司警局偵破巨額詐騙及偽造文件案 拘一本澳男子
2022年8月16日,本局接獲保險公司代表檢舉,稱其公司陸續收到4名客戶投訴早前購買的保單無故被斷供或被重新投保,經公司查核發現涉案本澳男保險顧問於2018年起以挪用客戶保費及偽造收據等手段陸續騙取20名客戶保單的保費,總金額約為82萬港元。
本局資訊罪案調查處人員展開調查,發現案中11名事主於2015年至2018年期間向涉案男子購買醫療、意外、人壽及危疾等保單,各人最初均以銀行自動轉帳方式支付保費,其後涉案男子稱無法自動轉帳,主動表示可代為繳費,要求各人支付現金或向其轉帳,事後以社交軟件傳送保險公司的收據予事主。各事主稱沒有簽署任何要求停止自動轉帳、購買新保單或改為月繳保費等文件,每人損失3萬至7萬澳門元不等,總金額約為60萬澳門元。
12月13日,本局人員在氹仔截獲涉案男子。經查,其承認於2018年至2021年間向20名客戶訛稱保費無法自動轉帳或沒有協助客戶向銀行遞交自動轉帳文件,再以代繳保費為由騙取客戶支付現金或轉帳,或假冒客戶簽名提取保單的現金價值,涉及約70萬澳門元,有關款項已全數用於日常開支,並最終導致客戶的保單失效。為拖延客戶和掩飾犯罪行為,其假冒公司名義向客戶傳送繳費收據,事後為補救更假冒十多名客戶簽名購買新保單,現已向保險公司作出賠償。
本局綜合調查所得,以詐騙(巨額)及偽造文件罪將涉案男子移送檢察院偵辦。
The Judiciary Police cracked a case of massive fraud and forgery of documents, with a Macao man arrested
On 16th August 2022, the Judiciary Police received a report from the representative of an insurance company, indicating that the company had successively received complaints from four clients that the insurance policies they had purchased earlier were terminated or re-insured without justifiable reasons. Upon the company’s verification, it was found that the local male insurance consultant involved in the case had defrauded 20 clients of their policy premiums in succession since 2018 by means of misappropriating their premiums and forging the receipts, etc., involving a total sum of approximately HKD820,000.
The I.T. Crimes Division personnel of the Judiciary Police launched an investigation and found that the 11 victims in the case had purchased medical, accident, life and critical illness insurance policies from the involved man between 2015 and 2018, and initially paid the premiums through bank autopay method. Afterwards, the involved man claimed that their auto-payments had not been made successfully, and proactively offering to pay the premiums on behalf of the victims, requesting them to pay in cash or transfer the money to him, who subsequently sent the receipts of the insurance company to the victims via social networking apps. The victims claimed that they had not signed any documents requesting to terminate the autopay, purchase new policies or switch to monthly premium payments, etc. Each of the victims suffered a loss ranging from MOP30,000 to MOP70,000, incurring a total loss of approximately MOP600,000.
On December 13th, the Judiciary Police personnel intercepted the involved man in Taipa. Upon investigation, the involved man admitted that between 2018 and 2021, he had falsely claimed to 20 clients that their insurance premium payments could not be made by bank autopay, or he did not assist the clients in submitting the autopay application documents to the bank, and subsequently deceived them into paying by cash or bank transfers on the pretext of paying the insurance premiums on behalf of them, or forged the clients’ signatures to withdraw the cash value of the insurance policies, involving approximately MOP700,000 and all of which had already been spent on daily expenses, and eventually resulted in lapse of the insurance policies of the clients. In order to stall the clients and cover up the criminal acts, he sent bogus payment receipts to the clients in the name of the company. After that, in order to remedy the situation, he even forged the signatures of more than 10 clients to purchase new insurance policies. He has currently made compensation to the insurance company.
Based on the investigative results, the Judiciary Police transferred the involved man to the Public Prosecutions Office for the offence of fraud (massive amount) and forgery of documents.

No dia 16 de Agosto de 2022, a PJ recebeu a denúncia do representante de uma companhia de seguros, onde dizia que a sua companhia recebeu reclamações de 4 clientes relativas ao facto de que a apólice de seguro comprado anteriormente tinha sido cancelada sem qualquer motivo ou foi reaberta, dizia também que após o exame da companhia, verificou-se que o agente de seguros envolvido, mediante o desvio dos prémios de seguro dos clientes e falsificação dos recibos, burlou, a partir de 2018, os prémios de seguro de 20 clientes, num montante total de cerca de 820.000 HKD.
A Divisão de Investigação de Crimes da PJ iniciou a investigação, apurou que as 11 vítimas requereram apólices de seguro médico, de acidentes, de vida e de doenças graves junto daquele agente, entre 2015 e 2018. No início, todos pagaram os prémios de seguro por transferência automática, mais tarde, o suspeito disse que não era possível pagar daquela forma, disse por sua iniciativa que poderia fazer o pagamento para eles e pediu que lhe pagassem em numerário ou lhe fizessem uma transferência, entrego-lhe depois um recibo da companhia de seguro através de uma rede social. Todas as vítimas disseram que não tinham assinado qualquer documento quanto ao cancelamento da transferência automática, ao requerimento da nova apólice ou à mudança da forma de pagamento dos prémios de seguro para ser efectuada mensalmente, cada pessoa sofreu um prejuízo que varia entre 30.000 e 70.000 patacas, o montante total é de cerca de 600.000 patacas.
No dia 13 de Dezembro, o suspeito foi detido na Taipa. Na investigação, este admitiu que entre 2018 e 2021, alegou falsamente, junto de 20 clientes, que os prémios de seguro não podiam ser pago por transferência automática, ou não entregou em nome do cliente o documento de requerimento de transferência automática ao banco, depois enganou as vítimas pedindo-lhes para pagar os seus prémios em numerário ou por transferência, ou falsificou a assinatura dos clientes para levantar o valor numerário da apólice de seguro, num total de cerca de 700.000 patacas, disse que todo este dinheiro foi gasto em despesas quotidianas, e eventualmente as apólices caducaram. Para retardar o descobrimento e ocultar o acto criminoso, o suspeito enviou recibos de pagamento falsos aos clientes em nome da companhia, mais tarde, no intuito de recuperar a situação, falsificou a assinatura de mais de dez clientes para requerer novos seguros, disse que no entanto já indemnizou a companhia de seguros.
Conforme o que foi apurado na investigação, o suspeito foi presente ao Ministério Público por burla (valor elevado) e falsificação de documentos.
