“第二十屆海峽兩岸暨香港、澳門警學研討會”在浙江寧波舉行

“第二十屆海峽兩岸暨香港、澳門警學研討會”於2025年9月22日至26日在浙江省寧波市舉行。活動由中國警察協會主辦、浙江省警察協會承辦、寧波市警察協會協辦。中國警察協會許甘露會長、台灣地區刑事偵防協會黃炳彰理事長、香港警務處人事及訓練處蔡展鵬處長、澳門警察總局魏瑞斌局長助理等分別率領來自海峽兩岸及香港、澳門的專家學者及實務工作者約150人參與，研討會還特別邀請浙江省副省長、公安廳廳長楊青玖，寧波市副市長、公安局局長王順大出席，共同探討智慧科技的警務應用及警務現代化發展的新範式，攜手拓展區際警務協同治理的創新與合作。

在開幕式上，中國警察協會許甘露會長、台灣地區刑事偵防協會黃炳彰理事長、香港警務處人事及訓練處蔡展鵬處長、澳門警察總局魏瑞斌局長助理等嘉賓先後致辭。各方一致高度評價研討會多年來在推動警界交流方面所取得的豐碩成果，充分肯定平台對促進警務理論創新、實戰經驗分享及多元文化交融所發揮的積極貢獻，並為深化區域警務合作、提升協同治理能力奠定了堅實基礎。

本屆警學研討會以“數智警務條件下的犯罪防治與警務現代化”為主題，匯聚警界智慧，共徵集學術論文77篇，來自海峽兩岸暨香港、澳門的35位學者及實務工作者，就主題論文進行5場研討與交流。研討會深入探討大數據、人工智能、物聯網等前沿技術在犯罪防控、執法協作和警務創新中的關鍵作用，並分析智慧科技時代下的各種犯罪的新動態及防治策略，同時緊扣時代脈搏，探索了智慧科技賦能下警務現代化轉型的新思維。

會議期間，專家學者與實務工作者踴躍分享見解，提出多項具針對性且富有突破性的治安防治策略，並就區際警務合作提出新構想，彰顯了與會者的學術洞察力與實踐智慧。當前，全球安全形勢複雜多變，跨境犯罪智慧化、網絡化特徵日益凸顯，各地警方將以本次研討會為契機，進一步凝聚共識，深化警務合作，共同為推動警隊科技革新、強化執法能力探尋新路徑。

本局人員所提交的論文中有3篇入選本屆警學研討會，其中劉敏玲副督察的《利用深度偽造技術犯罪的刑法規制問題探析》，以及鄧達斌和鄧建威兩位二等法證高級技術員合撰的《人工智能技術在澳門網絡安全治理工作中的實踐應用》獲選為發表論文，陸晴顧問高級技術員的論文《基於歐盟〈人工智能法案〉的警務AI政策構建研究》則被編入大會論文集。

出席研討會的代表還包括：中國警察協會朱昌杰、孫永波、劉杰、王惠敏、曾偉雄、馬耀權等多位副會長；中國人民公安大學李玉華副校長、中國人民警察大學靳高風副校長、中國刑事警察學院魏曉光教務長、廣東警官學院張成副院長等；澳門代表團還包括治安警察局梁慶康副局長、司法警察局岑錦榮副局長等。

“The 20th Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” held in Ningbo, Zhejiang

“The 20th Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” was held in Ningbo, Zhejiang from 22nd to 26th September 2025. The event was hosted by the Police Association of China, organised by the Police Association of Zhejiang Province and co-organised by the Police Association of Ningbo City, and was attended by a total of approximately 150 academic experts and practitioners from across the straits and Hong Kong, Macao, who were respectively led by Chairman XU Ganlu of the Police Association of China, Chairman HUANG Pingchang of China Taiwan Criminal Investigation and Prevention Association, Director CHOI Chin-pang of Personnel and Training of Hong Kong Police Force, and  Assistant to Commissioner General NGAI Soi Pan of the Macao Unitary Police Service. The symposium also specially invited YANG Qingjiu, Vice Governor of Zhejiang Province and Director of the Public Security Department of Zhejiang Province, and WANG Shunda, Vice Mayor of Ningbo City and Director of the Public Security Bureau of Ningbo City to attend, jointly exploring the application of smart technology in policing and new paradigms for modernisation of police work, while joining hands to expand innovation and cooperation in inter-regional collaborative governance in policing.

