三內地漢涉高利貸、禁錮及強姦就逮
一名內地女子於4月5日在中區某酒店附近被第一涉案男子遊說借款賭博，遂隨同第一涉案男子與第二涉案男子到皇朝區一娛樂場借貸三萬港元，先交付三千港元利息，賭博期間除上述兩名涉案男子外，再有第三涉案男子在旁負責監察及兌碼。女事主最終賭敗，共被抽取一萬多港元利息，隨後被帶到新馬路區某酒店禁錮，期間遭第二涉案男子強姦。其後，女事主藉詞友人已備妥款項還款，由第三涉案男子陪同離開酒店會合友人，再暗中通知友人代為報案。治安警員到場截住第三涉案男子，並將案件移交本局跟進。
本局調查後到水坑尾街某住宅單位拘捕第一與第二涉案男子，搜出大批借據、多張屬他人之身份證、汽車登記摺等文件、兩本記錄非法借貸的帳簿等證物，並發現一名非法逗留之女子。調查顯示該犯罪團伙運作約一年半，參與人數超過十人，涉及借貸金額超過1,100萬港元。本局對三人控以犯罪集團、剝奪他人行動自由、暴利及為賭博的高利貸罪，另加控第二涉案男子強姦、文件的索取或接受、收留及僱用罪，並追緝集團主腦及其他成員。
Three mainland Chinese men arrested for loan sharking, imprisonment and rape
On April 5th near a hotel at central district, a woman from mainland China was convinced to borrow money for gambling by involved man A. She then followed him and involved man B to a casino at NAPE to borrow HKD30,000, paying a preliminary interest of HKD3,000. While gambling, in addition to the abovementioned two involved men, a third involved man was also there to monitor and cash chips alongside. Eventually losing the game, the victim was charged an interest of more than HKD10,000 before being brought to a hotel at Avenida de Almeida Ribeiro where she was imprisoned and raped by involved man B. Alleging that her friend had prepared funds for repayment, the victim was later escorted out of the hotel by involved man C to meet her friend, whom she surreptitiously notified to call the police. Public Security Police Force officers arrived at the scene intercepting involved man C and transferring the case to the Judiciary Police.
Our investigation led to the apprehension of involved men A and B in a residential apartment at Rua do Campo, seizing evidence such as large quantities of IOUs, others’ documents including identity cards and vehicle registration cards, two account books recording illegal loans, etc. and finding an overstaying woman. Investigation revealed that the criminal syndicate had been operating for around a year and a half, involving more than 10 persons and loans of over HKD11,000,000. The Judiciary Police charged the three persons of criminal syndicate, deprivation of others’ freedom of movement, profiteering, and practising gambling-related usury, while additionally charging involved man B of rape, extortion or acceptance of documents, sheltering and hiring, and pursuing the ringleader and other members of the syndicate.

No dia 5 de Abril, nas proximidades de um hotel da zona central, uma mulher foi convencida por um homem, a pedir emprestado dinheiro para jogar, tendo assim ido com este indivíduo e um outro homemo, a um casino do NAPE, onde recebeu 30 mil HKD e pagou três mil HKD de juros. Durante o jogo, para além daqueles dois indivíduos, havia outro homem, responsável por vigiar e trocar as fichas. A mulher acabou por perder todo o dinheiro, foram-lhe cobrados mais de 10 mil HKD de juros e foi sequestrada num hotel na zona da Avenida de Almeida Ribeiro, onde foi violada pelo 2.º suspeito. Mais tarde, a vítima comunicou aos agiotas que um seu amigo tinha preparado o dinheiro para a devolução e o 3.º suspeito acompanhou-a para ir ter com ele, entretanto, esta pediu secretamente ao amigo para chamar a polícia. Finalmente, o 3.º suspeito foi detido por um agente da PSP e o caso foi transferido para a PJ.
Na investigação, os nossos agentes detiveram os outros dois envolvidos num apartamento da Rua do Campo, onde foram apreendidos muitos recibos, vários documentos (bilhetes de identidade e livretes de veículo), e dois cadernos com registos de empréstimos bem como foi encontrada uma imigrante ilegal. Apurou-se que este grupo criminoso com mais de 10 elementos actuava há um ano e meio e tinha movimentado mais de 11 milhões de HKD. Os três detidos foram acusados de associação criminosa, sequestro, usura e agiotagem ligada ao jogo, enquanto que o 2.º suspeito foi também acusado de violação, exigência ou aceitação de documentos, acolhimento e emprego. A PJ continua à procura do cabecilha do grupo e outros elementos.
