司警局岑錦榮代局長出席電台節目 探討“三五”規劃及安全議題

2026年9月9日,本局岑錦榮代局長出席澳門電台時事節目《澳門講場》,與澳門特別行政區海關李煜輝副關長及治安警察局黃劍虹代副局長,就“三五”規劃、維護國家安全與社會穩定的專題與主持人和聽眾交流。

岑錦榮代局長首先介紹“三五”規劃中司警局的工作情況。他指出維護國家主權、安全、發展利益是“三五”規劃必遵的原則之首,在行政長官和保安司領導下,司警局將以總體國家安全觀為指導,堅持底線思維與極限思維,增強憂患意識與風險意識,構建高水平安全環境,以護航澳門特區高質量發展。

國安工作

岑錦榮代局長提到,“三五”規劃提出制定《全民國家安全教育總體規劃(2027-2032)》,推動大安全理念普及化,向全社會普及維護國家安全意識,重點加強青少年國家安全教育。未來特區政府將繼續舉辦全民國家安全教育系列活動,透過國安展、徵文及短視頻比賽、線上問答遊戲等形式提升全民國家安全意識;本局亦將積極配合“天天都是四一五”的號召,以多元形式加強常態化國安宣傳,推動國家安全教育深入民心。

他表示,國安委作為特區國安工作的頂層領導機構,為了全面防範和應對各領域的風險,必須進一步加強國安層面的跨部門協調,透過強化責任、明確分工,構建全方位國安屏障。相關法律已於今年3月生效實施,其中包括將國安委組成拓展至各施政範疇。此外,特區政府今年完成建設風險監測預警指標體系,未來本局將繼續遵從國安委的決策,配合國安委秘書處統籌,履行預防及打擊危害國家安全犯罪的職責。

他補充,司警局將從三大重點方向全面鞏固國安工作:健全完善國家安全制度機制,推進國安重點及配套立法,強化跨部門協調和深化國民教育,確保國安工作長效高效;強化執法能力,完善內部運作及人員培訓,防範外部干預並嚴厲打擊外部勢力活動,重點提升網絡、數據及人工智能安全等新興領域的能力,以增強反恐和反洗錢成效;推行“主動警務、預防警務、智慧警務”,將公共安全治理轉向事前預防,重點整治黑惡、毒品及詐騙等治安問題,打擊博彩相關違法犯罪,確保社會祥和穩定。

智慧警務

岑錦榮代局長表示司警局正積極推進“智慧警務”體系建設,持續引進新科技並運用各類技術手段優化工作流程,強化對安全態勢的預測、研判及應對能力;為落實“科技賦能警務工作”,局方正推進“警政信息管理平台”及“警政人工智能平台”等項目建設,並利用人工智能技術應對日益複雜和隱蔽的新型網絡犯罪,提升預警和打擊效能,同時構建新一代人工智能法證協作平台,從法證檢驗及電子證據中發掘案件重要信息。

維護網安

針對網絡安全工作,岑錦榮代局長表示《網絡安全法》自2010年出台後,經特區政府與關鍵基礎設施營運者共同努力,已建立較完善的網安治理體系。他指出,本澳每日偵測到的網絡攻擊苗頭和試探從2020年約1,600次大幅增至今年約6,100次,網絡安全事故則由2021年63宗減至2025年24宗,今年首8個月則有12宗。儘管網安形勢仍然嚴峻,但預警效能持續提升,有效防控網安風險。與此同時,網安中心持續優化設備,今年內將完成網絡安全態勢感知系統第四期升級工程。他進一步介紹未來五項重點工作:第一是完善關鍵基礎設施內部安全管理,透過網絡安全流動管理技術規範推動風險排查和隱患整改;第二是增強網絡安全風險感知預警能力;第三是健全完善法律法規,本局已啟動《網絡安全法》修法前期工作,並更新《網絡安全管理基準規範》、《網絡安全事故預警、應對及通報規範》,以適配人工智能及雲計算等新技術,預計2027年底完成;第四是促進網安體系高效運作,透過舉辦專業論壇及事故演練培養實戰型人才;第五是深化跨境網安合作,加強與內地及香港特區在人才培養、技術交流以及打擊跨境犯罪等方面的協作。

