兩內地婦涉高利貸及不當扣留證件被拘
2025年3月11日晚，內地女事主於路氹城區一娛樂場內向首名涉案內地女子借取5萬港元賭博，條件為每當賭局勝出時需抽取投注額兩成作利息，如輸光借款則需償還5萬元人民幣。事主同意後由首名涉案女子的同伙陪同賭博，期間未有抽取利息。翌日凌晨事主輸光後，首名涉案女子與同伙到事主所租住的酒店房間商談還款事宜，兩人取去事主證件後離開。同日下午，首名與次名涉案女子前往上述房間討債，事主伺機報警求助。
本局博彩罪案調查處人員迅速到場截獲兩名涉案女子，並在首名涉案女子身上搜獲屬於事主的3個證件，以及94,500港元現金。經查，首名涉案女子承認犯案，而次名涉案女子則拒絕配合調查。
本局根據調查所得，以為賭博的不法借貸以及不當扣留證件罪將兩名涉案內地女子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Two mainland women arrested for involvement in usury and inappropriate detention of identification documents
On the evening of 11th March 2025, the female mainland victim borrowed HKD50,000 for gambling from the first involved mainland woman in a casino in Cotai district, on the conditions that 20% of the wager had to be withdrawn as interest upon each winning game, and RMB50,000 had to be repaid if the entire loan was gambled away. The victim agreed and was accompanied to gamble by an accomplice of the first involved woman. During that time, no interest was withdrawn. After the victim lost all the money in the wee hours of the following day, the first involved woman and her accomplice went to the victim’s hotel room to discuss about repayment of the debt. The duo took the victim’s identification documents and left. On the afternoon of the same day, the first and the second involved women went to the above-mentioned hotel room to collect the debt. The victim found an opportunity to report the case to the police for help.
Personnel from the Gaming-related Crimes Division of the Judiciary Police swiftly arrived at the scene and intercepted the two involved women, and seized three identification documents belonging to the victim as well as HKD94,500 in cash from the first involved woman. After investigation, the first involved woman admitted to the crime, while the second involved woman refused to cooperate with the investigation.
Based on investigative findings, the Judiciary Police transferred the two involved mainland women to the Public Prosecutions Office for the offences of illegal money lending for gambling and inappropriate detention of identification documents, while continuing to pursue the remaining involved persons at large.

Na noite de 11 de Março de 2025, num casino do Cotai, uma mulher da China continental pediu a outra mulher, também da China continental, um empréstimo de 50.000 HKD para jogar, as condições eram cobrar 20% do valor de aposta em cada jogo ganho e devolver 50.000 CNY se perdesse todo o dinheiro emprestado. A mulher aceitou a proposta e começou a apostar acompanhada pela agiota, a qual não cobrou nenhum juro. Na madrugada seguinte, a mulher acabou por perder todo o dinheiro, assim, a agiota e a sua cúmplice chegaram ao seu quarto do hotel, onde discutiram o reembolso, tiraram-lhe o documento e depois foram embora. Na mesma tarde, quando as duas agiotas foram ao mesmo quarto para pedir o pagamento das dívidas, a mulher ligou para a polícia.
O pessoal da Divisão de Investigação de Crimes Relacionados com o Jogo foi ao local rapidamente e deteve as suspeitas, também encontrou na posse da primeira três documentos da vítima e 94.500 HKD. No interrogatório, a primeira detida confessou o crime, mas a outra recusou-se a colaborar.
Conforme o que foi apurado, as duas mulheres do continente foram presentes ao MP por empréstimo ilegal para jogo e retenção indevida de documento.
