuing a notice to the informants regarding this situation.

Via telefónica
Em caso de emergência, os investigadores criminais do Núcleo de Denúncias e Intervenção (NDI), o pessoal dos grupos de prevenção criminal e de apoio à investigação deslocar-se-ão, em conjunto, ao local do crime para acompanhar o caso e recolher provas. Sempre que necessário, o nosso pessoal poderá solicitar à vítima ou à (s) testemunha(s) para deslocarem-se até à PJ, para averiguação e elaboração do auto.
Em situações normais, o NDI, depois de ter recebido a denúncia, encaminha o processo para a secção competente, para dar seguimento.
Ao atender uma chamada, cuja matéria denunciada ou pedido não é da competência da PJ, para evitar demoras, a chamada é imediatamente transferida, como em casos de denúncias de trabalhadores ilegais, permanência ilegal, acidentes de viação ou reclamações sobre ruídos, que são casos que devem ser resolvidos pela PSP, o pessoal da linha 993 fará a tranferência da chamada para o número 999. Relativamente a incêndios, as chamadas serão transferidas para o Corpo de Bombeiros.
Denúncia por deslocação pessoal
O cidadão desloca-se pessoalmente ao NDI onde fornece os seus dados de identificação e relata os factos relacionados com o crime (vulgarmente conhecido por prestação de depoimentos) e o investigador elabora um auto e emite um guia de denúncia ao denunciante. O denunciante ou o interessado, em caso de necessidade, pode ainda requerer uma “Certidão de Denúncia”, assinada e emitida pela direcção, junto do Núcleo de Apoio Administrativo nas horas de expediente. Quando o denunciante não é residente de Macau e não pode permanecer no território, pode requerê-la junto do Núcleo de Denúncias e Intervenção.
Se o crime for semi-público ou privado, a vítima ou o seu representante legal terá que declarar pessoalmente que deseja procedimento criminal, caso contrário, não será possível instaurar o processo.
Conforme a natureza do caso, a PJ poderá enviar pessoal ao local do crime para a recolha de provas, sendo o processo imediatamente acompanhado pela secção de investigação competente.
Fase de investigação
A PJ emite uma notificação ao denunciante informando que foi instaurado o processo, a informação relativa ao crime será transmitida, o mais breve possível, ao Ministério Público.
O pessoal da secção de investigação competente do caso contactará o denunciante e a(s) testemunha(s) para comparecerem na PJ a fim de elaborar um auto de inquirição mais detalhado e efectuar a respectiva investigação. O suspeito será interrogado e as suas declarações serão tomadas por escrito, no sentido de apurar a verdade dos factos, investigar a existência do crime e dos autores.
Concluída a investigação, a Polícia Judiciária encaminhará o caso ao Ministério Público, além disso, será emitida uma notificação para pôr o denunciante ao corrente desse facto.
