澳門民防架構開展桌上演習 為“水晶魚2026”築牢基礎
為有效應對本年度颱風季節,澳門特區政府未雨綢繆,扎實推進各項防災減災部署,並計劃於4月中下旬舉行“水晶魚2026”民防颱風演習。為確保演習順利進行,2026年3月13日上午,各民防架構成員在民防行動中心開展桌上演習,全面檢視應急處置流程,凝聚部門協作共識。
是次桌上演習由保安司司長陳子勁主持,警察總局局長梁文昌及28個民防架構成員單位代表共同參與。演習模擬澳門遭受超強颱風“水晶魚2026”正面吹襲,疊加暴雨及天文大潮影響,導致低窪地區出現嚴重水浸,特區政府發出黑色風暴潮預警,執行《颱風期間風暴潮低窪地區疏散撤離專項應變計劃》,並同步演練多項颱風期間的突發事件,全面檢驗各單位應急響應、協同處置能力。
保安司司長陳子勁在總結時表示,透過桌上演習模擬多項災害事故情景,進一步釐清了在應對突發公共事件,尤其是應對颱風等自然災害時,各成員單位的具體分工與責任,有效梳理應急預案的各個環節,並得以檢視工作流程的合理性與可行性。他強調,民防架構各成員單位要認真汲取演習經驗,並把有關經驗轉化為日後優化工作的動力,為即將舉行的“水晶魚2026”民防颱風演習做好充分準備。
按規劃,4月中下旬舉行的“水晶魚2026”民防颱風演習,將重點測試民防架構各成員單位間的應急處置和協同作戰能力。另外,亦將一如既往邀請市民群眾、民防志願者參與其中,並通過“社區民防聯絡機制”,聯合多個民間團體及專業機構共同演練,凝聚社會各界力量,攜手提升澳門特區防災應急整體效能,築牢防災減災安全防線。

Macao’s civil protection structure launching tabletop exercise to lay a solid foundation for “Crystal Fish 2026”
To effectively respond to this year’s typhoon season, the Macao SAR government is taking precautionary measures, steadily advancing various disaster prevention and mitigation deployments, as well as planning to hold the civil protection typhoon exercise “Crystal Fish 2026” in mid-to-late April. To ensure the smooth conduct of the exercise, on the morning of 13th March 2026, various members of the civil protection structure carried out a tabletop exercise at the Civil Protection Operations Centre, comprehensively reviewing emergency response procedures, and uniting departments to build collaborative consensus.
This tabletop exercise was chaired by Secretary for Security CHAN Tsz King, with Commissioner General of the Unitary Police Service LEONG Man Cheong and representatives from 28 civil protection structure member units jointly participating. The exercise simulated Macao being directly hit by super typhoon “Crystal Fish 2026”, compounded by heavy rain and astronomical high tides, resulting in severe flooding in low-lying areas. Within this scenario, the SAR government issued a black storm surge warning, and executed the “storm surge evacuation plan in low-lying areas during typhoon”. In addition, drills for a range of emergencies that might arise during a typhoon were simultaneously carried out, comprehensively examining emergency response and collaborative handling capabilities of all units.
In his concluding remarks, Secretary for Security CHAN Tsz King stated that, by simulating multiple disaster scenarios through the tabletop exercise, the specific division of labour and responsibilities of each member unit in responding to public emergencies, particularly natural disasters such as typhoons, was further clarified. This effectively streamlined all aspects of the contingency plan and allowed for a review of the rationality and feasibility of the work processes. He emphasised that, all member units of the civil protection structure should earnestly draw lessons from the exercise and transform relevant experience into motivation for future optimisation efforts, thereby getting fully prepared for the upcoming “Crystal Fish 2026” civil protection typhoon exercise.
According to the plan, the civil protection typhoon exercise “Crystal Fish 2026”, which will be held in mid-to-late April, will focus on testing the emergency response and collaborative operational capabilities among all member units of the civil protection structure. Moreover, as always, citizens and civil protection volunteers will be invited to take part. Through the “civil protection community liaison mechanism”, multiple civic groups and professional organisations will come together for joint exercises. This consolidates the strength of all sectors of society, enabling them to work together to enhance the overall effectiveness of disaster prevention and emergency response capabilities of the Macao SAR, while fortifying the safety barrier for disaster prevention and mitigation.
