搗破不法經營幸運博彩犯罪集團 三男就擒
2024年9月，本局博彩罪案調查處接獲消息指有人在路氹城區一娛樂場貴賓會內拍攝賭博過程且進行不法經營博彩圖利，隨即展開調查，鎖定首名涉案內地男子身份，並發現作案者約有十多人。相關犯罪集團以不同成員組合作案，每次至少派出三人，分別負責將手機藏在衣服內拍攝賭局並透過社交軟件直播、以微型耳機接收賭客指示進行投注，以及使用手機記錄賭局輸贏金額及兌換泥碼。該集團自2024年8月底開始以上述手法作案，至同年9月中已作案九次。
2025年2月5日，本局人員發現首名涉案內地男子再次進入涉案娛樂場，經部署後成功截獲正在作案的首名涉案內地男子及其兩名內地男同黨，於涉案賭枱上檢獲34.4萬港元籌碼及60萬港元現金，並在三人身上檢獲微型耳機、用作直播賭局的手機，以及收藏手機的衣服。經查，首名涉案內地男子為上述犯罪集團骨幹成員，其拉攏及指揮下線成員在娛樂場內進行拍攝及記錄。三人與在逃同黨透過手機直播娛樂場開彩結果，與內地賭客以二至十倍的比率進行俗稱“賭底面”的不法賭博，被捕當日連同去年合共進行了11場賭博，“枱面”和“枱底”分別涉款79萬及約536萬港元。
本局根據調查所得，以犯罪集團罪以及不法經營幸運博彩罪將三名涉案內地男子移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Criminal syndicate involving unlawful operation of games of fortune busted, with three men apprehended
In September 2024, the Gaming-related Crimes Division of the Judiciary Police received a tip-off indicating that, there were individuals filming gambling activities, as well as engaging in illegal gambling operations for profit inside a VIP junket of a casino in the Cotai district. Investigation was launched immediately. The first involved mainland man was identified, and more than 10 perpetrators were discovered. The relevant criminal syndicate committed the crime through the collaboration of different members, with at least three individuals dispatched each time. They were responsible for hiding their mobile phones under their clothes to film the bets, as well as broadcasting them live via social media respectively. They received betting instructions from gamblers via mini earphones, as well as exchanging non-negotiable chips in addition to using mobile phones to keep track of the amount won and lost during gambling. Since the end of August 2024, the syndicate had begun using the aforesaid modus operandi for crime perpetration, and had perpetrated crimes on 9 occasions until mid-September of the same year.
On 5th February 2025, personnel of the Judiciary Police discovered that, the first involved mainland man had re-entered the involved casino. Upon deployment, the first involved mainland man, along with two male mainland accomplices, were successfully intercepted while they were committing the crime. HKD344,000 worth of chips and HKD600,000 in cash on the involved gaming table were seized. In addition, mini earphones, mobile phones for live-streaming gambling rounds, as well as clothing designed for carrying mobile phones were seized from the trio. Upon investigation, it was learnt that, the first involved mainland man, who recruited and instructed the subordinates to film and record inside the casino, was a key member of the aforesaid criminal syndicate. The trio and the accomplices at large had live-streamed the casino draws through mobile phones, as well as engaging in illegal gambling activity commonly known as “side-betting” with mainland gamblers at odds ranging from two to ten times. On the day of the arrest, along with last year, they had conducted a total of 11 gambling sessions. The on-the-table bet involved was HKD790,000, whilst the under-the-table bet involved was approximately HKD5.36 million.
Based on investigative findings, the Judiciary Police transferred the three involved mainland men to the Public Prosecutions Office for the offences of criminal syndicate and unlawful operation of game of fortunes, while continuing to pursue the remaining involved individuals at large.

Em Setembro de 2024, a Divisão de Investigação de Crimes Relacionados com o Jogo foi informada de que alguém havia filmado o processo das jogadas duma sala VIP e cobrava dinheiro com exploração ilícita de jogo num casino da zona de Cotai, assim iniciou imediatamente a investigação. Conseguiu-se identificar o primeiro suspeito e descobriu-se que o caso envolvia mais de dez pessoas, a rede criminosa organizava os seus membros para formar várias composições, cada vez indicava, pelo menos, 3 pessoas, uma filmava as jogadas com o telemóvel escondido na roupa vestida e transmitia ao vivo imagens das jogadas mediante um aplicativo de rede social, outra usava mini-auscultadores para receber indicações dos apostadores e outra usava telemóveis para registar os montantes ganhos e a troca de fichas mortas. Essa rede começou a actuar daquela forma desde finais de Agosto de 2024 e até meados de Setembro do mesmo ano actuaram 9 vezes.
Em 5 de Fevereiro de 2025, o nosso pessoal, ao saber que o primeiro suspeito, residente do continente, entrou no casino em causa, planeou as diligências e conseguiu detê-lo, quando estava a actuar com dois cúmplices, também do continente, na mesa de jogo foram apreendidos 344.000 HKD em fichas e 600.000 HKD em numerário e na posse dos três foram apreendidos mini-auscultores, telemóvel para transmitir ao vivo as jogadas e a roupa para encobrir o telemóvel. Na investigação, apurou-se que o primeiro suspeito é membro principal da referida rede criminosa, este angariava e comandava os subordinados a irem ao casino filmar e fazer os registos. Os três e os cúmplices em fuga transmitiam ao vivo as imagens dos resultados através do telemóvel, jogando ilicitamente (side-betting) com os clientes que se encontravam no continente, as apostas vencedoras eram pagas o dobro a dez vezes o prémio das apostas. No dia em que foram detidos e no ano passado realizaram-se, no total, 11 ocasiões de jogo, envolvendo nas apostas originais e nas apostas paralelas, 790.000 HKD e cerca de 5,36 milhões de HKD, respectivamente.
Com base no resultado da investigação, os três homens do continente foram presentes ao MP por associação criminosa e exploração ilícita de jogo. A PJ continua a perseguir os restantes fugitivos.
