司警局出席全球公共安全合作論壇(連雲港)2026年大會暨分論壇
2026年9月9日下午,全球公共安全合作論壇(連雲港)2026年大會在江蘇省連雲港市開幕。大會由中國友誼促進會主辦,主題是“團結推動公共安全治理 為動盪世界注入穩定力量”。139個國家、地區和國際組織的2,100餘人應邀參會。大會同時組織開展了八場分論壇,司法警察局薛仲明局長率領賴文威副局長、蘇兆強副局長、刑事調查廳陳楚民廳長、資訊及電訊協調廳陳思晶廳長、司法警察學校孫錦輝校長、毒品罪案調查處李家和處長、恐怖主義罪案預警及調查處溫恩賜代處長及網絡安全處黃健法證高級技術員出席大會及當中四場分論壇。
網絡安全分論壇於9月8日舉行,由公安部第三研究所主辦,以“共治·共享:探索網絡空間安全治理新路徑”為主題,圍繞各方關切的網絡安全執法議題展開,旨在加強網絡安全合作,共同維護全球網絡空間安全。分論壇還發佈了《生成式人工智能安全風險檢測評估探索與實踐藍皮書》和《網絡安全評價指標體系》。
國際反恐合作分論壇於9月8日舉行,由中國人民警察大學主辦,以“攜手消除動盪根源 凝聚國際反恐合力”為主題,結合《聯合國全球反恐戰略》通過20周年節點,圍繞反恐前沿議題進行深入研討交流,達成廣泛共識。分論壇發佈了《全球反恐夥伴關係行動計劃(2026)》,為深化多邊反恐協作、凝聚全球反恐合力提供了實踐路徑。賴文威副局長在分論壇上發言,介紹局方在反恐法制、體制及機制建設方面的情況。
國際警察教育合作分論壇於9月8日舉行,由中國人民公安大學主辦,主題為“夯實人才培養根基 提升安全治理效能”。與會代表深入交流了警察院校辦學經驗和以智慧警務賦能教育訓練的實踐案例,研究分析了全球公共安全風險課題,共商國際警察教育合作新路徑。分論壇還發佈了《國際警察教育年度報告》。
國際禁毒合作分論壇於9月9日舉行,由中國禁毒基金會主辦,以“協同共治——破解合成毒品全球治理難題”為主題,圍繞合成毒品新威脅、新趨勢、新挑戰及治理對策建議、長效解決路徑展開深入交流,旨在延續2025年國際禁毒合作分論壇合作共識,鞏固和拓展實踐成果,進一步探討合成毒品問題治理路徑。
論壇舉行期間,參會人員還參觀了由公安部第一研究所主辦、主題為“科技賦能 合作共贏”的第三屆公共安全科技裝備展,了解我國現代化警用科技裝備建設豐碩成果。
全球公共安全合作論壇將以2026年大會為新的契機,深入踐行全球安全倡議和全球治理倡議,按照“合作促安全,安全保發展”永久主題,攜手各國力量,彙聚各方智慧,持續深化公共安全領域治理理念溝通、政策對接和項目落地,持續完善共商、共建、共享的全球公共安全合作架構,為推進全球公共安全治理向着更加公平、合理、高效的方向發展發揮重要作用。

The Judiciary Police attending the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang) and the Sub-Forums
On the afternoon of 9th September 2026, the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang) opened in Lianyungang City, Jiangsu Province. Hosted by the China Association for Friendship, the conference was themed “Uniting to Advance Public Security Governance, Injecting Stabilising Strength into a Turbulent World”. Over 2,100 delegates from 139 countries, regions, and international organisations were invited to attend. The conference organised and held eight sub-forums concurrently. Led by Director of the Judiciary Police SIT Chong Meng, Deputy Director LAI Man Vai, Deputy Director SOU Sio Keong, Head of Criminal Investigation Department CHAN Cho Man, Head of IT and Telecommunications Coordination Department CHAN Si Cheng, Director of Judiciary Police School SUEN Kam Fai, Head of Narcotics Division LEI Ka Wo, Acting Head of Terrorism Crimes Early Warning and Investigation Division Mario VAN and Senior Forensic Technical Officer of Cyber Security Division WONG Kin attended the conference as well as four of the sub-forums.
The Cybersecurity Sub-Forum was held on September 8th. Hosted by the Third Research Institute of the Ministry of Public Security, it was themed “Co-governance and Sharing: Exploring New Paths for Cyberspace Security Governance”. Focusing on cybersecurity law enforcement issues of mutual concern, it aimed to strengthen cybersecurity cooperation and jointly safeguard global cyberspace security. The sub-forum also released the “Blue Book on the Exploration and Practice of Generative Artificial Intelligence Security Risk Detection and Assessment” and the “Cybersecurity Evaluation Index System”.
The International Counter-Terrorism Cooperation Sub-Forum was held on September 8th. Hosted by the China People’s Police University, it was themed “Joining Hands to Eliminate the Root Causes of Instability, Rallying Global Efforts in the Fight Against Terrorism”. Set against the milestone of the 20th anniversary of the adoption of the “United Nations Global Counter-Terrorism Strategy”, in-depth discussions and exchanges on cutting-edge counter-terrorism issues were conducted, reaching broad consensus. The sub-forum released the “Global Counter-Terrorism Partnership Action Plan (2026)”, providing a practical pathway for deepening multilateral counter-terrorism collaboration and rallying global efforts in the fight against terrorism. Deputy Director LAI Man Vai spoke at the sub-forum, giving an overview of the Judiciary Police’s development of its counterterrorism legal system, institutional system, and mechanisms.
The International Police Education Cooperation Sub-Forum was held on September 8th. Hosted by the People’s Public Security University of China, its theme was “Consolidating the Foundation of Talent Cultivation, Enhancing Security Governance Effectiveness”. Delegates engaged in in-depth exchanges on the experience of running police academies and practical case studies on empowering education and training through smart policing, studied and analysed global public security risk topics, as well as discussing new pathways for international police education cooperation together. The sub-forum also released the “Annual Report on International Police Education”.
The International Anti-Drug Cooperation Sub-Forum was held on September 9th. Hosted by the China Narcotics Control Foundation, it was themed “Synergistic Co-governance - Tackling the Global Governance Challenge of Synthetic Drugs”. Participants engaged in in-depth exchanges surrounding new threats, new trends, and new challenges of synthetic drugs, as well as governance countermeasures and long-term solution paths. The event aimed to carry forward the cooperative consensus of the 2025 International Anti-Drug Cooperation Sub-Forum, consolidate and expand practical outcomes, and further explore governance pathways for synthetic drug issues.
During the forum, attendees also visited the 3rd Public Security Tech Expo hosted by the First Research Institute of the Ministry of Public Security, themed “Technology Empowers Win-Win Cooperation”, learning about the fruitful achievements in the construction of our country’s modern police technology and equipment.
Taking the 2026 Conference as a new opportunity, the Global Public Security Cooperation Forum will put the global security initiative and the global governance initiative fully into practice. In accordance with the permanent theme of “Cooperation Promotes Security, Security Safeguards Development”, it will join hands with forces from all countries and pool wisdom from all sides. It will continuously deepen communication on governance concepts, policy alignment, and project implementation in the field of public security, while continuously improving a global public security cooperation framework featuring joint consultation, joint development, and shared benefits, thereby playing an important role in advancing global public security governance towards greater fairness, reasonableness, and efficiency.
