“捕狼2025”演練順利舉行　強化部門協作提升應急能力

為強化警方與綜合旅遊休閒企業（下稱“休企”）在應對突發事件時的訊息通報、指揮調度和協調應變能力，提升處理嚴重罪案的警務預案和行動成效，警察總局聯同澳門海關、治安警察局、司法警察局、消防局、博彩監察協調局以及澳娛綜合度假股份有限公司，於2025年7月16日上午舉行代號“捕狼2025”娛樂場突發事件演練，模擬休企轄下兩處地點分別發生炸彈威脅及持械搶劫，保安當局組成現場指揮中心應對事件，最終成功拘捕匪徒，解決危機。

模擬發生嚴重暴力搶劫案

演練於7月16日上午在路氹城區澳門上葡京綜合度假村舉行，模擬犯罪集團以向休企發出炸彈勒索電郵作為煙幕，謊稱已於該休企轄下位於澳門中區的一酒店商場內放置炸彈，勒索支付1億港元加密貨幣，否則將陸續引爆，目的是試圖轉移警方和休企安保注意力。休企立即就事件向司法警察局報案並通報博彩監察協調局，司警局接報後迅速展開追蹤排查，並協同治安警察局加緊留意休企轄下各酒店、娛樂場及周邊區域的情況。

與此同時，休企轄下一間位於路氹城區的娛樂場內發生持械行劫案，四名匪徒以聲東擊西的方式混入場內搶劫賭枱及客人財物，多人遭匪徒砍傷或跌傷，現場一度混亂，娛樂場保安員見狀報警求助。匪徒在逃離現場時遭聞訊趕至的司法警察局駐場巡邏隊人員攔截，一名匪徒被當場拘捕；一名匪徒逃至娛樂場對開馬路時被治安警察局特別巡邏組警員擒獲，並發現其手提袋內藏有懷疑爆炸品。此外，一名匪徒挾持兩名人質匿藏在娛樂場休息室內，要求警方讓其離開和釋放同伙。而第四名匪徒則未見蹤影。

多方通力協作解決危機

司法警察局接報後，根據現場情況迅速啟動危機應對預案，並啟動“頑童行動”機制，通報各保安部隊及保安部門加緊緝捕匪徒，聯同各部門設立現場指揮中心。澳門海關、治安警察局、司法警察局隨即調遣巡邏車隊、無人機隊及巡邏快艇，全面加強市面、沿岸及海上巡邏，並對口岸、主要幹道和跨海大橋橋口設置佈防，檢查所有可疑人士、車輛及船隻，同時通報珠海警方協防。

與此同時，保安當局封鎖現場並設置疏散集合點，消防局為多名傷者進行快速的傷檢分類及處理，治安警察局派出爆炸品處理組和警犬組進行搜索，並在消防人員的戒備下成功將匪徒遺留的爆炸品排爆。

而在娛樂場內，經司警局危機談判組人員多番勸導後成功說服匪徒釋放一名人質，但其後匪徒情緒轉為激動並擎槍與警方對峙及揚言要殺害另一名人質，指揮中心決定派出治安警察局特別行動組採取行動，最終順利制服匪徒及救出人質。另一方面，基於炸彈勒索電郵與娛樂場持械搶劫事件緊接發生，司法警察局聯動娛樂場監察部加緊追查，結合刑事技術廳、資訊罪案調查處和電腦法證處的調查和取證，成功揪出最後一名喬裝為娛樂場客人並混入賓客群內的匪徒，證實其為涉案犯罪集團的同伙，並曾向休企發出勒索電郵。

未雨綢繆強化應對能力

是次演練歷時1小時，動用約209名人員參與，在相關部門領導的指導、澳娛綜合參與人員及部門參演人員的通力合作下，整個演習過程順暢並達到預期目的。警察總局將積極貫徹保安司司長倡導的三個新型警務理念，秉持居安思危、未雨綢繆的執法態度，透過各項警務行動和聯合演練，不斷優化各項應急機制和預案，持續提升各保安部隊及保安部門間的聯動協作能力，以維護澳門良好治安環境，保障市民和旅客安全。

