民防架構就2026年民防工作進行首次工作會議 持續強化應急協同能力
為進一步完善本澳民防工作，提升應對突發公共事件的整體效能，民防架構於2026年2月6日上午在民防行動中心召開2026年首次工作會議。會議由保安司司長、聯合行動指揮官陳子勁主持，警察總局、澳門海關以及29個民防架構部門代表出席，共同總結2025年民防工作成效，並就新一年的預防和部署工作進行探討。
會議上，陳子勁司長感謝全體民防架構成員過去一年在民防協作工作上的辛勤付出，並指出2025年是澳門面對極端天氣嚴峻考驗的一年，影響本澳的熱帶氣旋共14個，為1968年有記錄以來最多。民防架構共啟動4次應對行動，其中在超強颱風“樺加沙”襲澳並發出最高級別的“紅色風暴潮”警告期間，特區政府全面啟動應急機制，嚴格執行“事前預防、事中應對、事後復原”措施，有效保障市民和旅客生命財產安全，充分體現了各成員堅持底線思維的危機意識，以及高效協作的團隊精神。
陳子勁司長指出，過去一年，透過持續深化粵港澳大灣區應急協作、推動跨境救援服務落地、廣泛開展社區防災宣傳以及舉行大型民防演習，使本澳防災減災的綜合協同能力與公眾應急意識均得到顯著提升，為保障市民生命財產安全與社會穩定打下更堅實的基礎。
他又指出，在總體國家安全觀的指導下，民防應急工作的關鍵是要面向將來。各架構部門應時刻保持高度警惕，恪守“居安思危、未雨綢繆”的原則，持續優化特區公共安全體系的戰略部署，強化區域應急協作機制，提升突發事件聯動處置能力；並切實履行自身職能，緊守常態監督，強化宣傳教育，共同築牢公共安全防線。
會議期間，民防架構代表亦就各自範疇2026年的工作規劃、“水晶魚2026”演習籌備、專項預案修訂及社區宣傳策略等議題進行匯報及討論，為有效落實新一年民防工作做好準備。
2026年是國家“十五五”規劃開局之年，規劃建議明確提出“完善公共安全體系，推動公共安全治理模式向事前預防轉型”的戰略要求。民防架構成員將持續推進各類型突發公共安全事件的專項應急預案，提升部門間的聯動能力，全力保障居民安居樂業，維護社會祥和穩定。

Civil protection structure held first working meeting on 2026 civil protection work, continuously enhancing emergency coordination capabilities
To further improve Macao’s civil protection work and enhance overall effectiveness in responding to public emergencies, the civil protection structure convened its first working meeting of 2026 at the Civil Protection Operations Centre on the morning of 6th February 2026. The meeting was chaired by Secretary for Security and Joint Operations Commander CHAN Tsz King, with representatives from the Unitary Police Service, Macao Customs Service and 29 civil protection departments in attendance. Together, they summarised the achievements of civil protection work in 2025 and discussed prevention and deployment tasks for the new year.
At the meeting, Secretary CHAN Tsz King expressed his gratitude to all members of the civil protection structure for their hard work and dedication to civil protection collaboration over the past year. He also pointed out that 2025 was a year in which Macao faced severe tests from extreme weather, with a total of 14 tropical cyclones affecting Macao, the highest number recorded since 1968. The civil protection structure mobilised a total of 4 response operations. Among them, during the period when the Super Typhoon Ragasa struck Macao and the highest-level “Red Storm Surge” warning in place, the Macao government fully activated its emergency mechanism. It rigorously implemented the measures of “advance prevention, timely response, and subsequent recovery”, effectively safeguarding the lives and property of citizens and travellers. This fully demonstrated the crisis awareness of all members in adhering to bottom-line thinking, as well as their spirit of efficient teamwork and collaboration.
Secretary CHAN Tsz King indicated that over the past year, through the continuous deepening of Guangdong-Hong Kong-Macao Greater Bay Area emergency collaboration, the rollout of cross-border rescue services, the extensive community disaster prevention publicity, and the organisation of large scale civil protection exercises, Macao’s comprehensive disaster prevention and mitigation capabilities, alongside public emergency preparedness, had been significantly enhanced. These efforts had laid a stronger foundation for safeguarding citizens’ lives and property and for maintaining social stability.
He further pointed out that, under the guidance of holistic approach to national security, the key to civil protection emergency work was to remain forward looking. All departments under the structure should maintain high vigilance at all times, adhering to the principle of “remaining alert in times of peace and preparing well in advance”. They should continue to optimise the strategic deployment of the Special Administrative Region’s public security system, strengthen regional emergency coordination mechanisms and enhance joint response capabilities to unexpected incidents. Furthermore, they should diligently fulfill their respective functions, maintain routine supervision, strengthen publicity and education, and work together to build a strong line of defence for public security.
