2025年澳門保安部隊及保安部門工作經驗分享會

為強化警察的使命擔當，培育積極的團隊精神，澳門保安部隊高等學校（下稱“保安高校”）在2025年12月15日上午，舉辦“2025年澳門保安部隊及保安部門工作經驗分享會”，邀請來自保安範疇不同部門的人員交流工作心得、分享經驗成果。保安司司長陳子勁、警察總局局長梁文昌、澳門海關關長何浩瀚、校董會成員，以及保安範疇各部門領導和各級人員代表出席，並在各保安部隊及保安部門設有15個直播點，線上線下合計近700人參與。

“澳門保安部隊及保安部門工作經驗分享會”是推動警隊文化建設的重要舉措之一。保安高校校長黃子暉在致辭中表示，希望透過舉辦分享會，令不同部門的人員得以交流工作心得與感悟，以自身的熱忱帶動同儕，促成經驗的相互啟發，強化共同信念，打造卓越的團隊文化。同時要謹記司長提出的“慎獨、慎微、慎初”這一立身之本，在行使權力做到依法用權、為民用權及謹慎用權，全力維護保安部隊愛國、愛澳、忠心、服從、誠信、廉潔的核心價值，建設一支廉潔高效，為民執法的警隊。

本年分享會共有八位人員作出分享，分別任職於保安部隊及保安部門不同的工作崗位，分享人員及題目依次為：警察總局首席消防員李俊傑的《提升自我‧服務市民》、澳門海關首席關員楊富明的《監控的日與夜》、消防局首席消防員王伊寧的《化危為安、共築安全壁壘》、治安警察局首席警員梁祐嵐的《國家安全繫於安保》、司法警察局職務主管何偉樂的《同心精神破峰前行》、澳門保安部隊事務局一等高級技術員張麗瑩的《藏在眼中的細節—虹膜識別自助通關》、懲教管理局首席警員陳志聖的《新監獄搬遷經歷和感想》以及治安警察局警員李絲敏的《衝‧風—衝破恐懼，風揚勇氣》。八位分享者以質樸的語言、真摯的情感，講述了各自的警察故事，令人感動。

在與會人員真情分享之後，保安司司長陳子勁、警察總局局長梁文昌、澳門海關關長何浩瀚作出總結發言。陳子勁司長肯定了每位分享人員對工作的熱忱，指出他們都展現出專業的素質，以及對警務工作的熱愛。司長高度讚揚保安範疇的每一位人員，均在不同範疇、不同崗位上默默耕耘，追求“守護澳門”這一共同的目標，希望大家繼續不分彼此、團結一致，謹記投身警隊的初心，傳承奉獻精神，共同應對各項挑戰。

警察總局局長梁文昌感謝每位分享人員的精心準備，他指出，保安範疇的人員要時刻保持警惕，注重細節，以積極謹慎的態度對待工作，並要不斷學習、不斷自我突破，為澳門的行穩致遠繼續貢獻自己的力量。澳門海關關長何浩瀚認為，本次分享會充分展現了警務人員的專業素養和奉獻精神，無論人員身處前線還是後勤部門，都不改變自己加入警隊的初心，為澳門的安全作出最大的努力。

通過本次工作經驗分享會，進一步堅定警察的職業信念，激發同袍發掘工作的意義與價值，從而更主動地承擔責任，踐行警察使命，共同為社會的安定與繁榮貢獻力量。

Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments 2025

In a bid to reinforce the police’s accountability in their mission and cultivate an energetic team spirit, the Academy of Public Security Forces of Macao (hereinafter referred as the “Academy of Public Security Forces”) organised the “Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments 2025” on the morning of 15^th December 2025, inviting personnel of various departments from the public security authorities to conduct exchange of work experience and sharing of lessons learned. The Session was attended by Secretary for Security CHAN Tsz King, Commissioner General of the Unitary Police Service LEONG Man Cheong, Director General of the Macao Customs Service Adriano Marques HO, members of the Council, as well as the directorates and representatives of personnel at all levels from the public security authorities. Additionally, 15 live-streaming spots were set up at various public security forces and security departments, with a total of nearly 700 participants online and offline.

