2026年度民防架構會議

“2026年度民防架構會議”於2026年3月31日上午在民防行動中心舉行，會議由保安司司長陳子勁主持，警察總局局長梁文昌、澳門海關關長何浩瀚，聯同28個民防架構代表出席，共同商討本年度的民防工作部署，為應對各類突發公共事件作準備。

會上，陳子勁司長表示，根據地球物理氣象局的預測，今年預計有5至8個熱帶氣旋影響本澳，且不排除出現強颱風或以上級別熱帶氣旋；而今年的4至9月，亦可能出現極端強降雨情況。面對極端天氣的威脅，民防架構成員須秉持底線思維，未雨綢繆，在風季來臨之前，務必做好各項準備工作。此外，2025年以來，全球多地重大自然災害頻發，以及香港發生嚴重火災事故，均為本澳的防災應急工作帶來深刻警示。澳門人口和建築樓宇密集，一旦發生災難後果不堪設想，因此民防架構成員必須時刻具備居安思危的心態和開放式思維，圍繞關鍵風險領域，全面排查風險隱患，制訂專項應變計劃，並持續檢視及優化現有計劃及預案，確保各項預案更加貼近實戰，切實提升本澳整體防災減災能力。

民防架構將於4月25日舉行“水晶魚2026”民防颱風演習，是次演習總結去年應對超強颱風的實戰經驗，針對薄弱環節設置極端情景，增強處置實效。同時，演習亦繼續邀請“社區民防聯絡機制”社團、專業機構、民防志願者，以及市民共同參與，進一步強化全民防災意識，提升民防架構成員之間的溝通、協調及聯動能力。

會議期間，地球物理氣象局發表了“2026年熱帶氣旋及降雨預測”；此外，消防局、市政署及交通事務局亦分別就“重大火災應急專項應變計劃”、“市政署民防職能轉移-道路渠務和機電設備”，以及“澳門大橋封橋流程及西灣大橋封橋流程”等內容作介紹；最後，由警察總局代表就“水晶魚2026”颱風演習及相關工作安排進行匯報。

會議結束後，民防架構成員共同參觀民防裝備，藉以了解各部門的應急救援設備的配置與現況。

Civil Protection Structure Meeting 2026

The “Civil Protection Structure Meeting 2026” was held at the Civil Protection Operations Centre on the morning of 31st March 2026. The meeting was chaired by Secretary for Security CHAN Tsz King, and attended by Commissioner General of the Unitary Police Service LEONG Man Cheong, Director General of the Macao Customs Service Adriano Marques HO, and 28 representatives from the civil protection structure to jointly discuss the deployment of civil protection work for the current year and to prepare for various types of public emergencies.

At the meeting, Secretary for Security CHAN Tsz King stated that according to the forecast of Meteorological and Geophysics Bureau, 5 to 8 tropical cyclones are expected to affect Macao this year, with the possibility of strong typhoons or tropical cyclones of higher levels. From April to September this year, extreme heavy rainfall may also occur. Faced with the threat of extreme weather, members of the civil protection structure must maintain a bottom-line mentality, plan ahead, and ensure all preparation works are completed before the typhoon season arrives. Furthermore, since 2025, the frequent occurrence of major natural disasters in many parts of the world, as well as the serious fire incident that happened in Hong Kong, have brought profound warnings for Macau's disaster prevention and emergency response work. Macao has a dense population and a high concentration of buildings. Once there is a disaster, the consequences would be unimaginable. Therefore, members of the civil protection structure must always maintain a sense of vigilance and an open-minded mentality, comprehensively investigate potential risks in key risk areas, formulate specific contingency plans, and continuously review and optimise existing plans and contingency arrangements to ensure that all plans are more closely aligned with real-world practice, so as to effectively enhance Macao's overall disaster prevention and mitigation capabilities.

The civil protection structure will hold the “Crystal Fish 2026” civil protection typhoon exercise on April 25th. This exercise summarises the practical experience gained in responding to super typhoons last year, sets up extreme scenarios to address vulnerable areas to enhance response effectiveness. Meanwhile, the exercise will also continue to invite associations of the “community civil protection communication mechanism”, professional institutions, civil protection volunteers, and members of the public to participate, further strengthening the public awareness of disaster prevention and improving communication, coordination, and collaboration capabilities among the members of the civil protection structure.

During the meeting, the Meteorological and Geophysics Bureau released the “Tropical Cyclone and Rainfall Forecast 2026”; while the Fire Services Bureau, the Municipal Affairs Bureau, and the Transport Bureau also introduced the “Special Contingency Plan for Major Fire Incidents”, “Transfer of Civil Protection Functions of the Municipal Affairs Bureau - Road Drainage and Mechanical and Electrical Equipment”, and “Procedures for Closure of Macao Bridge and Procedures for Closure of Sai Van Bridge” respectively; finally, the representative of the Unitary Police Service gave a report on the “Crystal Fish 2026” typhoon exercise and related work arrangements.

After the meeting, members of the civil protection structure visited the civil protection equipment together to learn about the configuration and current status of emergency rescue equipment in various departments.