During the meeting, representatives of the civil protection structure also presented and discussed topics including their respective work plans for 2026, preparations for the “Crystal Fish 2026” exercise, revisions to specialised contingency plans, and community outreach strategies, thus preparing to effectively implement civil protection work for the new year.
The year 2026 marked the launch of the 15th Five-Year Plan. The planning recommendations clearly set out the strategic requirement to “improve the public security system and promote a shift in the public security governance model towards prevention in advance”. Members of the civil protection structure would continue to advance specialised contingency plans for various types of public security emergencies, enhance interdepartmental coordination capabilities, and strive to ensure residents’ wellbeing and stability, thereby upholding social harmony and stability.

Estrutura de protecção civil realiza 1.ª reunião de trabalho sobre os trabalhos de protecção civil em 2026
A fim de aperfeiçoar os trabalhos de protecção civil e elevar a eficiência de resposta a incidentes súbitos de natureza pública, foi realizada na manhã no dia 6 de Fevereiro de 2026, no Centro de Operações da Protecção Civil, a 1.ª reunião de trabalho do ano 2026 da estrutura de protecção civil. A reunião foi presidida pelo Secretário para a Segurança e Comandante de Acção Conjunta, CHAN Tsz King, na qual estiveram presentes os representantes dos Serviços de Polícia Unitários, dos Serviços de Alfândega e das 29 entidades que compõem a estrutura de protecção civil, para fazer um balanço dos trabalhos de protecção civil realizados em 2025, bem como abordar os trabalhos de prevenção e planeamento para o novo ano.
Durante a reunião, o Secretário CHAN Tsz King agradeceu a todos os membros da estrutura de protecção civil pelos esforços envidados no ano passado, salientando que Macau enfrentou severas condições meteorológicas extremas em 2025, visto que número de tempestades tropicais que afectaram Macau foi de 14, o maior desde que há registos em 1968. A estrutura da protecção civil accionou no total 4 operações de resposta, entre as quais, durante a passagem do super tufão “Ragasa”, foi emitido o aviso de “Storm Surge” vermelho (o nível mais elevado), durante a qual o Governo da RAEM activou plenamente o mecanismo de contingência e cumpriu rigorosamente as medidas de “prevenção, tratamento atempado e recuperação pós-incidente”, tendo assegurado de forma eficaz a segurança da vida e dos bens dos cidadãos e turistas e demonstrado a consciência de crise, a cooperação altamente eficiente e o espírito de equipa por parte dos membros da estrutura.
O Secretário CHAN referiu que, no ano passado, através do aprofundamento contínuo da cooperação em situações de emergência na Grande Baía Guangdong-Hong Kong-Macau, da promoção dos serviços transfronteiriços de salvamento, da realização de acções de sensibilização comunitária sobre a prevenção de desastres e da realização de exercícios de protecção civil de grande envergadura, foram permitidas elevar significativamente a capacidade de coordenação integrada de prevenção e redução de desastres em Macau e a consciência pública de resposta a emergências, tendo estabelecido uma base mais sólida para garantir a segurança da vida e dos bens dos cidadãos e a estabilidade social.
O mesmo dirigente indicou ainda que, sob a orientação da Perspectiva Geral de Segurança Nacional, o ponto-chave dos trabalhos de resposta a emergências de protecção civil reside na prevenção dos incidentes futuros. Os diversos serviços públicos devem estar sempre atentos, obedecer rigorosamente ao princípio de “preparar-se para as adversidades”, continuar a optimizar o planeamento estratégico do sistema de segurança pública da RAEM e promover o mecanismo de cooperação regional de emergência, de forma a elevar a capacidade de resposta em situações de emergência e cumprir as nossas atribuições, zelar pela fiscalização regular e reforçar a sensibilização e educação, no sentido de criar, em conjunto, uma defesa sólida da segurança pública.
Durante a reunião, os representantes da estrutura de protecção civil apresentaram e discutiram vários temas, nomeadamente, o planeamento dos trabalhos para o ano 2026 das respectivas áreas, a preparação do exercício “Peixe de Cristal 2026”, a revisão dos planos de contingência específicos e as estratégias de sensibilização comunitária, com vista à implementação eficaz dos trabalhos de protecção civil no próximo ano.
O ano de 2026 marca o início da implementação do “15.º Plano Quinquenal Nacional”, no qual prevê o estabelecimento de uma estratégica que visa aperfeiçoar o sistema de segurança pública e promover a transformação do modelo de gestão da segurança pública para a prevenção de incidentes”. Os membros da estrutura de protecção civil continuarão a promover planos de contingência específicos para diferentes tipos de incidentes de segurança pública, aumentando a capacidade de interacção entre os serviços, envidando todos os esforços para assegurar o bem-estar da população, a paz e a estabilidade social.