打擊不法匯兌

在打擊換錢黨方面,岑錦榮代局長透露本局今年上半年開立經營不法匯兌案件230宗,同比下降2.1%,已偵破250宗相關案件,拘捕322人,查扣現金及籌碼超過1,600萬澳門元。鑑於不法匯兌案件呈現隱蔽化趨勢,本局持續加強打擊力度,目前在娛樂場內部設有6個駐場隊伍進行24小時巡邏,並與休閒企業加強合作進行場內巡查,同時在娛樂場周邊地區積極開展防罪宣傳,上半年已接觸超過4,000人次,其中包括今年1月聯同“司警局大廈防罪之友”開展大型宣傳。

警校合作

在保障青少年安全方面,岑錦榮代局長表示本局自2008年創建“學校安全聯絡網”警校合作機制,並於2015年推廣至高等院校,旨在預防青少年犯罪或受到犯罪侵害,提升師生防罪意識和能力,目前已經有75間學校加入。機制構建了“事前主動預防、事中協同應對、事後跟進支援”的工作模式,由關注少年科與各校保持緊密聯繫,一旦發現涉及校園或學生安全的問題,會即時透過通報機制處理,並派員到學校了解及跟進,對有需要的學生進行輔導和勸誡。數據顯示,2026年1月至6月期間,關注少年科透過該機制協助校方處理青少年求助個案有103宗,其中9宗已立案處理,主要涉及網上侮辱、傷人、盜竊及性侵等案件。

Acting Director SAM Kam Weng of the Judiciary Police attended the current affairs programme “Macau Forum” of Rádio Macau on 9th September 2026, joined by Deputy Director-General LEI Iok Fai of the Macao Customs Service and Acting Deputy Commissioner WONG Kim Hong of the Public Security Police Force, to exchange with the hosts and audience on topics regarding the “3rd Five-Year” Plan, safeguarding national security and social stability.

Acting Director SAM Kam Weng first introduced the status of work of the Judiciary Police in the “3rd Five-Year” Plan, stating that safeguarding national sovereignty, security and developmental interests were paramount among the mandatory principles of the “3rd Five-Year” Plan. Under the leadership of the Chief Executive and Secretary for Security, the Judiciary Police, following the holistic approach to national security as a guidance, would insist on bottom-line thinking and worst-case scenario thinking to reinforce vigilance to threats and dangers and build a highly safe environment, as a convoy to Macao SAR’s high-quality development.

Work on national security

Acting Director SAM Kam Weng mentioned that the formulation of the “Holistic plan for national security education (2027-2032)” proposed in the “3rd Five-Year” Plan facilitated the popularisation of the bigger concept of security, promoting the awareness of safeguarding national security across all sectors of society, with a focus on the national security education for young people. In the future, the SAR Government would continue to organise National Security Education series activities, elevating the awareness of national security of the general public through the National Security Exhibition, essay and short video competitions, online quizzes, among others. The Judiciary Police would also work with the “Every day is 4.15” call to action, reinforcing normalised promotion on national security in a diversified manner to deeply root national security education into people’s hearts.

He stated that the Committee for Safeguarding National Security, as the top supervisory agency, must further strengthen cross-departmental coordination, through reinforced responsibility and distinct division of labour, on the level of national security to comprehensively prevent and cope with risks in various scopes and build an all-round shield for national security. A relevant law, enacted in March this year, included the expansion of the composition of the Committee for Safeguarding National Security to various fields of policy-making. The SAR Government has also completed the national security risk monitoring and early-warning system this year. In the future, the Judiciary Police would continue to follow the Committee’s decisions and work under the coordination of the Committee Secretariat to fulfill its duties in preventing and fighting crimes endangering national security.

He added that the Judiciary Police would comprehensively fortify work on national security in three major dimensions: perfecting the institutional mechanism for national security, promoting national security priorities and their supporting legislation, boosting cross-departmental coordination and deepening national education to ensure the high efficiency of work in national security in the long term; reinforcing law enforcement capabilities and refining internal operations and personnel training, preventing external interference and rigourously combatting activities of external forces, with a focus on enhancing the capabilities in emerging fields such as cybersecurity, data and artificial intelligence (A.I.) security, etc. to reinforce the effectiveness of counter-terrorism and anti-money laundering efforts; implementing “active policing, preventive policing, intelligent policing”, transitioning public security governance to prevention, focusing on the combat of safety issues such as organised crime, drugs and fraud, fighting gaming-related crimes to ensure harmony and stability of the society.