Carrying out “Wolf Hunting 2025” drill smoothly to reinforce departmental collaboration and enhance contingency capabilities

To reinforce the contingency capabilities in notification, command dispatch and coordination between the police and the integrated tourism and leisure enterprises (hereinafter abbreviated as “leisure enterprises”) when responding to emergencies, and enhance the policing plan and operational efficacy in handling serious crimes, the Unitary Police Service conducted a casino contingency drill codenamed “Wolf Hunting 2025” jointly with the Macao Customs Service, the Public Security Police Force, the Judiciary Police, the Fire Services Bureau, the Gaming Inspection and Coordination Bureau and SJM Resorts, S.A. on the morning of 16^th July 2025, simulating that bomb threat and armed robbery had taken place at two locations affiliated with the leisure enterprise respectively.  The public security authorities organised an on-site command centre to handle the incident, with the gangsters successfully apprehended and the crisis resolved in the end.

The drill started at the Grand Lisboa Palace Resort Macau in the Cotai district on the morning of July 16^th, simulating a criminal syndicate sending bomb extortion email to the leisure enterprise as smokescreen and falsely claimed that bombs had been placed in a hotel mall affiliated with the leisure enterprise in the Central district, and extorted for cryptocurrency of 100 million Hong Kong Dollars, or else the bombs would be detonated successively, the purpose of which was to divert the attention of the police and the security personnel of the leisure enterprise.  The leisure enterprise reported to the Judiciary Police and alerted the Gaming Inspection and Coordination Bureau at once.  Upon receiving the case, the Judiciary Police swiftly initiated tracking and screening, and collaborated with the Public Security Police Force to tighten the monitoring of the situation of various hotels, casinos affiliated with the leisure enterprise and their peripheries.

Meanwhile, a case of armed robbery took place in the casino affiliated with the leisure enterprise in the Cotai district.  Four gangsters used diversionary tactics to sneak into the casino, robbing the gaming tables and the property of the patrons.  Multiple individuals had sustained wounds either caused by knife attack of the robbers or falling down, in a state of commotion.  The security guards of the casino reported to the police for help at the sight of it.  While fleeing the scene, the gangsters were intercepted by the patrolling staff of the Judiciary Police stationed at the casino, who rushed to the scene upon catching wind of the robbery.  One of the gangsters was arrested on the spot, while another one was apprehended by the officers of the Special Patrol Group of the Public Security Police Force when he fled to the street across the casino, with suspected explosives found in his handbag.  In addition, a gangster held 2 hostages and hid in the casino lounge, demanding the police to let him leave and release his accomplices, while the fourth gangster was nowhere to be seen.

Collaborative efforts among multiple parties resolving the crisis

Upon receiving the case, the Judiciary Police promptly activated the crisis response plan based on the on-site situation, launching the “Operation Naughty Kid” mechanism to alert various public security forces and departments to step up the manhunt for the gangsters and set up an on-site command centre with various departments.  The Macao Customs Service, the Public Security Police Force and the Judiciary Police immediately deployed patrol fleets, drone team and patrol speedboats, enhancing comprehensively the patrols in the city, along the coast and at sea.  In addition, defensive measures were deployed at the ports, major trunk roads and at the access points of the sea-crossing bridges to inspect all the suspicious individuals, vehicles and vessels, with the Zhuhai police being alerted to assist in the joint defence at the same time.

Meanwhile, the public security authority locked down the area and set up evacuation assembly point.  The Fire Services Bureau conducted rapid triage and treatment for multiple injured persons.  The Public Security Police Force deployed Explosive Ordnance Disposal Group and Police Dog Group to conduct searching, and successfully detonated the explosive device left by the gangster amid heightened security measures of the fire services officers. 

