粵港澳三地警方聯合開展“雷霆2025”警務行動

為進一步深化區域警務合作，共同防範及打擊跨境有組織犯罪，粵港澳三地警方已正式啟動“雷霆2025”聯合警務行動。自今年8月4日以來，已針對各項打擊目標展開突擊巡查833次，累計動用警力11,763人次，巡查各類場所2,011場次，共調查相關人員61,900名。其中755人因涉嫌刑事犯罪被移送司法機關偵辦，案件類型主要包括詐騙、經營為賭博的不法匯兌、盜竊、為賭博的不法借貸、傷害身體完整性、清洗黑錢等犯罪。

澳門警方於2025年10月25日晚至26日凌晨期間展開統一清查行動，警察總局聯同澳門海關、治安警察局及司法警察局，對澳門及路氹城區的多間娛樂場、夜店、桑拿及酒吧等場所進行大規模巡查，各警務單位派出逾360名警務人員，出動6支警犬小隊，澳門海關亦派出1艘巡邏船、4艘快艇及無人機小隊等參與行動。

是次行動共截查2,633人，當中36人（25男11女）被帶返警局作進一步調查，其中查獲8名人士（5名中國籍男子、2名中國籍女子及1名緬甸籍女子）逾期逗留，已移交治安警察局出入境管制廳跟進處理。此外，澳門海關於各口岸查獲2宗違反《對外貿易法》案件，當中涉及200支香煙和60件舊電腦處理器（共約值3萬澳門元），相關人士已被依法起訴；行動中，澳門海關加派人員及船艇加強巡邏，以打擊偷渡活動，期間截查5艘船艇，合共截查11名人士，沒有發現違法違規行為。

“雷霆”行動為粵港澳三地警方年度重點聯合執法項目，由廣東省公安廳、香港警務處與澳門警察總局共同策劃與執行。行動以情報主導，透過巡查及聯合執法，重點打擊跨境有組織犯罪活動，有效遏制各類不法行為，共同維護區域治安穩定，體現三地警方在區域警務合作上的持續深化與協作成效。

The tripartite police forces of Guangdong, Hong Kong and Macao jointly launched police operation “Thunderbolt 2025”

To further deepen regional police cooperation, and jointly prevent and combat cross-border organised crimes, the tripartite police forces of Guangdong, Hong Kong and Macao have officially launched the joint police operation “Thunderbolt 2025”. Since August 4th of this year, 833 raid patrols aiming at various targets were launched, during which a cumulative total of 11,763 person-times of police were mobilised to patrol various establishments on 2,011 occasions. A total of 61,900 related individuals were investigated, 755 of whom were transferred to judicial authorities for investigation on suspicion of criminal offences. The types of cases mainly included offences of fraud, operating illegal currency exchange for gambling, theft, unlawful money lending for gambling, assault causing harm to bodily integrity and money laundering.

The Macao police conducted a coordinated patrol operation from the night of 25th October to the wee hours of 26th October 2025. The Unitary Police Service joined forces with the Macao Customs Service, the Public Security Police Force and the Judiciary Police to launch a large-scale patrol operation at a number of establishments including casinos, night clubs, saunas and bars in Macao peninsula and Cotai district. Over 360 police officers from various police units were deployed, along with 6 K-9 teams. The Macao Customs Service also dispatched 1 patrol boat, 4 speedboats and drone squads to participate in the operation.

A total of 2,633 individuals were intercepted and questioned during the operation, 36 of whom (25 men and 11 women) were brought back to the police station for further investigation.  Among them, 8 individuals (5 Chinese men, 2 Chinese women and 1 Myanmarese woman) were found overstaying and had been transferred to the Immigration Control Department of the Public Security Police Force for follow-up handling.  In addition, the Macao Customs Service also uncovered 2 cases of violation of “Foreign Trade Law” at various ports, involving 200 cigarettes and 60 used computer processors (with a total value of approximately MOP30,000). The related individuals had been prosecuted in accordance with the law. During the operation, the Macao Customs Service deployed additional personnel and vessels to step up patrols in order to combat illegal immigration activities, during which 5 vessels were intercepted, with a total of 11 individuals intercepted and questioned. No breaches of law or regulation were found.

