保安範疇官員應邀出席《澳門講場》

2024年11月20日，警察總局梁文照局長助理、澳門海關葉華釗助理關長、治安警察局梁慶康副局長及司法警察局蘇兆強副局長，應邀出席澳門電台時事節目《澳門講場》，與市民一同回顧2024年保安範疇的“社區警務”及執法工作。

警察總局

梁文照局長助理在回顧時表示，在特區政府及保安司司長的領導下，局方有序推進各項防罪滅罪的工作，包括開展“冬防行動”和“雷霆行動”，以穩定本澳的治安環境。適逢今年是雙慶年，為加強安保工作，於本年7月，警察總局聯同駐澳部隊，以及多個保安範疇部門及相關政府部門進行了代號“盤龍”的大型反恐演練，提升各單位間對反恐事件的應變能力和協作機制。此外，警察總局一直重視警民關係，會通過定期拜訪和宣傳，聆聽市民需求，傳遞安全資訊，與市民攜手共建和諧、安全的社區環境。同時，他感謝社團及市民一直以來對局方工作的支持和配合。

梁局長助理亦表示，年底澳門即將迎來回歸祖國25周年，預計會有多項慶典活動。為此，警察總局將繼續與各部門緊密合作，加強情報交流和風險評估，以確保活動安全、順利進行。

就有聽眾問及關於民防志願者的參加方式，梁局長助理回應表示，民防志願者屬民防輔助參與者，除參與災後復原外，也會協助恆常的民防推廣及宣傳工作。為了提升志願者對民防工作的認識以及個人應急能力，局方會聯同民防架構成員持續為他們舉辦不同的進階培訓課程。

而關於“全澳城市電子監察系統”（俗稱“天眼”）在輔助警方執法的成效，梁局長助理表示由“天眼”投入運作至2024年10月，共輔助警方調查案件共超過28,000宗。而本年1至10月，“天眼”輔助調查的案件已有8,180宗。目前，“天眼”各階段系統運作良好，並達到預期的使用效果。

最後，就市民關心保安範疇前線人員在應對颱風後的休息問題，梁局長助理表示各部門會根據自身的工作情況，合理安排人員輪休，以確保他們的健康與工作效率。

澳門海關

葉華釗助理關長表示，針對水客活動，澳門海關從源頭遏止、市區防控，以及口岸堵截等多層面入手，實施全鏈條的打擊策略，同時與本地及鄰近地區的執法部門加強合作，全力遏止相關活動的發展勢頭。2020年至今年10月，海關於關閘、青茂、港珠澳大橋及橫琴口岸共查獲12,083宗水客偷運個案，以及查獲714宗利用跨境車輛進行的不法販運活動；於市內共開展313次打擊水客行動，查獲1,085宗違法個案，檢獲貨物約值2.37億澳門元。

被問及與內地在合作打擊跨境犯罪方面的成效，葉助理關長稱澳門海關採取“深化執法合作”的全方位管控模式，與內地海關保持緊密溝通，加強情報資訊交流，不斷優化和完善雙方海關前線的即時“點對點”聯絡機制；另外，亦透過重大走私專案合作為切入點，聯手開展打擊區域走私活動的專項行動，例如春悅、清灣、獴獵、風刃行動等，各項行動均達到打擊和震懾跨境不法活動的效果。

有聽眾關注有不法分子於關閘口岸風雨廊一帶招攬過關人士協助帶貨過關，葉助理關長回應指今年1月至10月已針對有關行為開展了10次打擊行動，共對16人作出檢控；另外亦跟進10宗由治安警察局轉介的相關個案，共對21人作出檢控。

治安警察局

梁慶康副局長表示，回顧2020年至2024年，本澳經歷疫情的重大考驗，在特區政府的領導之下，治安警察局嚴格執行各項防疫管控措施，以維護社會穩定。隨着2023年疫情步入新階段，各地通關政策逐漸放寬，出入境人流量持續上升；而2024年是中華人民共和國成立75周年、第六任行政長官選舉，以及澳門回歸祖國25周年，本澳將舉行各類慶祝活動，治安警察局已提前進行風險評估和安保規劃，加強情報交流，適時調整警務部署，確保活動順利舉辦。

