“冬防行動2026”打擊成效總結

新春佳節是中華民族最重要之傳統節日，為有效防範各類治安風險，確保節日期間社會大局安全穩定，在保安司司長指示下，警察總局領導治安警察局、司法警察局，並聯同澳門海關，於2026年1月26日至2月26日期間，全面開展為期一個月的“冬防行動2026”。行動採取“宣教先行，打控並舉”的方針，透過“警、民、管”三方面的通力合作，切實預防及遏止各類違法犯罪活動，有效淨化社會治安環境，踐行了“嚴抓冬防不鬆懈，守護新春萬家安”的目標。

行動方面，合共開展713次警務行動，動用警力8,733人次，合共出動巡邏船艇累計42船次。整個行動共調查45,827名人士。當中，共1,046人被帶返警局作進一步調查。其中，涉及刑事案件共365宗，主要涉及詐騙、經營為賭博的不法匯兌、盜竊、傷人、清洗黑錢、為賭博的不法借貸及毒品犯罪等案件，被送交司法機關共437人，當中284人被採取強制措施或被即時判處刑罰，其中15人被採取羈押措施。此外，行動中亦截獲13人屬於司法機關拘留令及攔截令的對象，其中6人被即時送往監獄服刑。被遣離人數方面，共586名非本地居民須移交治安警察局出入境管制廳執行遣離程序。

同時，澳門海關亦於行動期間加強打擊偷渡、走私、跨境犯罪及跨境非法販運等活動，查獲因違反法例而被行政起訴共361人次。行動中檢獲走私物品包括：鮮活食品、禽蛋、保健產品、參茸海味、酒精類飲料、煙草產品、電子煙產品、藥物、美妝產品、電子產品、玩具及遊戲機、貴金屬、瀕危植物等物品。

總體而言，“冬防行動2026”期間，本澳整體治安狀況保持平穩，公眾秩序良好，充分體現了行動的風險防控與罪案打擊成效。警方將始終貫徹“以民為本、守護平安”的執法理念，嚴密防控，精準部署，高效打擊各類違法犯罪活動，全面維護澳門社會的安全、和諧及穩定。

Conclusion on the combat efficacy of “Winter Precaution Operation 2026”

The Spring Festival is the most important traditional festival for the Chinese nation. In a bid to effectively prevent various public security risks and ensure overall social stability during the festival holidays, under the instructions of the Secretary for Security, the Unitary Police Service commanded the Public Security Police Force and the Judiciary Police to comprehensively launch a month-long “Winter Precaution Operation 2026” along with the Macao Customs Service from 26th January to 26th February 2026. The operation adopted the approach of “prioritising publicity and education, alongside combat and enforcement measures”, emphasising the full cooperation among “the police, the public and the regulatory authorities” to practically prevent and curb various types of illegal and criminal activities, thereby effectively enhancing the public security environment, as well as fulfilling the goal of “strictly enforcing winter precaution measures without laxity, safeguarding the peace of every household during the Spring Festival.”

During the operation, a total of 731 police operations were launched, with 8,733 person-times of police personnel mobilised and a total of 42 rounds of patrol vessels dispatched accumulatively. A total of 45,827 individuals were investigated in the entire operation, of whom 1,046 persons were brought back to the police stations for further investigation. Among them, 365 criminal cases were involved, mainly concerning cases of fraud, operating illegal currency exchange for gambling, theft, assault, money laundering, illicit money lending for gambling and narcotics crimes, etc. A total of 437 individuals were transferred to the judicial authorities, of whom 284 were subjected to mandatory measures or immediate sentencing of penalties. Of these, 15 persons were subjected to custodial measures. In addition, 13 persons intercepted in the operation were the subjects of detention orders and interception orders issued by the judicial authorities, among whom 6 were sent to the prison immediately to serve their sentences. Regarding the number of deportees, a total of 586 non-local residents had to be handed over to the Border Control Department of the Public Security Police Force for deportation procedures.