Operation “Thunderbolt” is an annual key joint law enforcement initiative of the tripartite police forces of Guangdong, Hong Kong and Macao, which is jointly planned and conducted by the Guangdong Provincial Public Security Department, the Hong Kong Police Force and the Macao Unitary Police Service. The intelligence-led operation focused on combatting cross-border organised criminal activities through patrols and joint law enforcement actions. It effectively curbed various unlawful acts, safeguarded regional security and stability in concerted effort, and demonstrated the sustained deepening and collaborative outcomes of the tripartite police authorities in regional police cooperation.

Polícias das três regiões desencadearam a operação conjunta “Trovoada 2025”

No sentido de reforçar a cooperação policial regional, de forma a prevenir e combater conjuntamente a criminalidade organizada transfronteiriça, as autoridades policiais de Guangdong, Hong Kong e Macau deram início, no passado dia 4 de Agosto, à operação conjunta “Trovoada 2025”. Até ao momento foram realizadas 833 acções policiais, tendo mobilizado 11.763 agentes na actuação em 2.011 locais. Foram sujeitos a identificação 61.900 indivíduos, 755 dos quais foram encaminhados aos órgãos judiciários para efeitos de acusação por envolvimento em crimes tais como, burla, exploração de câmbio ilícito para jogo, furto, empréstimo ilícito para jogo, ofensas à integridade física, branqueamento de capitais.

Desde a noite de 25 de Outubro de 2025 até à madrugada do dia 26, os SPU, em conjunto com os Serviços de Alfândega (SA), o Corpo de Polícia de Segurança Pública (CPSP) e a Polícia Judiciária (PJ), efectuaram inspecções em grande escala a vários locais, nomeadamente casinos, estabelecimentos nocturnos, saunas e bares situados em Macau e no Cotai. As diversas unidades policiais enviaram mais de 360 agentes policiais e 6 equipas cinotécnicas, os SA também destacaram 1 embarcação de patrulha, 4 lanchas rápidas e uma equipa de “drones” para actuar nas operações.

Durante as referidas acções, 2.633 indivíduos foram sujeitos a identificação, de entre os quais 36 (25 de sexo masculino e 11 feminino) foram conduzidos à Polícia para efeitos de averiguações. De entre os indivíduos investigados, 8 (5 homens e 2 mulheres de nacionalidade chinesa e 1 mulher de nacionalidade birmanesa) encontravam-se em excesso de permanência, tendo sido conduzidos ao Departamento de Controlo Fronteiriço do CPSP para o devido encaminhamento. Os SA descobriram nos postos fronteiriços 2 casos de violação da “Lei do Comércio Externo”, envolvendo 200 cigarros e 60 unidades de processamento central de computadores antigos num valor de cerca de 30.000 patacas, tendo os indivíduos implicados sido acusados nos termos da referida Lei. Durante a operação, os SA destacaram pessoal e embarcações para reforçar a patrulha no sentido de combater a imigração ilegal. Durante a operação, foram interceptadas 5 embarcações e 11 pessoas, não tendo sido detectada qualquer infracção.

A operação "Trovoada" é planeada e executada conjuntamente pela Directoria Provincial de Segurança Pública de Guangdong, pela Hong Kong Police Force e pelos Serviços de Polícia Unitários de Macau, tratando-se de uma das principais acções conjuntas de execução da lei do ano. A operação é orientada pelas informações policiais e consiste no desenvolvimento de patrulhamentos e de acções conjuntas de execução da lei. Concentrando-se no combate à criminalidade transfronteiriça organizada, a fim de reprimir os diversos tipos de actos ilícitos e salvaguardar em conjunto a estabilidade da segurança regional, evidenciando o aprofundamento e a eficácia da cooperação entre as autoridades policiais das três regiões.