在交通安全方面，治安警察局加強執法力度，嚴厲打擊各類交通違法行為，同時積極開展交通安全宣傳活動，利用各種媒體平台，向大眾普及交通安全知識。

在社區警務方面，治安警察局始終秉持着保安司提出的三個警務理念，不斷強化社會治安防控體系的建設，通過不同聯絡機制，定期與社團、學校及酒店業界保持緊密聯繫交流與罪案資訊共享，從而達到預防犯罪的效果。

梁副局長在回應市民有關行人違規問題時指出，治安警察局一直持續打擊行人違規行為，同時，亦會與有關部門共同審視是否存有行人過路設施不足的情況。此外，治安警察局會前往不同團體及以多種途徑開展交通宣傳工作，從而推廣交通安全方面的信息。

另外，對於有意見指近年旅客量已回復至疫情前水平，警方如何做好人潮管制措施，梁副局長表示，本年訪澳旅客已超過3,000萬人次，治安警察局已部署人流管控預案，調配內勤支援前線，並與邊檢部門加強預警聯動。同時，與澳門保安部隊事務局加強出入境設備監察，確保口岸運作正常，並在旅遊熱點增派警員巡邏，保障市民安全。

司法警察局

蘇兆強副局長表示，過去五年司警局在維護國家安全、網絡安全、社會安全方面展開大量工作，成立維護國家安全專責執法機構，統籌運作網絡安全事故預警及應急中心，全方位防範和應對風險；加強打擊博彩相關違法犯罪，積極與博監局、博企、酒店業界建立聯動和通報機制；全力以“預防、挽回、打擊”三軌並行策略應對電訊網絡詐騙。

司警局近年持續關注“換錢黨”活動，一直與博監局及博企緊密合作進行打擊，由於以往並無相關刑事法律，司警人員所截獲的“換錢黨”只能循行政程序處理。《打擊不法賭博犯罪法》自今年10月29日生效後，局方亦作出相應部署，在不足一個月內透過三方聯動成功偵破25宗“換錢黨”案件並拘捕38人，扣押涉案的310多萬港元現金及110多萬港元籌碼。司警局將繼續進行相關宣傳和打擊工作，切實維護博彩業健康有序發展。

蘇副局長稱，自2023年年初以來司警局重點加強邊境緝毒部署，截至今年10月共緝獲14宗以澳門作為中轉站的販毒案，當中2023年有12宗，今年首10個月則佔2宗，數字比去年大幅減少，反映司警局的緝毒工作取得一定效果。針對新型毒品不斷湧現，司警局與鄰近地區警務部門保持緊密聯繫，持續檢視並完善現行《禁毒法》，以回應社會需求。

他又提醒市民電訊網絡詐騙手法多樣，迷惑性高，市民自己關注防騙資訊之餘更要將相關訊息通知身邊親友。他表示今年第三季電話詐騙有52宗，分別比第二季及去年同期減少43.5%及54.4%，反映警方的反詐工作漸見成效。他重申詐騙手法仍有很多，市民務須提高警惕，如有需要可致電司警局防詐騙查詢熱線，或利用“反詐程式”查核詐騙風險。此外，詐騙款項能否成功挽回很大程度上取決於報案時間，他鼓勵受騙的市民及早報案，司警局會盡力透過機制和可行辦法協助市民。

Officials of security departments invited to attend “Macao Forum”

On 20th November 2024, Assistant to Commissioner General of the Unitary Police Service Luís LEONG, Assistant Director-General of the Macao Customs Service IP Wa Chio, Deputy Commissioner of the Public Security Police Force LEONG Heng Hong, Deputy Director of the Judiciary Police SOU Sio Keong, were invited to attend the Rádio Macao current affairs programme “Macao Forum” to jointly review with residents the “community policing” and law-enforcement work of the public security departments in 2024.