While inside the casino, the Crisis Negotiation Group personnel of the Judiciary Police succeeded to convince the gangster to release one hostage after repeated persuasions.  However, the gangster became agitated afterwards and held a firearm in confrontation with the police, threatening to kill the other hostage.  The command centre decided to dispatch the Special Operations Group of the Public Security Police Force to launch operation, subduing the gangster and rescuing the hostage successfully in the end.  On the other hand, since the armed robbery in casino happened immediately after the bomb extortion email, the Judiciary Police tightened up the tracking with the surveillance department of the casino, integrating the investigation and evidence collected by the Forensic Science Department, I.T. Crimes Division and Computer Forensic Division, and successfully ferreting out the last gangster who disguised himself as a casino patron and sneaked into the crowd of guests.  He was confirmed to be the accomplice of the involved criminal syndicate and had sent out extortion email to the leisure enterprise.

Preparation in advance to reinforce the response capabilities

The drill lasted for one hour, mobilising around 209 personnel to participate.  Under the guidance of the leaders from relevant departments and the concerted effort by the participating staff of the SJM Resorts, S.A. and the participants of the departments, the whole process of the drill was completed smoothly and achieved the expected result.  The Unitary Police Service will actively implement the three new policing concepts advocated by the Secretary for Security, upholding the law-enforcement approach of being well-prepared for danger in peaceful times.  Through various policing operations and joint drills, various contingency mechanisms and plans will be constantly optimised and the collaborative capabilities of joint actions among various public security forces and public security departments will be continuously enhanced so as to safeguard the favourable public security landscape in Macao and protect the safety of the residents and the tourists.

Sucesso na realização do exercício “Captura do Lobo 2025”, reforçando a capacidade dos serviços na resposta a emergências

No intuito de reforçar a troca de informações, a capacidade de comando conjunto e a coordenação na resposta a emergências entre a polícia e as empresas de turismo e lazer, bem como elevar a eficiência dos planos de contingência e das operações policiais de combate à criminalidade grave, realizou-se, na manhã do dia 16 de Julho de 2025, um exercício de simulação de resposta a incidentes nas instalações de uma operadora de jogo. Este exercício, com o nome de código “Captura do Lobo 2025” contou com a participação de 7 entidades, a saber: Serviços de Polícia Unitários (SPU), Serviços de Alfândega (SA), Corpo de Polícia de Segurança Pública (CPSP), Polícia Judiciária (PJ), Corpo de Bombeiros (CB), Direcção de Inspecção e Coordenação de Jogos (DICJ) e SJM Resorts, S.A.. O exercício simulou a ocorrência sucessiva de uma ameaça de bomba e de um roubo à mão armada, em instalações distintas da mesma empresa de turismo e lazer. As autoridades de segurança instalaram o Centro de Comando no Terreno. O exercício terminou com sucesso, tendo sido detidos os criminosos e resolvida a crise. 

Simulação da ocorrência de um roubo com recurso a violência grave

O exercício teve lugar na manhã de 16 de Julho no Grand Lisboa Palace Resort Macau, sito no COTAI e foi simulado o seguinte cenário: uma organização criminosa fez uma ameaça de bomba, por correio electrónico, contra uma empresa de turismo e lazer (adiante designada por “empresa”), alegando ter colocado uma bomba no centro comercial de um hotel dessa empresa situada na zona central de Macau, que explodiria caso a empresa não entregasse 100 milhões de dólares de Hong Kong em criptomoeda. A empresa denunciou de imediato o caso à PJ, tendo ainda comunicado a ocorrência do incidente à DICJ. A PJ enviou de imediato o pessoal ao local para efectuar investigações e coordenou com o CPSP o acompanhamento da situação dos restantes hotéis e casinos dessa empresa, assim como as redondezas dessas instalações.