Intelligent policing

Acting Director SAM Kam Weng stated that the Judiciary Police was actively advancing the creation of an “intelligent policing” system, continuously introducing new technologies and adopting various technical measures to optimise workflows, strengthening its capabilities to predict, analyse and cope with security landscapes; to implement “technology-enabled policing work”, the Judiciary Police is advancing the creation of projects such as “policing messages management platform” and “policing A.I. platform”, using A.I. technology to address increasingly complex and inconspicuous novel cybercrimes and enhance the effectiveness of early warning and combat, while building a new generation of A.I. forensic cooperation platform, where critical case information could be extracted with forensic examination and electronic evidence.

Safeguarding cybersecurity

In regard to the work on cybersecurity, Acting Director SAM Kam Weng pointed out that since the enactment of “Cybersecurity Law” in 2010, the SAR Government and operators of critical infrastructures had joined forces to build a relatively refined cybersecurity governing institution. He stated that the early signs and probing of cyberattacks detected in Macao every day had significantly grown from about 1,600 times in 2020 to about 6,100 times this year, while cybersecurity incidents declined from 63 cases in 2021 to 24 in 2025, with 12 cases in the first eight months of this year. Despite the direness of the cybersecurity landscape, the continued enhancement of early warning capability had effectively prevented and controlled cybersecurity risks. Meanwhile, the Cybersecurity Centre had been continuously improving its equipment, with completion of the phase four upgrade for the cybersecurity situation awareness system within this year. He further introduced five core work areas in the future: 1. Perfecting the internal safety management in critical infrastructures, promoting the screening and rectification of potential hazards by the regulations on cybersecurity mobile management technology; 2. Reinforcing the capability of awareness and early warning of cybersecurity risks; 3. Perfecting laws and regulations: the Judiciary Police has initiated the preliminary work for the amendment to “Cybersecurity Law”, updated “cybersecurity management standards” and “early warning, response and notification standards for cybersecurity incidents” to adapt to new technologies of A.I., cloud computing, etc., expected to be completed at the end of 2027; 4. Facilitating the highly effective operation of cybersecurity institutions by holding professional forums and incident drills to train on-the-field talents; 5. Deepening cross-border cooperation in cybersecurity, reinforcing collaboration with mainland China and Hong Kong SAR in talent cultivation, technological exchange, combat of cross-border crimes, etc.

Combat of illegal currency exchange

In regard to the fight against money exchange gangs, Acting Director SAM Kam Weng revealed that the Judiciary Police had launched 230 cases of operating illegal currency exchange in the first half of this year, a decline of 2.1% compared to last year, cracking 250 related cases, arresting 322 individuals and seizing over MOP 16 million in cash and chips. Owing to the increasingly covert nature of such cases, the Judiciary Police continued to strengthen its force of combat, having set up six on-site teams for patrolling around the clock at casinos, while bolstering cooperation with leisure enterprises in on-site patrols and actively launching crime prevention promotion campaigns in the peripheries of casinos, having reached out to 4,000 person-times in the first half of the year, including the large-scale campaign jointly launched with the “Judiciary Police Friends of Crime Prevention in Residential Buildings” in January this year.

Police-school cooperation

In regard to ensuring juveniles’ safety, Acting Director SAM Kam Weng stated that the Judiciary Police had established the police-school cooperation mechanism “Communication network for school safety” in 2008, expanding the network to tertiary institutions in 2015. To date, 75 schools have joined the mechanism that aims to prevent juvenile delinquency or crime victimisation and elevate teachers’ and students’ awareness and capability in crime prevention. The mechanism runs on a “proactive prevention ex-ante, coordinated response in media res and follow-up support post hoc” work mode, in which the Youth Concern Section maintains close communication with schools. Should security issues concerning the school campus or students arise, they will be handled immediately through the notification mechanism, with officers deployed to the school for investigation and follow-up, counselling and admonishing students in need. Data show that between January and June 2026, the Youth Concern Section has assisted schools through the mechanism in handling 103 cases of juveniles seeking help, nine of which have been launched, mainly involving online insult, physical assault, theft and sexual assault cases.