Unitary Police Service

Assistant to Commissioner General of the Unitary Police Service Luís LEONG stated during his review that under the leadership of the SAR Government and the Secretary for Security, the Unitary Police Service implemented various tasks systematically to prevent and combat crimes, including the initiation of “Winter Precaution Operation” and “Thunderbolt Operation” to stabilise the security landscape of Macao. It so happened that this year has been the year of Dual Celebrations. To strengthen security work, the Unitary Police Service, together with Macao Garrison, as well as various public security departments and relevant government departments, conducted a large-scale anti-terrorism drill codenamed “Coiling Dragon” to enhance the responsiveness and cooperative mechanism on anti-terrorism incidents among various units in July this year. In addition, the Unitary Police Service has always valued police-public relationship. Through regular visits and publicity, the Unitary Police Service listened to the needs of the residents and transmitted security information to them to jointly construct a harmonious and safe social environment. At the same time, he delivered his gratitude to the community groups and the residents for their constant support and cooperation with the work of the Unitary Police Service.

Assistant to Commissioner General LEONG also stated that Macao was going to welcome the 25th anniversary of the reunification with the Motherland by the end of this year, with multiple celebration activities expected to take place. In this respect, the Unitary Police Service would continue to cooperate with various departments closely to enhance intelligence exchange and risk assessment, so as to ensure the security and the smooth flow of the activities.

With regard to an audience’s inquiry about the participation method of civil protection volunteers, Assistant to Commissioner General LEONG replied that civil protection volunteers were civil protection auxiliary participants. Apart from participating in the post-disaster restoration, they would also assist in routine civil protection promotion and publicity work. To enhance volunteers’ understanding about the work of civil protection and personal emergency response capability, the Unitary Police Service would continue to hold various advanced training courses for them with members within the civil protection structure.

Regarding the efficacy of the “Macao citywide electronic surveillance system” (also known as “Eyes in the Sky”) in assisting the police with the law-enforcement work, Assistant to Commissioner General LEONG replied that since the commencement of the operation of the “Eyes in the Sky” until October 2024, it had assisted the police in the investigation of over 28,000 cases in total. While between January and October this year, “Eyes in the Sky” had already assisted in the investigation of 8,180 cases. At the moment, various phases of the “Eyes in the Sky” system has been operating smoothly and reached the expected application efficacy.

In the end, regarding the issue of break time taken by the frontline personnel of the security departments after tackling typhoon, Assistant to Commissioner General LEONG stated that various departments would make reasonable arrangement for the personnel to take turns to rest based on their respective working conditions to ensure their health and work efficiency.

Macao Customs Service

Assistant Director-General IP Wa Chio stated that regarding parallel traders’ activities, the Macao Customs Service had implemented full-chain combating strategies via various aspects, including deterrence at the origins, prevention and control in the city, interception at the ports, etc. At the same time, the Macao Customs Service enhanced the cooperation with the law-enforcement departments of local and neighbouring regions, deterring fully the development of relevant activities with all-out effort. Between 2020 and October this year, the Macao Customs Service had intercepted a total of 12,083 smuggling cases conducted by parallel traders, as well as 714 cases of illegal smuggling activities conducted via cross-border vehicles at the Border Gate, Qingmao, Hong Kong-Zhuhai-Macao Bridge ports. In addition, a total of 313 operations combatting parallel traders had been initiated within the city, with 1,085 illegal cases detected and goods worth approximately MOP237 million seized.

When asked about the efficacy of cooperation with the mainland in combatting cross-border crimes, Assistant Director-General IP stated that the Macao Customs Service had launched a comprehensive management and control mode of “deepening law-enforcement cooperation”, maintaining close communication with the mainland Customs, enhancing the exchange of intelligence and information, constantly optimising and improving the instant “point-to-point” communication mechanism between the frontlines of both Customs. In addition, through cooperation on major smuggling cases as an entry point, the Macao Customs Service initiated jointly with the mainland Customs specialised operations to combat regional smuggling activities, including Spring Delight, Clear Bay, Mungos Hunt, Wind Blade, etc. All of the operations had reached the result of combatting and deterring cross-border illegal activities.