Mas, esta ameaça pretendia unicamente desviar a atenção da polícia e do pessoal da segurança do hotel, pois o real intuito dos criminosos era realizar um assalto à mão armada num casino dessa empresa situado no COTAI. Durante o sucedido, 4 criminosos roubaram os bens que se encontravam nas mesas de jogo e nos clientes. No meio da confusão, muitos clientes foram vítimas de agressão, tendo sido alvo de facadas e sofrido quedas. Face ao sucedido, o pessoal da segurança do hotel contactou de imediato a polícia. Os agressores puseram-se logo em fuga depois do roubo, tendo sido interceptados pelo pessoal de patrulhamento da PJ que acorrera ao local, acabando na detenção em flagrante delito de um dos assaltantes. De entre os restantes criminosos, um deles foi detido na via pública adjacente ao casino pelos agentes do CPSP que patrulhavam o local, tendo os agentes descoberto, na mala do ladrão, um objecto que suspeitaram ser um engenho explosivo. Além disso, um dos assaltantes tomou duas pessoas como reféns num quarto destinado ao descanso do pessoal do casino, exigindo à polícia que o deixasse abandonar o local e que libertasse os seus cúmplices. Salienta-se ainda que, o quarto indivíduo suspeito não tinha sido localizado.

Cooperação entre várias partes na resolução da crise

Após a denúncia, a PJ activou de imediato o plano de resposta a crises e desencadeou o mecanismo denominado “Operação Traquinas”, comunicando às forças e serviços de segurança a necessidade de envidar esforços na detenção do assaltante em fuga e instalando, juntamente com as diversas forças e serviços, o Centro de Comando no Terreno. De seguida, o pessoal dos SA, do CPSP e da PJ mobilizaram os carros, drones e botes rápidos para efectuar patrulhamento dentro da cidade, nas zonas costeiras e no mar, montando ainda bloqueios (“Stop”) nos postos fronteiriços, nas principais vias rodoviárias e nos pontos de acesso às pontes Macau-Taipa, revistando qualquer indivíduo, veículos ou barcos suspeitos e solicitando o auxílio das autoridades policiais de Zhuhai.

Ao mesmo tempo, as autoridades de segurança bloquearam o local do crime e estabeleceram pontos de encontro para as pessoas evacuadas. O pessoal do CB efectuou a triagem dos feridos e prestou os primeiros socorros. O CPSP enviou o Grupo de Tratamento de Engenhos Explosivos e o Grupo Cinotécnico ao local. Graças à cooperação entre o pessoal das duas corporações, o engenho explosivo deixado pelos assaltantes foi desactivado com sucesso.

Dentro do casino, os especialistas do Grupo de Negociação para Situações de Crise da PJ conseguiu convencer o assaltante a libertar um refém. Contudo, a estabilidade emocional do suspeito piorou com o passar do tempo, tendo passado a confrontar a polícia à mão armada e a ameaçar que mataria um outro refém. Face à situação, o Centro de Comando no Terreno decidiu mobilizar o Grupo de Operações Especiais do CPSP, acabando por deter o criminoso e resgatar o último refém. Por outro lado, visto que os casos de ameaça de bomba por correio electrónico e de assalto à mão armada aconteceram de forma sucessiva, a PJ reforçou a investigação e a recolha de provas através da interacção entre o Departamento de Ciências Forenses, a Divisão de Investigação de Crimes Informáticos e a Divisão de Informática Forense, contando ainda com a colaboração da secção de vigilância do casino, acabando por identificar e deter a última suspeita, que se disfarçara de cliente e se escamoteara no meio dos hóspedes do casino. Por fim, as autoridades confirmaram que a suspeita é membro da organização criminosa e que a mesma enviou o Email de extorsão à empresa.

Reforço da prevenção e da capacidade de resposta

O simulacro durou cerca de 1 hora e contou com cerca de 209 participantes. Sob a orientação do pessoal da direcção das forças e serviços de segurança e graças à cooperação entre os participantes provenientes da SJM Resorts e dos diversos serviços, o exercício terminou com sucesso e os resultados obtidos cumpriram as expectativas. Os SPU irão continuar a envidar esforços na concretização dos três conceitos policiais modernos apresentados pelo Secretário para a Segurança, prevendo possíveis ameaças em tempos de paz, cumprindo o lema “mais vale prevenir do que remediar”, através da realização de diversas operações policiais e exercícios conjuntos, do aperfeiçoamento contínuo dos diversos mecanismos e planos de resposta a emergências e do reforço da capacidade de coordenação e de acção conjunta entre as forças e serviços de segurança, salvaguardando a segurança pública de Macau e protegendo a vida e os bens dos seus residentes e turistas.