The “Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments” is one of the important approaches in boosting the development of police culture. Director of the Academy of Public Security Forces WONG Chi Fai stated in his speech that, through organising the sharing session, it was hoped that personnel from different departments could share their experiences and thoughts at work, motivate their peers with their own dedication, so as to facilitate mutual inspiration of experience, enhance common beliefs, developing an excellent team culture. At the same time, to bear in mind the foundation for humanity, that is “self-discipline, prudence, faith” as initiated by the Secretary, executing power lawfully and cautiously for our citizens, safeguarding the core value of the public security forces to love our country, love Macao, be loyal, obedient, honest, and virtuous, building a righteous and highly effective police force that enforces law for the public.

A total of eight guest speakers, who are working in different positions in the public security forces and security departments, respectively gave sharing on the following topics at this year’s sharing session: “Self-advancement to serve the public” by Principal Firefighter LEI Chon Kit of the Unitary Police Service, “Round-the-clock surveillance” by Principal Customs Officer IEONG Fu Meng of the Macao Customs Service, “Head off a disaster, building a secure castle together” by Principal Firefighter WONG I Neng of the Fire Services Bureau, “National security is tied to public security” by Principal Officer LEONG Iao Lam of the Public Security Police Force, “The spirit of unity to break the mountains ahead” by Duty Supervisor HO Wai Lok of the Judiciary Police, “The details behind the eyes – Iris recognition at E-gates” by Senior Technical Officer I CHEONG Lai Ieng of the Public Security Forces Affairs Bureau of Macao, “Experience and thoughts about the relocation to the new prison” by Principal Police Officer CHAN Chi Seng of the Correctional Services Bureau, and “Breakthrough．Wind – Breakthrough fear, let courage soar with the wind” by Police Officer LEI Si Man of the Public Security Police Force. All eight speakers depicted their respective police stories with modest words and sincerity, which was touching.

After the heartfelt sharing of the participants, Secretary for Security CHAN Tsz King, Commissioner General of the Unitary Police Service LEONG Man Cheong, and Director General of the Macao Customs Service Adriano Marques HO gave their concluding remarks. Secretary CHAN Tsz King recognised the passion for work from each of the contributors, stating that they have demonstrated professional quality and commitment towards police work. The Secretary highly commended every member from the public security authorities, who has been contributing silently in their respective areas and positions, striving for the common goal of “safeguarding Macao”. He hoped that everyone continues to stand as one united front, always remember the original aspiration of joining the police forces, passing on the spirit of dedication, conquering every challenge together.

Commissioner General of the Unitary Police Service LEONG Man Cheong appreciated the meticulous preparation from each contributor. He stated that personnel from the public security authorities should stay vigilant at all times, pay attention to details, manage their work with a vigorous and diligent attitude, as well as to continuously pursue for knowledge and self-actualisation, contributing their respective efforts towards the steady progress that leads to long-term success of Macao. Director General of the Macao Customs Service Adriano Marques HO believed that police personnel, no matter whether they are at the frontline or from the back office, have fully demonstrated their professionalism and devotion in this sharing session, and they are not going to change their original aspiration for joining the police forces, but to dedicate their greatest efforts to ensure the security of Macao.

Through the professional experience-sharing session, the police’s professional concepts are further upheld, fellow officers are inspired to explore the meaning and value of their work, thereby undertaking their responsibilities more proactively, striving to fulfill the mission of the police, and dedicating themselves to the stability and prosperity of the society.

Sessão de Partilha de Experiências de Trabalho das FSSM para 2025

Para reforçar o sentido de missão policial e cultivar um espírito de equipa positivo, a Escola Superior das Forças de Segurança de Macau (adiante designada "ESFSM") realizou, na manhã do dia 15 de Dezembro de 2025, a "Sessão de Partilha de Experiências de Trabalho das FSSM para 2025", convidando funcionários de diferentes serviços da área da segurança para trocarem ideias sobre trabalho e partilharem experiências e resultados. Participaram neste evento o secretário para a Segurança, CHAN Tsz King, o comandante-geral dos Serviços de Polícia Unitários (SPU), LEONG Man Cheong, o director-geral dos Serviços de Alfândega da RAEM (SA), Adriano MARQUES HO, membros do Conselho Geral, bem como dirigentes e representantes de todos os níveis de diferentes serviços da área da segurança. Foram ainda instalados 15 pontos de transmissão online nas várias forças e serviços de segurança, com um total de cerca de 700 participantes, online e presencial.