With regard to an audience’s concern about criminals soliciting people passing through the checkpoint along the rain shelter corridor at the Border Gate Port to assist in bringing goods through the Customs, Assistant Director-General IP replied that between January and October this year, they had launched 10 combatting operations targeting relevant behaviour, with a total of 16 individuals being charged. Moreover, they have also followed up 10 relevant cases transferred by the Public Security Police Force, pressing charges against a total of 21 individuals.

Public Security Police Force

Deputy Commissioner of the Public Security Police Force LEONG Heng Hong stated that reviewing the period between 2020 and 2024, Macao had gone through a major challenge due to the pandemic. Under the leadership of the SAR Government, the Public Security Police Force strictly carried out various measures for the prevention and control of the pandemic to safeguard social stability. As the pandemic had proceeded to a new stage in 2023, the Customs clearance policies of various regions were gradually relaxed, leading to a constant increase in the outflow and inflow of travellers. In addition, the year 2024 marked the 75th Anniversary of the Founding of the People's Republic of China (PRC), the sixth-term Chief Executive Election and the 25th Anniversary of the Handover of Macao to the Motherland, with various types of celebration activities to be held in Macao. The Public Security Police Force have conducted risk assessment and security planning in advance, enhance intelligence exchange and adjust policing deployment timely to guarantee the smooth flow of the activities.

Regarding traffic safety, the Public Security Police Force reinforced the law-enforcement intensity and combatted vigorously various types of traffic violations, with the publicity work of traffic safety proactively initiated to popularise the knowledge of traffic safety to the public via various types of media platform.

With respect to community policing, the Public Security Police Force has always upheld the three policing beliefs proposed by the Secretary for Security, constantly strengthen the construction of the prevention and control system for social security. Through various liaison mechanism, the Public Security Police Force maintained close communication and shared criminal information with community groups, schools and the hotel industry regularly in order to achieve the result of crime prevention.

In the response to a resident regarding the issue of pedestrian violations, Deputy Commissioner of the Public Security Police Force LEONG pointed out that the Public Security Police Force had been constantly combatting the illegal bahaviours of the pedestrians. At the same time, they would review jointly with relevant departments whether there was insufficient road-crossing facilities for pedestrians. In addition, the Public Security Police Force would proceed to different groups to initiate publicity work about traffic safety via various channels to promote the messages of traffic safety.

Moreover, regarding the comment about how the police would properly carry out crowd control measures as the travellers volume had returned to the pre-pandemic level in recent years, Deputy Commissioner of the Public Security Police Force LEONG stated that the inbound travellers of Macao this year had already exceeded 30 million person-times, the Public Security Police Force had deployed crowd control contingency plan to mobilise office personnel to support the frontline, and enhanced early warning joint-action with the border control departments. In the meantime, they would reinforce the monitoring of the immigration equipment with Public Security Forces Affairs Bureau to ensure normal operation of the ports. Furthermore, more police officers would be deployed to patrol at tourist hot spots to protect the safety of the residents.

Judiciary Police

Deputy Director of the Judiciary Police SOU Sio Keong stated that, in the past five years, the Judiciary Police had initiated a significant amount of work with regard to safeguarding national security, cyber security and social security, establishing an exclusive law-enforcement organisation for safeguarding national security, coordinating the operation of the Cybersecurity Incident Alert and Response Centre to prevent and respond to risks in all directions. In addition, the Judiciary Police had reinforced the crackdown on gaming-related offences, established proactively the mechanism for joint-action and notification with the Gaming Inspection and Coordination Bureau, the gaming concessionaires and the hotel industry to fully respond to telecommunications cyber fraud via the three-track policy of “prevention, retrieve and combat”.