At the opening ceremony, guests including Chairman XU Ganlu of the Police Association of China, Chairman HUANG Pingchang of China Taiwan Criminal Investigation and Prevention Association, Director CHOI Chin-pang of Personnel and Training of Hong Kong Police Force, and Assistant to Commissioner General NGAI Soi Pan of the Macao Unitary Police Service successively delivered speeches. All parties highly praised the fruitful achievements of the symposium in advancing exchanges within the policing community over the years, fully recognising the active contributions of the platform to promote innovation in policing theory, sharing practical experience, and fostering multi-cultural integration. This has laid a solid foundation for deepening regional police cooperation and enhancing collaborative governance capabilities.

This year’s Symposium on Police Studies, with the theme of “Crime Prevention and Modernisation of Policing under the Conditions of Digital and Intelligent Policing”, brought together expertise and insights from the law enforcement community. A total of 77 academic papers were collected, with 35 scholars and practitioners from the Straits-cum-Hong Kong and Macao conducting five sessions of discussion and exchange on the thematic papers. The symposium delved deeply into the pivotal role of cutting-edge technologies including big data, artificial intelligence and the Internet of Things in crime prevention and suppression, law enforcement collaboration, and policing innovation. It also analysed new trends and countermeasures of various types of crime in the era of smart technology, while keeping pace with the times to explore new approaches to modernising and transforming policing through intelligent technological empowerment.

During the symposium, experts, scholars and practitioners actively shared their insights, proposing a number of targeted and groundbreaking strategies for public security and crime prevention. They also put forward new ideas for inter-regional police cooperation, demonstrating the academic insight and practical wisdom of the participants. At present, the global security landscape is complex and volatile, with cross-border crimes increasingly characterised by technological sophistication and digitalisation. Law enforcement agencies in various places will seize this symposium as an opportunity to further build consensus, deepen policing cooperation, and jointly explore new pathways for advancing technological innovation within police forces and strengthening law enforcement capabilities.

Three of the papers submitted by the Judiciary Police personnel were selected for this year’s Symposium on Police Studies, among which “Analysis on Criminal Law Regulation Issues of Crimes Committed Using Deepfake Technology” by Deputy Assistant Inspector General LAO Man Leng, and “Practical Application of Artificial Intelligence Technology in Cybersecurity Governance in Macao” co-authored by two Senior Forensic Technical Officers II, TANG Tat Pan and TANG Kin Wai, were selected for presentation. Senior Technical Advisor LOK Cheng’s paper “Research on the Construction of Policing AI Policy Based on the “Artificial Intelligence Act” of the EU” was included in the conference proceedings.

Other representatives attending the symposium were several Vice Chairpersons of the Police Association of China, including ZHU Changjie, SUN Yongbo, LIU Jie, WANG Huimin, ZENG Weixiong and MA Yaoquan, Vice President LI Yuhua of the People’s Public Security University of China, Vice President JIN Gaofeng of the People’s Police University of China, Dean WEI Xiaoguang of the China Criminal Police Academy, Vice President ZHANG Cheng of the Guangdong Police College, etc. The delegation of Macao also included Deputy Director LEONG Heng Hong of the Public Security Police Force, Deputy Director SAM Kam Weng of the Judiciary Police, etc.

Participação no “20.º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau”, realizado em Ningbo da província de Zhejiang

Com a organização da Associação de Polícias da China, a co-organização da Associação de Polícias da província de Zhejiang e a coordenação da Associação de Polícias do município de Ningbo, de 22 a 26 de Setembro, decorreu em Ningbo, na província de Zhejiang, o "20.º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau". O seminário contou com a presença de cerca de 150 pessoas, em delegações compostas por especialistas, académicos e profissionais provenientes das quatro jurisdições, chefiadas, respectivamente, pelo Presidente da Associação de Polícias da China, XU Ganlu, pelo Presidente da Direcção da Associação de Investigação e Prevenção Criminal da região de Taiwan, HWANG Bingzhang, pelo Director de Personnel and Training da Polícia de Hong Kong, CHOI Chin-pang e pelo adjunto do Comandante-geral dos Serviços de Polícia Unitários de Macau, NGAI Soi Pan. Foram também convidados o Vice-governador da província de Zhejiang e Director da Directoria Provincial de Segurança Pública, YANG Qingjiu, o Vice-presidente do município de Ningbo e Director da Directoria Municipal de Segurança Pública, WANG Shunda, para estudarem em conjunto sobre a aplicação de tecnologia inteligente no policiamento e o desenvolvimento de novo modelo de policiamento moderno, no sentido de impulsionar a inovação e a cooperação da governação sinérgica do policiamento inter-regional.