Meanwhile, the Macao Customs Service also stepped up its efforts to combat activities including illegal immigration, parallel trading, cross-border crimes and cross-border illegal smuggling during the operation. A total of 361 person-times of individuals were seized and subjected to administrative prosecution for violating the law. Smuggled items seized during the operation included fresh food, poultry eggs, health products, ginseng and dried seafood, alcoholic beverages, tobacco products, e-cigarette products, pharmaceuticals, cosmetics, electronic products, toys and game consoles, precious metals, and endangered plants, etc.

To conclude, during “Winter Precaution Operation 2026”, the overall public security situation in Macao has remained stable, with good public order, fully demonstrating the effectiveness of the operation in risk prevention and control, as well as crime crackdown. The police will consistently uphold the law enforcement philosophy of “putting people first, safeguarding peace and security”, implement rigorous prevention and control measures, execute precise deployments, and effectively combat various types of illegal and criminal activities, in order to holistically maintain the safety, harmony and stability of Macao society.

Balanço da Operação Preventiva de Inverno 2026

Com o intuito de garantir um ambiente seguro e tranquilo na quadra do Ano Novo Chinês, sob a liderança do Secretário para a Segurança, os Serviços de Polícia Unitários (SPU) coordenaram o Corpo de Polícia de Segurança Pública (CPSP) e a Polícia Judiciária (PJ), tendo contado com a colaboração dos Serviços de Alfândega (SA), na realização da “Operação Preventiva de Inverno 2026”. A referida operação decorreu entre 26 de Janeiro e 26 de Fevereiro, tendo sido composta por “campanhas de sensibilização e operações de combate ao crime” e promovida segundo uma estratégia baseada na cooperação entre “polícia, cidadãos e empresas de administração de propriedades”, com vista a prevenir e combater a criminalidade e salvaguardar a segurança pública durante a quadra festiva.

No decurso desta operação, as autoridades mobilizaram no total 8733 agentes policiais e 42 embarcações de patrulha na realização de 713 operações policiais, tendo identificado 45827 indivíduos, de entre os quais 1046 foram conduzidos à Polícia para efeitos de averiguações por envolvimento em 365 casos, nomeadamente relacionados com drogas, burla, furto, empréstimo ilícito para jogo, exploração de câmbio ilícito para jogo, ofensa à integridade física, branqueamento de capitais, entre outros. De entre os detidos, 437 indivíduos foram encaminhados aos órgãos judiciários, tendo 284 sido sujeitos as medidas de coacção ou condenação, enquanto 15 foram presos preventivamente. Além disso, 13 indivíduos foram interceptados em cumprimento de mandados de captura e detenção emitidos pelos órgãos judiciários, entre os quais 6 foram enviados para o estabelecimento prisional para cumprimento imediato de pena. Na mesma operação, um total de 586 indivíduos não residentes foram encaminhados ao Departamento de Controlo Fronteiriço do CPSP para o devido processo de repatriamento.

Durante a operação, os SA desencadearam acções de combate ao contrabando, imigração ilegal e a criminalidade transfronteiriça. Em relação às actividades relacionadas com o comércio paralelo, 361 indivíduos foram acusados administrativamente. No decurso das referidas acções foram apreendidos tabaco, cigarros electrónicos, bebidas alcoólicas, produtos cosméticos, géneros alimentícios frescos e vivos, ovos de aves, marisco seco, suplementos alimentares, medicamentos, produtos electrónicos, brinquedos e consolas de videojogos, metais preciosos, plantas em vias de extinção, entre outros.

Fazendo um balanço, durante a “Operação Preventiva do Inverno 2026”, a situação geral de segurança de Macau manteve-se estável e a ordem pública foi boa, o que demonstra a eficácia da prevenção e controlo de riscos e do combate à criminalidade. A Polícia prosseguirá sempre o conceito de execução da lei de “servir melhor o cidadão e zelar pela segurança”, prevenindo e controlando rigorosamente a situação, implementando disposições precisas e combatendo eficazmente todos os tipos de actividades ilegais e criminosas, salvaguardando, de forma abrangente, a segurança, a harmonia e a estabilidade da sociedade de Macau.
