涉為賭博的不法借貸 三內地男子被拘
2025年3月24日，本局接獲治安警察局通知，指一名男子因欠下賭債，遭人禁錮在路氹城區一酒店房間內。
案情顯示，被害人於3月初通過社交平台認識在逃涉案人。3月24日凌晨1時，被害人聯繫該涉案人表示在本澳賭博失利後，對方提出借款5萬港元，並安排三名涉案內地男子及另一在逃涉案人到被害人酒店房間協商。雙方約定借款條件為：每當賭局勝出時須支付投注額20%作為利息，且須抵押手機。
凌晨4時，三名涉案內地男子及在逃涉案人帶被害人到路氹城區娛樂場賭博。在逃涉案人將5萬港元兌換籌碼後，交由首名涉案內地男子保管，由其按被害人指示投注並抽取利息，所得利息由在逃涉案人保管，其餘兩名涉案男子負責現場監視。
至上午9時，被害人輸光借款後被帶回酒店房間禁錮，迫使其立即還款。10時30分，在逃涉案人離開房間，由三名涉案內地男子繼續看守。當日下午4時，被害人趁取回手機籌款之機暗中報警。事件中被害人共被抽取1.5萬港元利息及被限制人身自由約7小時。
本局根據調查所得，以為賭博的不法借貸罪及剝奪他人行動自由罪將上述三名涉案內地男子移送檢察院偵辦，並繼續追查在逃涉案人。
Three mainland men arrested for involvement in illicit money lending for gambling
On 24th March 2025, the Judiciary Police was notified by the Public Security Police Force that a man had been detained inside a hotel guest room in Cotai district due to gambling loans.
Case details revealed that the victim had got acquainted with the involved person at-large via social networking platform in early March. At 1am on March 24th, the victim contacted the involved person, told him about his gambling losses in Macao, then the latter suggested lending him HKD50,000, while arranging the involved mainland trio and another involved person at-large to negotiate with the victim inside his hotel guest room. The two parties agreed to the lending terms that 20% of the stake had to be withdrawn as interest upon each winning game and the mobile phone had to be surrendered as a guarantee.
At 4am, the involved mainland trio and the involved person at-large escorted the victim to gamble at a casino in Cotai district. After the involved person at-large exchanged HKD50,000 for chips, he passed them to the 1st involved mainland man to keep, while betting under the instructions of the victim and withdrawing the interest, which was also kept by himself. The remaining two involved men were responsible for monitoring at the scene.
It was until 9am when the victim had gambled away all the borrowed money, he was brought back to the hotel guest room for detention, and was coerced to repay the debt immediately. At 10:30am, the involved person at-large left the room, while the involved mainland trio continued guarding. At 4pm that day, the victim took his opportunity to call the police secretly when he was using his mobile to raise funds. In this incident, a total of HKD15,000 was withdrawn as interest, and the victim’s freedom of movement was deprived for around 7 hours.
Based on investigative results, the Judiciary Police transferred the aforementioned mainland trio to the Public Prosecutions Office with the charges of illicit money lending for gambling and deprivation of other’s freedom of movement, while continuing to pursue the involved persons at-large.
Detidos três homens do continente por empréstimo ilícito para jogo
Em 24 de Março de 2025, a PJ foi informada pelo CPSP, de que um homem foi sequestrado num quarto de hotel do Cotai por causa de uma dívida de jogo.
Segundo a investigação, a vítima conheceu, no início de Março, através de plataforma social, um indivíduo que se encontra em fuga (suspeito A). À 1:00 de 24 de Março, após ter perdido o dinheiro no jogo, a vítima entrou em contacto com o referido indivíduo, este propôs-lhe um empréstimo de 50.000 dólares de Hong Kong e enviou três homens do continente e o suspeito A, para o quarto de hotel onde estava a vítima, para negociar. As duas partes acordaram as condições do empréstimo, em cada jogo ganho, a vítima iria pagar 20 por cento da aposta como juro e entregaria o telemóvel como garantia.
Às 4:00, os quatro homens levaram a vítima para um casino do Cotai para jogar. O suspeito A, após trocar 50.000 dólares de Hong Kong em fichas, entregou-as a um dos outros três, este apostou segundo as instruções da vítima e cobrou os juros de jogo. Os juros obtidos ficavam guardados pelo suspeito A, os outros estavam encarregados de vigiar.
Às 9h00, a vítima tinha perdido todo o dinheiro e foi levada para o seu quarto de hotel onde ficou sequestrada e foi obrigada a devolver de imediato o dinheiro emprestado. Às 10h30, o suspeito A saiu do quarto, a vítima passou a ser vigiada pelos três homens do continente. Às 16h00, a vítima na altura em que lhe deram o telemóvel para pedir dinheiro, aproveitou e ligou assim para a polícia. Neste caso, foi cobrado um juro total de 15.000 dólares de Hong Kong e ficou privado da sua liberdade durante sete horas.
Com base no que foi apurado na investigação, os três homens do continente foram presentes ao Ministério Público por empréstimo ilícito para jogo e sequestro. A PJ continua a procurar o indivíduo em fuga.