The Judiciary Police had constantly paid close attention to the “money exchange gang” activities in recent years, and had always maintained close cooperation with the Gaming Inspection and Coordination Bureau and the gaming concessionaires to conduct crackdown. As there was no relevant criminal law in the past, the “money exchange gang” intercepted by the personnel of the Judiciary Police could only be handled according to administrative procedures. Since the enactment of the “Law to combat illegal gambling crimes” on 29th October 2024, the Judiciary Police had also made corresponding deployment, with 25 “money exchange gang” cases cracked, 38 persons apprehended, with more than HKD3.1 million of cash and more than HKD1.1 million of chips seized via tripartite joint-action in less than one month. The Judiciary Police would continue to conduct relevant publicity and combat work to practically safeguard the healthy and orderly development of the gaming industry.

Deputy Director SOU stated that the Judiciary Police had focused on reinforcing the anti-drug deployment at the border area since early 2023. By October this year, a total of 14 drug trafficking cases using Macao as a transit point had been cracked, among which 12 cases took place in 2023 while 2 cases took place in the first 10 months of this year. The figure had dropped significantly when compared to last year, showing that the anti-drug work of the Judiciary Police had achieved certain results. Regarding the constant emergence of new drugs, the Judiciary Police had maintained close communication with the policing departments in neighbouring regions to constantly review and improve the current “Anti-Drug Law” in response to the need of the society.

He also reminded the residents of the diversity of the modus operandi regarding telecommunications and cyber fraud, which were highly delusive. Apart from paying close attention to the anti-fraud information, the residents should inform the relatives and friends around them about relevant messages. He stated that there were 52 telephone fraud cases in the third quarter of this year, which had dropped by 43.5% and 54.4% respectively when compared to the second quarter and the same period of last year, showing that the anti-fraud work conducted by the police had become effective gradually. He reiterated that there were still many types of fraudulent means, the residents had to enhance their vigilance and could call the anti-fraud enquiry hotline of the Judiciary Police or use the “anti-fraud app” to check the fraudulent risk when necessary. Moreover, the success in retrieving fraudulent proceeds relied heavily on the case reporting time. He encouraged the defrauded residents to report the case as soon as possible, the Judiciary Police would strive to assist the residents through mechanism and feasible means.

Pessoal de direcção e chefias da área de segurança no programa de rádio “Macau Fórum”

No dia 20 de Novembro, a convite da TDM, o Adjunto do Comandante-geral dos Serviços de Polícia Unitários (SPU), Luís LEONG, o Adjunto do Director-geral dos Serviços de Alfândega (SA), IP Wa Chio, o Segundo-comandante do Corpo de Polícia de Segurança Pública (CPSP), LEONG Heng Hong, e o Subdirector da Polícia Judiciária (PJ), SOU Sio Keong, estiveram presentes no programa de rádio “Macau Fórum”, com o intuito de fazer um balanço junto dos ouvintes sobre o trabalho desenvolvido em 2024 no âmbito de “policiamento comunitário” e da execução da lei.

Serviços de Polícia Unitários

O Adjunto do Comandante-geral dos SPU, Luís LEONG, referiu que, com a liderança do Governo da RAEM e do Secretário para a Segurança, os SPU têm promovido, de forma ordenada, diversas tarefas de prevenção e combate à criminalidade, nomeadamente a “Operação Preventiva de Inverno” e a “Operação Trovoada”, para garantir a tranquilidade e ordem social de Macau. Por ocasião do “duplo aniversário” deste ano e para melhorar a segurança, os SPU e a Guarnição em Macau, em coordenação com os diversos serviços da área da segurança e os respectivos serviços públicos, realizaram um exercício conjunto antiterrorista denominado “Dragão em Espiral”, de forma a melhorar a capacidade de resposta a incidentes e o mecanismo de coordenação entre as diversas entidades. A par disso, os SPU dão grande importância à relação entre a polícia e os cidadãos, auscultando as necessidades das pessoas e divulgando informações sobre segurança através de visitas periódicas a associações e acções de sensibilização pública, por forma a criar juntos, um ambiente harmonioso e seguro na sociedade. O mesmo dirigente aproveitou ainda a ocasião para agradecer às associações cívicas e cidadãos pelo apoio e colaboração prestado.

