“反罪惡專項行動——打擊非法兌換”行動總結

近年,隨着訪澳旅客持續增長,活躍於本澳娛樂場及娛樂場周邊範圍的“換錢黨”人數逐漸增多。為整治本澳的治安環境,警察總局領導治安警察局及司法警察局,於2026年5月12日至24日,展開為期13天的“反罪惡專項行動——打擊非法兌換”,重點針對澳門娛樂場及其周邊涉及不法匯兌的場所,加強打擊從事“換錢黨”的違法活動。

整個行動,各警務部門按職能分工,持續加強對休企酒店、娛樂場以及其周邊重點區域的執法巡查與打擊力度。針對上述目標,治安警察局及司法警察局合共開展59次巡查或打擊行動,累計巡查場所47場次,其間共動用警力347人次,共截查528人次,須被帶返警局作進一步調查有121人。當中涉嫌觸犯刑事罪行而被移交司法機關共40人,涉及刑事案件36宗,包括:32宗經營為賭博的不法匯兌、1宗詐騙、2宗偽造、使用或佔有偽造文件、1宗加重傷害身體完整性、毀損、抗拒及脅迫。行動中亦發現19名非本地居民,涉嫌非法逗留4人、賣淫12人、懷疑從事其他非法活動3人;整個行動當中,因涉刑事案件或不法活動而被遣離共52人。

總結“反罪惡專項行動——打擊非法兌換”,在警察總局領導下,治安警察局與司法警察局緊密配合,各項警務工作有序推進並順利完成,通過高頻次、針對性的執法行動,有效淨化本澳治安環境,行動達至預期成效。警察總局將持續密切監察本澳治安態勢,結合實際風險變化適時調整執法策略及提前部署,竭力遏止“換錢黨”衍生的各類治安隱患,全面維護澳門社會的安全、和諧及穩定。

Operation summary: Anti-crime special operation - combatting illegal currency exchanges

In recent years, with the continuous growth of tourists visiting Macao, the number of “money exchange gangs” active in Macao casinos and their surrounding areas has gradually increased. To enhance Macao’s public security environment, the Unitary Police Service led the Public Security Police Force and the Judiciary Police to launch a 13-day “anti-crime special operation - combatting illegal currency exchanges” from 12th to 24th May 2026, targeting Macao casinos and their surrounding establishments involved in illegal currency exchanges, as well as intensifying combatting efforts against unlawful activities of “money exchange gangs”.

Throughout the operation, various police departments, organised by functions, continuously strengthened enforcement patrols and crackdowns in resort hotels, casinos, and key surrounding areas. Focusing on the above targets, the Public Security Police Force and the Judiciary Police conducted a total of 59 patrols or crackdown operations, and conducted 47 sessions of inspections cumulatively. During the course, a total of 347 person-times of police personnel were mobilised, 528 person-times of individuals were intercepted, and 121 individuals were brought back to the police station for further investigation. Among them, a total of 40 individuals were transferred to the judicial authorities on suspicion of committing criminal offences, involving 36 criminal cases, including 32 cases of operating illegal currency exchange for gambling, 1 case of fraud, 2 cases of forgery, and using or possessing forged documents, as well as 1 case of aggravated harm to bodily integrity, damage, resistance, and coercion. The operation also detected 19 non-local residents, including 4 individuals suspected of illegal stay, 12 individuals suspected of engaging in prostitution, and 3 individuals suspected of engaging in other illegal activities. Throughout the operation, a total of 52 individuals were deported due to involvement in criminal cases or illegal activities.

To summarise the “anti-crime special operation - combatting illegal currency exchanges”, under the leadership of the Unitary Police Service, the Public Security Police Force and the Judiciary Police worked in close cooperation, ensuring that all policing operations were systematically advanced and successfully concluded. Through high-frequency, targeted enforcement actions, Macao’s public security environment was effectively enhanced, and the operation achieved its anticipated outcomes. The Unitary Police Service will continue to closely monitor Macao’s public security situation, taking into account actual risk changes to adjust law enforcement strategies in a timely manner and conduct pre-deployments, striving to suppress various security threats arising from “money exchange gangs”, while comprehensively safeguarding the safety, harmony, and stability of Macao society.