A “Sessão de Partilha de Experiências de Trabalho das FSSM” constitui uma das principais iniciativas para a promoção da cultura policial. Na sua intervenção de abertura, o director da ESFSM, WONG Chi Fai, expressou a esperança de que, através da realização da sessão de partilha, os funcionários dos diferentes serviços possam trocar ideias e reflexões sobre o trabalho, incentivar os colegas com o seu próprio entusiasmo e promover a inspiração mútua de experiências, reforçando crenças comuns e construindo uma cultura de equipa de excelência. Simultaneamente, deve ser lembrado o lema proposto pelo secretário: "Ser prudente ao ficar sozinho, ao tratar casos pequenos e ao início" como princípio fundamental de conduta, exercendo o poder de forma legal, para o povo e com prudência, salvaguardando os valores essenciais das forças de segurança, a saber, amor à Pátria, amor a Macau, lealdade, obediência, honestidade e integridade, e construindo uma força policial íntegra e eficiente que executa a lei em prol do povo.

Na sessão de partilha deste ano, oito funcionários das FSSM, que desempenham funções diferentes, apresentaram as suas experiências. Os oradores e os respectivos temas foram os seguintes: LEI Chon Kit, bombeiro principal dos SPU: "Elevar-me a mim mesmo para servir o povo"; IEONG Fu Meng, verificador principal alfandegário dos SA: "O dia e a noite da vigilância"; WONG I Neng, bombeiro principal do Corpo de Bombeiros (CB): "Transformar perigos em segurança, construir juntos muralhas de segurança"; LEONG IAO LAM, guarda principal do CPSP,: "A segurança nacional está ligada à segurança da protecção"; HO Wai Lok, chefia funcional da Polícia Judiciária (PJ): "O espírito de unidade permite superar picos e avançar"; CHEONG Lai Ieng, técnica superior de 1.ª classe da Direcção dos Serviços das Forças de Segurança de Macau (DSFSM): "Os pormenores escondidos nos olhos - passagem automática com reconhecimento de íris"; CHAN Chi Seng, guarda principal da Direcção dos Serviços Correccionais (DSC): "Experiências e reflexões sobre a transferência da nova prisão"; LEI Si Man, guarda do Corpo de Polícia de Segurança Pública (CPSP): "Romper o medo, empunhar a coragem". Os oito oradores, com uma linguagem simples e emoções sinceras, contaram as suas histórias policiais, o que foi muito comovente.

Após as apresentações dos participantes, o secretário para a Segurança, CHAN Tsz King, o comandante-geral dos SPU, LEONG Man Cheong, e o director-geral dos SA, Adriano MARQUES HO, fizeram respectivamente as considerações finais. O secretário CHAN Tsz King reconheceu o entusiasmo demonstrado por cada orador, indicando que todos revelaram qualidades profissionais e paixão pelo trabalho policial. Elogiou altamente todos os funcionários da área da segurança, que trabalham silenciosamente em diferentes áreas e postos de trabalho, perseguindo o objectivo comum de "salvaguardar Macau". Expressou a esperança de que continuem unidos, sem distinções, relembrando a intenção original de se juntarem às forças policiais, transmitindo o espírito de dedicação e enfrentando juntos os vários desafios.

O comandante-geral dos SPU, LEONG Man Cheong agradeceu a cada orador pela cuidadosa preparação, assinalando que os membros da área da segurança devem manter-se sempre vigilantes, prestando atenção aos pormenores, abordando o trabalho com uma atitude positiva e prudente, e devem continuar a aprender e a superar-se a si mesmos, contribuindo de forma contínua com os seus esforços para a estabilidade e o progresso sustentado de Macau. O director-geral dos SA, Adriano MARQUES HO considerou que esta sessão de partilha demonstrou plenamente a qualidade profissional e o espírito de dedicação dos agentes policiais, afirmando que, independentemente de estarem em funções de primeira linha ou em departamentos de apoio logístico, todos mantêm inalterada a intenção original de se juntarem às forças policiais, empenhando-se ao máximo pela segurança de Macau.

Através desta sessão de partilha de experiências de trabalho, foi reforçada ainda mais a convicção profissional policial, estimulando os colegas a descobrirem o significado e o valor do trabalho, de forma a assumirem responsabilidades de forma mais proactiva, concretizando a missão policial e contribuindo conjuntamente para a estabilidade e prosperidade da sociedade.