O mesmo dirigente disse que, por ocasião do 25.º aniversário do retorno de Macau à Pátria, serão realizadas várias actividades comemorativas. Para o efeito, os SPU continuarão a manter a cooperação com os diversos serviços, intensificando a troca de informações e a avaliação de riscos, por forma a garantir a realização sem sobressaltos dessas actividades.

Em resposta às questões levantadas pelos ouvintes sobre a forma de participação dos voluntários de protecção civil, o Adjunto LEONG respondeu que os voluntários são participantes que assistem na protecção civil. Para além de participar no trabalho de recuperação pós-catástrofe, os voluntários de protecção civil ajudam ainda no trabalho de natureza permanente no âmbito da protecção civil, nomeadamente transmissão de informação e acções de sensibilização. No intuito de aumentar os conhecimentos dos voluntários sobre o trabalho de protecção civil e a sua capacidade de resposta a emergências, os SPU realizam com os membros da estrutura de protecção civil, cursos de formação avançada destinados aos voluntários.

Relativamente à eficácia do “Sistema de Videovigilância em Espaços Públicos de Macau” (vulgarmente conhecido por “Olhos no Céu”) no apoio à execução da lei, Luis LEONG referiu que, desde a entrada em funcionamento até Outubro de 2024, o sistema “Olhos no Céu” ajudou a polícia na investigação de mais de 28 mil casos, entre os quais 8.180 no período compreendido entre Janeiro e Outubro deste ano. O sistema está a funcionar a bom ritmo, e alcançou os resultados esperados na prevenção do crime e no auxílio à investigação.

Quanto às preocupações dos cidadãos sobre o descanso dos agentes da linha da frente da área da segurança após a passagem de tufões, o Adjunto LEONG referiu que os serviços irão organizar adequadamente o descanso rotativo do pessoal de acordo com as suas próprias realidades no trabalho, para garantir a saúde dos agentes e a eficiência do trabalho.

Serviços de Alfândega

O Adjunto do Director-geral dos SA, IP Wa Chio, indicou que, em relação às actividades de contrabando, os SA continuaram a adoptar diferentes estratégias de combate, nomeadamente combate na origem, aplicação de medidas de prevenção na zona urbana, intercepção nos postos fronteiriços etc. Ao mesmo tempo, os SA aumentaram a cooperação com os serviços de execução da lei locais e das regiões vizinhas com vista a reprimir o desenvolvimento desse tipo de actividades. Desde 2020 até Outubro do corrente ano, foram detectados nos postos fronteiriços das Portas do Cerco, de Qingmao, da Ponte Hong Kong-Zhuhai-Macau e de Hengqin, 12.083 casos de contrabando de mercadorias por parte de pessoas que fazem comércio paralelo e foram registados 714 casos de contrabando em veículos que passaram pelos referidos postos fronteiriços. Foram ainda realizadas 313 operações de combate ao tráfico ilegal de mercadorias, durante as quais foram detectados 1.085 casos de contrabando de mercadorias, num valor total de 237 milhões de patacas.

Ao ser questionado sobre a eficácia da cooperação com a China continental no combate à criminalidade transfronteiriça, o Adjunto IP respondeu que os SA adoptam o modelo de controlo abrangente da medida “aprofundamento da cooperação na execução da lei”, têm mantido a colaboração com os serviços de alfândega do continente e têm aumentado a troca de informações, de forma a optimizar e aperfeiçoar a medida de comunicação em tempo real “ponto a ponto” aplicada pelo pessoal da linha de frente das autoridades alfandegárias das duas regiões. A par disso, através da cooperação nos grandes projectos sobre contrabando, as autoridades das duas jurisdições desenvolveram juntas acções específicas de combate ao contrabando regional, essas acções surtiram o efeito de combate e dissuasão das actividades ilegais transfronteiriças.

