“水晶魚2026”民防颱風演習—強化聯動機制 提升防災韌性
為進一步落實現代民防模式,提升本澳應對颱風的應急處理能力,民防架構於2026年4月25日舉行代號“水晶魚2026”民防颱風演習。演習由保安司司長陳子勁主持,警察總局局長梁文昌、澳門海關關長何浩瀚聯同各民防架構、學校、社團機構以及市民共同參與,目的是透過恆常的民防颱風演習,持續檢視“民防總計劃”及各項專項應變計劃的實施效果及可操作性,同時強化民防架構成員間的溝通、協調及聯動能力,並藉着社會的共同參與,切實提升本澳整體防災減災能力。是次演習亦邀請了中國人民解放軍駐澳門部隊劉歡副參謀長出席,評估本澳防災救災各項工作環節成效並提供意見。
是次演習模擬本澳受超強颱風“水晶魚2026”正面吹襲,地球物理氣象局一度發出十號風球及黑色風暴潮警告信號,預料低窪地區將出現嚴重水浸,需執行《颱風期間風暴潮低窪地區疏散撤離專項應變計劃》,由澳門海關、治安警察局、司法警察局、消防局以及澳門保安部隊高等學校組成的撤離隊伍,聯同市民共同開展撤離演練,讓低窪地區居民熟悉疏散撤離的方式和路線。
演習歷時4小時15分,共模擬了40項颱風期間可能發生的意外事故,當中包括:通訊系統故障、危險品車輛交通事故、火警、危機談判、山泥傾瀉、清除大型障礙物等,是次演習亦新增新城A區作為演練場地,藉多方位協作檢視各部門的應急預案、信息發佈和跨部門聯動合作機制的執行成效,強化本澳應急處理的協同能力。演習還模擬透過社區民防聯絡機制聯動社團及專業機構協助清障,以及組織民防志願者參與社會復原工作,有效提升社會應對災害的綜合響應效能。
保安司司長陳子勁於總結時表示,演習過程整體流暢,感謝各民防架構成員積極投入及認真準備,期望透過演習持續檢視各項預案。陳司長指出,按照國家“十五五”規劃與澳門特區“三五”規劃部署,應急管理與公共安全治理是政府高度重視的核心工作,須推動公共安全治理模式向“事前預防”轉型,本次演習正是立足事前防範、前置風險防控的針對性實踐。澳門民防架構由多部門組成,覆蓋民防各領域,同時聯動民間組織、社會團體及市民的多元協作,凝聚政府與民間共治合力,共同守護澳門社會公共安全,並叮囑各部門須時刻居安思危,常態化持續改進,築牢民防安全屏障。
陳司長特別感謝駐澳部隊長期以來對民防工作的堅定支持,亦感謝各社團機構、專業團體和市民的踴躍參與,警力有限,民力無窮,體現出社會面對自然災害時的高度凝聚力。最後,陳司長對全體前線同事的全力投入表示感謝,充分展現對應急預案內容的掌握及團隊合作精神,令演習順利完成並取得良好成效。

“Crystal Fish 2026” civil protection typhoon drill – Reinforcing joint-action mechanism and strengthening resilience against disasters
To further implement the modern civil protection model and enhance Macao’s emergency response capabilities to typhoons, the civil protection structure organised the civil protection typhoon drill codenamed “Crystal Fish 2026” on 25th April 2026. The drill was hosted by Secretary for Security CHAN Tsz King, with the participation of Commissioner General of Unitary Police Service LEONG Man Cheong and Director General of Macao Customs Service Adriano Marques HO, joined by various departments of the civil protection structure, schools, community organisations and members of the public. The objective was to continuously examine the execution outcomes and operability of the “Civil Protection Master Plan” and various specialised contingency plans through routine civil protection drills against typhoons, strengthen the communications, coordination and interoperability among members of the civil protection structure, while enhancing Macao’s overall capabilities to prevent and mitigate disasters with the joint participation of the society. Deputy Chief of Staff of People’s Liberation Army Macao Garrison LIU Huan was also invited to attend the drill to assess and advise on the effectiveness of disaster prevention and relief efforts of Macao.
The drill simulated Macao being directly hit by Super Typhoon “Crystal Fish 2026”, with a Typhoon Signal No. 10 hoisted and a Black Storm Surge Warning issued at one point by Meteorological and Geophysical Bureau. Severe flooding was expected in low-lying areas, necessitating the implementation of the “Storm Surge Evacuation Plan in Low-lying Areas during Typhoons”. The evacuation team, comprising Macao Customs Service, the Public Security Police Force, the Judiciary Police, Fire Services Bureau and Macao Academy of Public Security Forces, conducted the evacuation drill with the public to familiarise residents in low-lying areas with evacuation methods and routes.
The drill, having lasted for 4 hours and 15 minutes, simulated a total of 40 possible accidents during a typhoon, including the malfunction of communication systems, traffic accidents involving dangerous goods vehicles, fires, crisis negotiation, landslides, clearing of large obstacles, etc. New Urban Zone A was also used as a drill venue this time, reinforcing Macao’s emergency coordination capabilities by multi-facetedly and collaboratively examining the executive effectiveness of emergency response plans and information release of various departments and cross-departmental joint-action cooperation mechanism. The drill also simulated calling upon community organisations and professional agencies through the community civil protection liaison mechanism for assisting in clearing obstacles, as well as organising civil protection volunteers to provide post-disaster recovery work to effectively enhance the overall efficacy of society in responding to disasters.
During his concluding remarks, Security for Security CHAN Tsz King stated that the drill went smoothly overall. He thanked the members of the civil protection structure for their active engagement and extensive preparations and expected to continuously examine various plans through the drill. Secretary CHAN indicated that in the “15th Five-Year Plan” of the country and the “3rd Five-Year Plan” of Macao, emergency management and public security governance were the core work highly regarded by the government, necessitating the transformation of the public security governance model towards “pre-incident prevention”. This drill was exactly a targeted practice of prevention and proactive risk control. Macao’s civil protection structure, formed by numerous departments, covers various fields in civil protection and collaborates with civic and community organisations and residents in multi-facets to consolidate the joint efforts of the government and the public in safeguarding public safety in Macao. All departments are urged to always be prepared for potential crises, continuously improve their practices and build a solid safety barrier for civil defence.
Secretary CHAN especially acknowledged the Macao Garrison for its continuous and steadfast support in civil protection efforts, and community organisations, professional bodies and residents for their active participation, which demonstrated a high level of cohesion across all sectors of society in the face of natural disasters and a state of boundless power of the people, despite limited police resources. At the end, Secretary CHAN thanked all frontline colleagues for their all-out dedication, which adequately manifested their mastery in the contents of the emergency response plans and team spirit that led to the successful and effective completion of the drill.
Aiming to perfect civil protection emergency response plans, the “Crystal Fish 2026” civil protection drill continuously strengthened the notification mechanism and collaborative workflow among departments to enhance the overall anti-disaster resilience of the society. The civil protection structure expressed its gratitude to participating units and residents for their support and cooperation in an effort to build a defence line to prevent and mitigate disasters in Macao. In addition to members of the civil protection structure, the drill also included 47 community organisations and non-tertiary schools across Macao, with a total of 2,382 participants (including 26 civil protection volunteers and 354 residents) and 4,060 evacuated households.
