搗破龐大高利貸犯罪集團

  本局瓦解回歸以來最龐大的高利貸犯罪集團,行動中拘捕一名本地主腦和十二名本地、香港和內地的集團成員,搜出二千五百多張借據和一百多本數簿,涉及金額三億九千萬港元和一億二千萬人民幣。
  本局情報及支援廳於2010年中收到情報,有高利貸犯罪集團活躍於本澳各娛樂場。經過深入調查後,掌握犯罪集團的犯罪情況,鎖定集團租用皇朝區一個單位作為帳房,並由三名成員廿四小時輪班運作,下設十名“檔頭”,負責向賭場內的賭客放數。十名“檔頭”分佈在不同的娛樂場,每個“檔頭”有四至十名手下,主要負責物色賭客,遊說借錢。當賭客願意借錢翻本,即通知“檔頭”,由“檔頭”作出借貸的決定,雙方訂定借貸條件後,再聯絡帳房成員到有關娛樂場,用現金買籌碼或簽帳提取籌碼。當客人輸光金錢後,集團會派人將債仔押送到香港或內地,追收債款,或將債仔賣斷予其他犯罪集團收數。
  本局經過約兩年半的調查,於25日下午採取行動,在集團的帳房即場拘捕五名男子,搜出大量借據、數簿和電腦資料,隨後在各區再拘捕八名涉案男子。行動中,本局搜出現金五十多萬元,一萬多元現金籌碼和二萬多元泥碼,相信該犯罪集團在2000年開始運作。另外亦搜出兩封內有三百六十元的利市,相信為黑社會入會儀式之用,懷疑涉黑社會背景。十三名疑犯涉有組織犯罪及高利貸罪,於27日移送檢察院偵訊,本局現正追緝涉及集團的最少十多名成員。


Cracking the Largest Loan Sharking Criminal Syndicate

   The Judiciary Police have busted the largest loan sharking criminal syndicate since handover. During the operation, one local mastermind and twelve syndicate members from Macao, Hong Kong and the mainland were arrested. More than 2,500 IOUs and over 100 account ledgers were found. The involved sum amounted to HKD390 million and RMB120 million. In mid-2010, Intelligence and Support Department of the Judiciary Police received a tip-off that a loan sharking criminal syndicate was active in various Macao casinos. After thorough investigation, the Judiciary Police grasped the criminal situations of the criminal syndicate and located an apartment in NAPE area where the syndicate rented as their cage. The cage was operated round the clock by three members working on shift, under which ten ‘leaders’ were appointed to be responsible for lending money to gamblers in casinos. The ten leaders were allocated to different casinos and each ‘leader’ had four to ten subordinates. Their main responsibilities were to seek out gamblers so as to persuade them to borrow money. When a gambler agreed to borrow money to win back his/her losses, the subordinates would notify their ‘leader’ and it was the ‘leader’ who made the loan decision. After both parties agreed on the loan conditions, members of the cage would then be contacted to come to the relevant casino to either purchase chips with cash or collect chips with charge card. After the gambler lost all the money, the syndicate would assign members to escort the debtor to Hong Kong or the mainland, pursue for the recovery of the debt or trade off the debtor to other criminal syndicate to recover the debt. After two and half years of investigation, on the 25th (of June), the Judiciary Police took action in the afternoon. Five men were arrested at the syndicate’s cage. A large number of IOUs, account ledgers and computer information were found. Subsequently, eight more men involved in the case were arrested in various districts. During the operation, the Judiciary Police found cash amounted to over $500,000, cash chips worth over $10,000 as well as non-negotiable chips worth over $20,000. It was believed that the criminal syndicate started operating in 2000. In addition, two red packets (containing $360) which were believed to be used for the triad’s induction ceremony were found. It was suspected that the case involved triad background. Thirteen suspects who were involved in organized crime and loan sharking crime were transferred to the Public Prosecutions Office for investigation on the 27th (of June). The Judiciary Police are pursuing at least 10 more members of the syndicate who are still at large.


Desmantelada uma enorme rede criminosa de agiotagem

     A PJ desmantelou a maior rede criminosa de agiotagem desde o regresso de macau à Pátria, detendo um líder e doze elementos de Macau, Hong Kong e China continental, encontraram-se mais de 2.500 recibos de empréstimo e mais de 100 cadernos de contabilidade, o montante envolvido está avaliado em 390 milhões de HK$ e 120 milhões de renminbis.
     O Departamento de Informações e Apoio recebeu informações em meados de 2010 que indicavam que uma rede de agiotagem actuava em vários casinos em Macau. Após uma investigação aprofundada, compreendeu-se a situação e identificou-se um apartamento, situado no NAPE, que estava alugado e utilizado como secção de contabilidade a operar 24 horas por dia, por 3 elementos da rede, por turnos. Além disso, havia 10 “chefes de equipa” responsáveis por angariar jogadores nos casinos a quem emprestar o dinheiro. Os 10 “chefes de equipa” eram espalhados pelos diversos casinos, cada um tinha entre 4 e 10 subordinados que serviam principalmente para a angariação de jogadores e os convenciam a contrair o empréstimo. Quando encontravam jogadores que queriam dinheiro emprestado para recuperar aquilo que tinham perdido no jogo, estes subordinados notificaram o “chefe de equipa” que tomava a decisão final sobre o empréstimo. Depois de definidas as condições do empréstimo por ambas as partes, os elementos na secção de contabilidade eram contactados e deslocavam-se aos respectivos casinos, adquiriam as fichas com dinheiro ou com cobranças efectuadas na conta de sala VIP do casino. Depois, quando o cliente tivesse perdido todo o dinheiro, a rede mandava funcionários para o escoltar até Hong Kong ou China continental e recuperarem a dívida, ou em alternativa, vendia toda a dívida a outras redes criminosas para eles depois cobrarem.
     Após uma investigação que durou dois anos e meio, a PJ entrou em acção na tarde do dia 25, deteve 5 homens no local e apreendeu uma grande quantidade de recibos de empréstimo, cadernos de contabilidade e dados informáticos, mais tarde deteve mais 8 indivíduos em várias zonas da cidade. Na operação, foram encontrados dinheiro em numerário, mais de 500.000 patacas, fichas de jogo, no valor de mais de 10.000 patacas e fichas “mortas” de mais de 20.000 patacas, acredita-se que esta rede criminosa começou a operar em 2000. Foram encontrados ainda dois envelopes vermelhos (lai see) que continham 360 patacas cada, acredita-se que serviriam para a ceremónia de ingresso à seita, assim suspeita-se que esta rede tenha um background deste género. Os 13 suspeitos foram presentes ao MP no dia 27 por crime organizado e agiotagem, a PJ está a procurar pelo menos mais de uma dezena de elementos desta rede.