Houve um ouvinte que se mostrou preocupado sobre o facto de alguns criminosos recrutarem pessoas que passam a fronteira na zona do corredor contra chuva e vento do posto fronteiriço das Portas do Cerco para ajudar a transportar mercadorias. O Adjunto IP respondeu que, entre Janeiro e Outubro do corrente ano, foram realizadas 10 operações específicas de combate a este tipo de actividade, onde foram detidos 16 indivíduos. A par disso, foram acompanhados 10 casos relacionados, encaminhados pelo CPSP, e 21 indivíduos foram acusados.

Corpo de Polícia de Segurança Pública

O Segundo-Comandante do CPSP, LEONG Heng Hong, indicou que, de 2020 a 2024, Macau passou pelo grande teste que representou a epidemia. Com a liderança do Governo da RAEM, o CPSP executou rigorosamente as diversas medidas de controlo e prevenção da epidemia, para manter a estabilidade na sociedade. Com a entrada numa nova fase em 2023, as políticas rigorosas de passagem fronteiriça foram gradualmente levantadas, resultando assim num aumento contínuo do fluxo de pessoas nas fronteiras. Como no ano em curso se assinalam o 75.º aniversário da implantação da República Popular da China, as eleições para o sexto mandato do Chefe do Executivo e o 25.º aniversário do retorno de Macau à Pátria, serão realizadas diversas actividades comemorativas. O CPSP já efectuou antecipadamente a avaliação dos riscos e o planeamento para a segurança, foi aumentada ainda a troca de informações e ajustado oportunamente o planeamento policial, para garantir a realização sem sobressaltos das referidas actividades.

No que diz respeito à segurança rodoviária, o CPSP tem aumentado a execução da lei, combatendo seriamente os diversos tipos de infracções rodoviárias. Ao mesmo tempo, o CPSP tem desenvolvido actividades de sensibilização sobre segurança rodoviária por meio de diversas plataformas de comunicação social, com vista a divulgar ao público conhecimentos nesta área.

No que diz respeito ao policiamento comunitário, o CPSP tem seguido os três conceitos policiais estipulados pela Secretaria para a Segurança, reforçando constantemente a criação do sistema de prevenção e controlo da segurança pública. O CPSP tem mantido a colaboração e tem realizado intercâmbio periódico com as associações civis, escolas e sector hoteleiro através de diferentes mecanismos de comunicação para partilhar informações sobre o combate à criminalidade, a fim de melhorar o sentido do público sobre prevenção da criminalidade.

Em resposta à questão sobre as infracções dos peões, o Segundo-Comandante LEONG indicou que o CPSP tem vindo a combater constantemente as infracções dos peões, ao mesmo tempo, irá avaliar em conjunto com os serviços competentes, a questão de haver, ou não, um número suficiente de instalações de travessia pedonal. Por outro lado, o CPSP tem realizado acções de sensibilização junto das associações civis, com vista a divulgar informações sobre a segurança rodoviária.

Em resposta a uma outra questão sobre a implementação de medidas de controlo do fluxo de pessoas, uma vez que o número de visitantes voltou ao nível registado antes da epidemia, o mesmo dirigente disse que, este ano, Macau recebeu mais de 30 milhões de visitantes, o CPSP tem activado o plano de controlo de fluxo de pessoas, mobilizando agentes de trabalho interno para a linha da frente e tem aumentado os avisos prévios em conjunto com os serviços fronteiriços. Ao mesmo tempodisse que o CPSP irá reforçar a fiscalização dos equipamentos de migração junto com a Direcção dos Serviços das Forças de Segurança de Macau de forma a garantir o funcionamento normal dos postos fronteiriços, bem como o patrulhamento nos pontos turísticos a fim de garantir a segurança dos cidadãos.

