出席全球公共安全合作論壇（連雲港）2025年大會分論壇

2025年9月17日，全球公共安全合作論壇（連雲港）2025年大會在江蘇省連雲港市開幕。本屆大會以“共塑全球公共安全：團結行動，應對多元威脅”為年度主題，來自120個國家、地區和國際組織近2,000人參會。大會同時組織開展了八場分論壇，本局薛仲明局長、蘇兆強副局長、陳楚民廳長、孫錦輝校長、李家和處長、黎尚文處長及劉敏玲副督察出席當中四場分論壇。

國際警察教育合作分論壇於9月16日舉行，以“全球警察教育合作：技術．標準．人才”為主題，由中國人民公安大學主辦。分論壇發佈了《國際警察教育合作“三個一”行動計劃》，擬於2025年至2026年實施三項舉措：發佈《世界警察教育年度報告（2025-2026）》、打造10門前沿警務專業課程、完成100人次短期訪學交流。該計劃得到與會的境內外警察院校積極響應。

國際反恐合作分論壇於9月17日舉行，由中國人民警察大學主辦，是全球公共安全合作論壇（連雲港）框架下舉辦的首個國際反恐合作分論壇。分論壇以“踐行全球安全倡議：聚焦普遍安全願景，構建反恐合作新生態”為主題，聚焦當前國際反恐領域重大問題和應對策略，達成了廣泛共識。

打擊跨國犯罪形勢與對策分論壇於9月18日舉行，由中國刑事警察學院主辦，與會各方圍繞“攜手打擊跨國犯罪，共同維護全球公共安全”主題，充分交流打擊跨國犯罪的現狀、經驗及舉措。在此基礎上，分論壇發出了《聯合打擊治理電信網絡詐騙犯罪倡議書》，為跨境合作整治相關犯罪凝聚更大合力。

國際禁毒合作分論壇由中國禁毒基金會主辦，於9月18日舉行。分論壇以“化解合成毒品治理困境，推動毒品問題全球共治”為主題，與會專家、代表共同提出“關於加強合作應對合成毒品問題的倡議”，呼籲各方加強情報訊息共享，更新監管方式和標準，攜手應對合成毒品蔓延這一全球性挑戰。

全球公共安全合作論壇已連續舉辦三屆，在論壇的牽引和帶動下，各方力量在公共安全領域不斷深化理念溝通、政策交流和務實合作，合力打造共商共建共用的全球公共安全合作架構，為深化公共安全領域交流合作，共同推動全球公共安全治理體系向更加公平、合理、高效的方向發展作出了積極貢獻。

Participation in the Sub-Forums of the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang)

On 17th September 2025, the 2025 Conference of Global Public Security Cooperation Forum (Lianyungang) commenced in Lianyungang City, Jiangsu Province. This year’s theme was “Shaping Global Public Security Together: United Action Against Diverse Threats.” Nearly 2,000 participants from 120 countries, regions, and international organisations attended the conference. The conference organised eight sub-forums concurrently, with Director SIT Chong Meng, Deputy Director SOU Sio Keong, Head of Department CHAN Cho Man, Director of Judiciary Police School SUEN Kam Fai, Head of Division LEI Ka Wo, Head of Division LAI Seong Man and Deputy Assistant Inspector General LAO Man Leng of the Judiciary Police attending four of them.

The International Police Education Cooperation Sub-Forum was held on September 16th. Centred on the theme “Global Police Education Cooperation: Technology, Standards, Talent”, the Sub-Forum was hosted by the People’s Public Security University of China. The sub-forum released the “Three Ones” Action Plan for International Police Education Cooperation, and proposed three initiatives to be implemented from 2025 to 2026: publishing the “World Police Education Annual Report (2025-2026)”, developing 10 cutting-edge police professional courses, and completing 100 person-times of short-term exchange visits. The plan received enthusiastic support from participating domestic and international police academies.

The International Counterterrorism Cooperation Sub-Forum was held on September 17th and hosted by the China People’s Police University. It was the first international counterterrorism cooperation sub-forum held under the framework of the Global Public Security Cooperation Forum (Lianyungang). With the theme of “Implementing the Global Security Initiative: Focusing on the Vision of Universal Security and Constructing a New Ecosystem for Counterterrorism Cooperation,” the sub-forum focused on major issues and response strategies in the current international counterterrorism field, reaching broad consensus.

The Sub-Forum on Combating Transnational Crimes: Current Situation and Countermeasures was held on September 18th and hosted by the Criminal Investigation Police University of China. Participants exchanged views on the theme of “Joining Forces to Combat Transnational Crime and Safeguard Global Public Security” and shared their current status, experience, and initiatives in combatting transnational crime to the full. Based on this, the sub-forum issued the “Joint Initiative to Combat and Govern Telecommunication Network Fraud,” aiming to foster greater synergy in cross-border cooperation to combat related crimes.

