兩內地漢涉剝奪他人行動自由致他人死亡落網
本局於2016年7月9日接獲一宗墮樓案，經調查後證實一名內地男子於案發前一天在娛樂場向高利貸集團借款賭博，敗北後無力償還而被數名男子禁錮於新
口岸區一非法旅館，在爬窗逃走期間失足墜下致死。7月15日，其中兩名涉案內地男子前來本局接受調查，聲稱禁錮死者期間沒收其證件、手機及銀包，其後獲悉
其家屬拒絕匯款，隨即脫光其衣服毆打，並拍攝短片發送予其家屬威迫還債。二人聞死者墮樓身亡後立即潛逃至內地，於逃走期間將屬死者之物品丟棄。本局以剝奪
他人行動自由致他人死亡、為賭博的高利貸、犯罪集團罪將二人移送檢察院處理，並繼續追捕在逃人士。
另，本局於調查期間拘捕一名涉嫌擅用他人證件以經營非法旅館的越南籍女非法入境者，以偽造文件、使用他人之身份證明文件罪移送檢察院處理。
Two mainland men nabbed for deprivation of other’s freedom of movement leading to death
On 9th July 2016, the Judiciary Police received a case of falling off
a building. It was confirmed after investigation that a mainland man
borrowed money from a loan-sharking syndicate for gambling in a casino
one day before the case, and was imprisoned in an illegal accommodation
in the ZAPE district after he lost all the money and failed to pay the
debt. He accidentally fell off the building and died while trying to
escape by climbing out the window. On July 15th, two involved mainland
men were investigated at the Judiciary Police station, and stated that
the deceased’s identification document, mobile phone and wallet were
forfeited during the imprisonment. Later, when they learned that the
deceased’s family refused to make remittance, they stripped the deceased
naked and assaulted him. Meanwhile, they took video of it and
threatened his family to pay the debt with the video footage. The two
immediately fled to the mainland upon hearing about the deceased’s fall,
and abandoned the deceased’s belongings during the escape. The
Judiciary Police transferred the two persons to the Public Prosecutions
Office for the offences of deprivation of other’s freedom of movement
leading to death, practising usuries for gambling and criminal syndicate
while pursuing the absconded person(s).
Furthermore, during the investigation, a Vietnamese female illegal
immigrant, who was suspected to use other’s identification document to
run an illegal accommodation, was arrested and transferred to the Public
Prosecutions Office for the offences of forgery of documents and using
other’s identification documents.

No dia 9 de Julho de 2016, a PJ recebeu um caso com queda de pessoa
do alto de um edifício. Na investigação, verificou-se que o morto era
um homem da China continental que, no dia anterior, tinha pedido
empréstimo a uma rede de agiotagem num casino. Como perdeu tudo e não
foi capaz de pagar as dívidas, foi sequestrado por vários homens numa
pensão ilegal do NAPE, onde tentou fugir pela janela, porém, caiu e
morreu. No dia 15 de Julho, dois dos homens envolvidos deslocaram-se às
instalações da PJ. Aí declararam que, durante o sequestro retiraram os
documentos, telemóvel e a carteira do devedor mas, quando tiveram
conhecimento de que os seus familiares tinham recusado a fazer uma
transferência do dinheiro o tinham espancado e filmado e enviado o vídeo
para os familiares, ameaçando-os para que devolvessem o dinheiro. Logo
que souberam que o homem tinha caído do edifício, abandonaram os seus
pertences e fugiram para o continente. Os dois agiotas foram presentes
ao MP por privação de liberdade que causou a morte, agiotagem ao jogo e
associação criminosa, enquanto a PJ continua à procura de outros
cúmplices em fuga.
Para além disso, durante a investigação foi detida uma
mulher, de nacionalidade vietnamita, que era imigrante ilegal e estaria a
usar um documento de outrem para o funcionamento daquela pensão ilegal,
foi assim presente ao MP por falsificação de documento e uso de
documento de identidade alheio.