O Subdirector da PJ, SOU Sio Keong, indicou que, nos últimos 5 anos, a PJ tem desenvolvido um grande volume de trabalho no âmbito da segurança nacional, da cibersegurança e da segurança em geral, foi criada uma entidade especializada para a execução da lei relativa à defesa da segurança do Estado, coordenou-se o funcionamento do Centro de Alerta e Resposta a Incidentes de Ciberseguranca, de forma a prevenir e responder aos riscos em todas as vertentes. No sentido de reforçar o combate aos crimes relacionados com o jogo, a PJ estabeleceu dinamicamente mecanismo de ligação e de acção conjunta com a Direcção de Inspecção e Coordenação de Jogos (DICJ), as operadoras de jogo e o sector hoteleiro, fazendo grandes esforços para combater às burlas nas redes de telecomunicações com uma estratégia paralela compreendida pelas três vertentes “prevenção, recuperação e repressão”.

Nos últimos anos, a PJ tem dado muita atenção às actividades de troca ilegal de dinheiro e tem cooperado com a DICJ e as operadoras de jogo para o combate aos respectivos crimes. Dado que, no passado, não existia uma legislação penal específica, os agentes da PJ apenas podiam seguir os procedimentos administrativos com os “burlões de troca de dinheiro”. Após a entrada em vigor das alterações à “Lei de combate aos crimes de jogo ilícito” no dia 29 de Outubro de 2024, as autoridades têm procedido ao respectivo trabalho preparatório, resolvendo, dentro de um mês, 25 casos que envolviam “burlões de troca de dinheiro” e detiveram 38 indivíduos. Em relação a estes casos, foram apreendidos cerca de 3,1 milhões de dólares de Hong Kong e fichas de jogo em cerca de 1,1 milhões de dólares de Hong Kong. A PJ continuará a realizar acções de sensibilizarão e operações de combate para garantir o desenvolvimento saudável e ordenado do sector do jogo.

O Subdirector SOU referiu que, desde o início de 2023, a PJ tem vindo a aumentar o trabalho de combate à droga nas fronteiras, até Outubro do corrente ano, foram descobertos 14 casos de tráfico de droga que utilizavam Macau como ponto de trânsito, dentro dos quais 12 casos ocorreram em 2023 e 2 nos primeiros 10 meses de 2024. Este número representa uma descida significativa em comparação com o ano passado, o que demonstra que o trabalho de combate à droga desenvolvidos pela PJ surtiu efeitos positivos. Face ao surgimento contínuo de novos tipos de drogas, a PJ mantém a ligação com os serviços policiais das regiões vizinhas, continuando a rever e aperfeiçoar a implementação da “Lei de Proibição da produção, do tráfico e do consumo ilícitos de estupefacientes e de substâncias psicotrópicas” de forma a responder às necessidades da sociedade.

O mesmo dirigente alertou ainda as pessoas sobre a diversificação e complexidade das burlas através das redes telefónica e informática e pediu para transmitirem as informações de prevenção aos seus familiares e amigos. O Subdirector SOU indicou que, no 3.º trimestre do corrente ano, registaram-se 52 casos de burla telefónica, representando uma descida de 43,5 % e 54,4 %, respectivamente, em comparação com o 2.º trimestre deste ano e o período homólogo do ano passado, isto mostra que o trabalho de combate à burla está a produzir gradualmente resultados positivos. SOU Sio Keong reiterou ainda que existem muitos esquemas de burla, pelo que as pessoas devem estar atentas, se for necessário, podem ligar para a linha aberta de prevenção das burlas da PJ ou recorrer ao “miniprograma antiburla” para verificar os riscos inerentes. Por outro lado, a recuperação do dinheiro furtado muito depende do momento da denúncia do crime, por isso, o mesmo responsável incentivou as pessoas a fazer as queixas o mais cedo possível, para que a PJ possa trabalhar e apoiar os cidadãos através dos mecanismos existentes e outras formas que possam ser viáveis.