O Presidente da Associação de Polícias da China, XU Ganlu, o Presidente da Direcção da Associação de Investigação e Prevenção Criminal da região de Taiwan, HWANG Bingzhang, o Director de Personnel and Training da Polícia de Hong Kong, CHOI Chin-pang e o adjunto do Comandante-geral dos Serviços de Polícia Unitários de Macau, NGAI Soi Pan usaram da palavra durante a cerimónia de abertura. Todos exaltaram os resultados frutíferos que o seminário tem alcançado ao longo dos anos na promoção de intercâmbio policial e reconheceram os contributos activos do evento para a inovação de teoria do policiamento, a partilha de experiência policial e a integração multicultural, que têm proporcionado uma base sólida para o aprofundamento de cooperação policial inter-regional e o aumento de capacidade de governação sinérgica.

Sob o tema “Prevenção e combate à criminalidade e modernização do policiamento em condições de policiamento de inteligência digital”, o seminário reuniu talentos e profissionais da área policial e recolheu 77 dissertações académicas. Foram realizadas 5 sessões de discussão e intercâmbio, tendo 35 académicos e trabalhadores das quatro regiões efectuado abordagens profundas sobre o papel fundamental das tecnologias de vanguarda como megadados, inteligência artificial e internet das Coisas, para a prevenção e combate à criminalidade, a colaboração sinérgica na área de execução da lei e a inovação do policiamento. Foram analisadas igualmente as últimas tendências e estratégias de prevenção e combate à criminalidade na era de tecnologia inteligente e, em articulação com a evolução do tempo, a exploração de novas ideias para a modernização do policiamento com recurso à tecnologia inteligente.

Durante o seminário, especialistas, académicos e profissionais da área policial partilharam activamente as suas opiniões, sugeriram medidas direccionadas e inovadoras para a salvaguarda de segurança e apresentaram novas ideias no âmbito de cooperação policial inter-regional, demonstrando a visão académica e a sabedoria prática dos participantes.

Actualmente, a situação de segurança global está complexa e em constante mutuação, o crime transfronteiriço concretiza-se de forma mais inteligente e online, pelo que as polícias de todas as regiões vão aproveitar esta ocasião para reunir consensos e aprofundar a cooperação policial, com vista a explorar conjuntamente novos caminhos para a promoção de inovação de tecnologia do corpo policial e o reforço de capacidade de aplicação da lei.

Três teses da PJ foram selecionadas no seminário; de entre estas, o artigo intitulado “Defesa da Segurança dos Dados Biométricos Faciais – Aplicação das Tecnologias de Reconhecimento Facial no Trabalho Policial”, escrito pela subinspectora LAO Man Leng, e o artigo “Aplicação prática da tecnologia de inteligência artificial na governação da cibersegurança de Macau”, escrito juntamente pelos técnicos superiores de ciências forenses de 2ª classe, TANG Tat Pan e TANG Kin Wai, foram selecionados para serem apresentados no seminário. Além disso, o artigo intitulado "Estudo sobre a elaboração de medidas de inteligência artificial policial com base no Regulamento da Inteligência Artificial da União Europeia", escrito pela técnica superior assessora, LOK Cheng, também foi incluído na Colectânea de artigos do seminário.

Estiveram ainda presentes no seminário os senhores Vice-presidentes da Associação de Polícias da China, ZHU Changjie, SUN Yongbo, LIU Jie, WANG Huimin, TSANG Wai-hung, MA Io Kun, o Vice-reitor da Universidade de Segurança Pública do Povo Chinês, LI Yuhua, o Vice-reitor do China People's Police University, JIN Gaofeng, o Secretário Académico do Criminal Investigation Police University of China, WEI Xiaoguang e o Vice-presidente do Guangdong Police College, ZHANG Cheng. Integraram também a delegação de Macau o Segundo-comandante do CPSP, LEONG Heng Hong e o Subdirector da PJ, SAM Kam Weng.
