“The 21st Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” held in Macao - focusing on technology-empowered policing governance to jointly shape a new framework for regional security cooperation
Hosted by Police Association of China and organised by Macao Unitary Police Service, the “21st Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” was successfully held in Macao from 22nd to 24th September 2026. More than 180 police experts, scholars, and practitioners from the Mainland, Taiwan, China and two special administrative regions of Hong Kong and Macao attended the event. Centred on the theme of “crime prevention in the age of advanced technology”, attendees engaged in in-depth discussions regarding innovative pathways for policing governance and regional collaboration mechanisms in the technological era.
At the opening ceremony, Chairman of Police Association of China XU Ganlu, Macao Secretary for Security CHAN Tsz King, Chairman of Criminal Investigation and Prevention Association of Taiwan, China HUANG Pingchang, Commissioner of Police of Hong Kong Police Force Joe CHOW Yat-ming, Director of Hong Kong Immigration Department Benson KWOK Joon-fung, Commissioner General of Macao Unitary Police Service LEONG Man Cheong served as the officiating guests. In addition, Deputy Director of Liaison Office of the Central People’s Government in the Macao Special Administrative Region YANG Weiqun attended the event upon invitation. All participating parties fully commended the positive contributions made by the symposium over the years. Following more than two decades of dedicated development, the symposium has become a landmark platform for promoting police exchanges across the straits and in Hong Kong and Macao. It has not only promoted innovation in policing theory, the exchange of practical experience, and dialogue and integration among diverse policing cultures, but has also shouldered the vital responsibility of building regional consensus on policing, deepening collaborative governance mechanisms, and shaping a shared security framework, thereby continuously enhancing the overall effectiveness of regional security governance.
In his address, Macao Secretary for Security CHAN Tsz King pointed out that Macao, being a model of the successful implementation of “One Country, Two Systems” and an important gateway for external exchange, has always attached great importance to strengthening policing through technology. Macao has actively utilised cutting-edge technology to enhance policing effectiveness and remained consistently committed to promoting pragmatic exchanges among police counterparts across the straits and in Hong Kong and Macao, as well as deepening regional police collaboration. Currently, this is a crucial year in which the national 15th Five-Year Plan and Macao’s 3rd Five-Year Plan are both getting underway. These two important plans not only outlined the blueprint for the special administrative region’s long-term development, but also clarified the direction and provided a clear framework of action for security and policing work. Facing this new stage of development, the Macao security sector would actively seize strategic opportunities, proactively align with the overall national development strategy, and resolutely construct a solid defence line for security, thereby providing a solid safeguard for the special administrative region’s long-term stability and high-level regional integration. The Macao security sector would continue to join hands with police counterparts from the Mainland, Taiwan, China and Hong Kong in relying on the symposium platform to deepen research and strengthen exchanges. Efforts would focus on driving iterative upgrades to mechanisms such as intelligence sharing, joint law enforcement, and talent development, so as to ensure that regional policing cooperation would be executed thoroughly and tangibly to jointly maintain regional security and stability.
This year’s symposium established three sub-themes: “Technology Empowerment and the Modernisation of Policing Governance Systems”, “Technology Empowerment and New Types of Crime Prevention and Control”, and “Technology Empowerment and Public Services in Policing”, alongside related extended topics. The symposium collected a total of 68 academic papers and selected 36 experts, scholars, and practitioners to give thematic presentations and carry out exchanges across 7 seminar sessions. From a multi-disciplinary perspective, participants analysed development trends and governance challenges associated with new types of crime, explored the transformation and innovation of policing models against the backdrop of digital-intelligence integration, focused on balancing mechanisms between standardised law enforcement and technology application, and shared practical experience in using big data, AI, and other technologies for smart patrolling, targeted enforcement and public service convenience. During the symposium, delegates actively offered suggestions, putting forward several targeted and forward-looking strategies for public safety and crime prevention, as well as new concepts for inter-regional police cooperation, fully demonstrating their academic insight and policing wisdom. The symposium yielded fruitful results, marking a transition towards higher levels of police collaboration driven by technology. Representatives across the straits and in Hong Kong and Macao further forged a common consensus, injecting new momentum into maintaining long-term regional peace and stability.
Director of the Judiciary Police School of the Judiciary Police SUEN Kam Fai was invited to serve as a guest commentator during the third seminar session. Among the papers submitted by the personnel of the Judiciary Police, three were selected for this year’s symposium on police studies. Among them, “A Study of the Governance of Virtual Asset Money Laundering Crimes in Macao - Through the Lens of Emerging Crimes”, co-authored by Duty Supervisor WONG Wai Man, Principal Criminal Investigator LAM Chon Cheng and Criminal Investigator SUEN Chan Him, was selected for presentation and published in the symposium proceedings. Principal Criminal Investigator CHAN In San’s “A Study on the Development of Generative AI-Empowered Policing and Law Enforcement - Exploring the Perspective of Multilingual Translation Demand in Macao” and “Applied Research on Empowering Criminal Investigations through AI-Driven Malware Forensics”, co-authored by Senior Forensic Technical Officer I CHEONG Sio Chong and Senior Forensic Technical Officer I LEI Chi Hou, were also selected for inclusion in the symposium proceedings.