The Sub-Forum on International Drug Control Cooperation was hosted by the China Narcotics Control Foundation and held on September 18th. Centered on the theme “Resolving the Predicament of Synthetic Drug Governance and Advancing Global Co-Governance of Drug Issues”, the sub-forum brought together experts and representatives who jointly proposed the “Initiative on Strengthening Cooperation in Addressing Synthetic Drug Issues”. The initiative called on all parties to enhance intelligence and information sharing, update regulatory approaches and standards, and work together to address the global challenge of the spread of synthetic drugs.

The Global Public Safety Cooperation Forum has been held for three consecutive years. Driven and inspired by the forum, stakeholders have continuously deepened communication of ideas, policy exchange, and pragmatic collaboration in the field of public safety, while working together to build a global public security cooperation framework based on joint consultation, joint construction, and shared benefits, thus making a positive contribution to deepening exchanges and cooperation in the field of public security, as well as jointly advancing the global public security governance system towards a direction of greater fairness, rationality and efficiency.

Participação no Sub-Fórum da Renunião Anual de 2025 no âmbito do Fórum de Cooperação para a Segurança Pública Global (Lianyungang)

No dia 17 de Setembro de 2025, realizou-se a cerimónia de abertura da Reunião Anual de 2025 no âmbito do Fórum de Cooperação para a Segurança Pública Global na cidade de Lianyungang, província de Jiangsu. Que este ano, teve como tema “Abordar em conjunto a segurança pública global: unir acções para enfrentar ameaças diversificadas”. O evento contou com a presença de cerca de 2.000 convidados de 120 países, regiões e organizações internacionais. Foram organizados em simultâneo, oito Sub-fóruns. O director SIT Chong Meng, subdirector SOU Sio Keong, chefe de departamento CHAN Cho Man, director da escola SUEN Kam Fai, chefes da divisão LEI Ka Wo e LAI Seong Man e a subinspectora LAO Man Leng participaram em quatro desses Sub-fóruns.

O Sub-fórum sobre a Cooperação Internacional na Educação Policial realizou-se em 16 de Setembro, com o tema: “Cooperação global de educação policial: tecnologia, normas e talentos”, organizado pela Universidade Popular de Segurança Pública da China. Durante o Sub-fórum, foi lançado o “Plano de acções (Três em Um) sobre a cooperação internacional na educação policial”, com três iniciativas previstas para implementação entre 2025 e 2026. A publicação do Relatório Anual Mundial sobre Educação Policial (2025-2026), o desenvolvimento de 10 cursos profissionais avançados em policiamento e a realização de 100 intercâmbios académicos de curta duração para professores e estudantes. O programa recebeu uma resposta positiva de instituições policiais nacionais e internacionais presentes no evento.

O Sub-fórum sobre a Cooperação Internacional Contra o Terrorismo foi realizado em 17 de Setembro, organizado pela Universidade da Polícia Popular da China. Este foi o primeiro Sub-fórum sobre a cooperação internacional antiterrorista realizado no âmbito do Fórum de Cooperação para a Segurança Pública Global (Lianyungang). O Sub-fórum teve como tema “Implementar a iniciativa de segurança global: Focar na visão de segurança universal e construir uma nova ecologia de cooperação antiterrorista”, o Sub-fórum concentrou-se em questões importantes e estratégias de resposta no campo da luta contra o terrorismo internacional, alcançando um amplo consenso.

O Sub-fórum sobre a Situação e Estratégias de Combate ao Crime Transnacional foi realizado em 18 de Setembro, organizado pela Academia Chinesa de Polícia Criminal. Os participantes discutiram amplamente o tema “Unir forças para combater o crime transnacional e salvaguardar juntos a segurança pública global”, compartilhando a condição actual, experiências e medidas no combate a esses crimes. Com base nessas trocas de ideias, o Sub-fórum lançou a “Iniciativa para o Combate em conjunto de Crime de Burla através das Redes de Telecomunicações”, visando fortalecer a cooperação transfronteiriça no combate desses delitos.

O Sub-fórum sobre a Cooperação Internacional Contra a Droga foi realizado em 18 de Setembro, organizado pela Fundação Chinesa Contra a Droga. Com o tema “Superar os desafios na gestão de drogas sintéticas e promover o combate global sobre o problema relacionadas com as drogas”. Os especialistas e representantes presentes propuseram conjuntamente uma iniciativa “Fortalecer a Cooperação no conflito das Drogas Sintéticas” para apelar todas as partes a intensificarem o compartir de informações, actualizarem os métodos e padrões de regulação e unirem esforços para enfrentar a disseminação das drogas sintéticas — um desafio de escala global.

O Fórum de Cooperação para a Segurança Pública Global já foi realizado por três edições consecutivas. Sob o impulso e a promoção do fórum, todas as partes envolvidas têm aprofundado constantemente a comunicação de ideias, o intercâmbio de políticas e a cooperação pragmática na área da segurança pública. Com vista a construir, em conjunto, uma estrutura de cooperação de segurança pública global assente na negociação, construção e partilha conjuntas, aprofundar o intercâmbio e a cooperação na área de segurança pública, contribuindo activamente para que o sistema global dessa gestão se desenvolva de forma mais justa, razoável e eficiente.
