“第十九屆海峽兩岸暨香港、澳門警學研討會”在香港舉行

“第十九屆海峽兩岸暨香港、澳門警學研討會”於2024年11月5日至8日在香港舉行。活動由中國警察協會主辦、香港警務處承辦，中國警察協會許甘露會長、台灣刑事偵防協會辜仲立榮譽理事長和黃炳彰理事長、香港警務處蕭澤頤處長、香港入境事務處郭俊峯處長、澳門保安司黃少澤司長以及澳門警察總局梁文昌局長，分別率領來自海峽兩岸及香港、澳門的專家學者及實務工作者共約170人參與，圍繞現今智慧科技的應用，探討警務工作新方向，拓展區際警務合作新里程。

在開幕式上，多位主禮嘉賓分別致辭，體現四地警方信念一致，同以變革創新的精神不斷探索求真，強化執法能力，深化警務合作理念，同時充分肯定研討會多年來為四地警界在警學理論、經驗分享以及文化交流方面所發揮的積極貢獻。

本屆研討會以“智慧科技賦能與警務現代化”為主題，大會期望在當前高度信息化的時代，讓警務思維及執法模式趨向高科技革新，以人工智能和大數據技術賦能，更高效應對新型犯罪所帶來的挑戰。本屆研討會共徵集學術論文70篇，當中圍繞智慧科技、新型犯罪模式、網絡犯罪、跨境電商及虛擬貨幣、人工智能以及警務現代化等主題，進行了七場研討交流，來自四地的35位學者及實務工作者圍繞主題論文發言交流。此外，更邀請了來自內地與台灣地區的三位專家作主旨發言，啟迪與會者的創新思維。於研討會上，各專家、學者與實務工作者雲集，發表真知灼見，期間卓見疊出，提出具針對性和突破性的執法策略以至區際警務合作的新理念，充分展現了與會者的學術智慧，共同為警隊的科技革新探索新路向。同場亦舉行了海峽兩岸暨香港、澳門警察書畫作品展，四地合共展出87幅優秀書畫作品，為研討會更添文化底蘊，傳承警隊文化。

本局司法警察學校孫錦輝校長應邀在第三場研討會上擔任點評嘉賓，本局人員所提交的論文中有三篇被編入大會論文集，其中兩篇更獲選為現場發表論文；此外，本局人員的四幅書法作品亦在書畫作品展中展出。

“The 19th Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” held in Hong Kong

“The 19th Symposium on Police Studies of the Straits-cum-Hong Kong and Macao” was held in Hong Kong between 5th and 8th November 2024. The activity was hosted by the Police Association of China and co-hosted by the Hong Kong Police Force, and was participated by a total of approximately 170 academic experts and practitioners from across the straits and Hong Kong, Macao, who were respectively led by Chairman XU Ganlu of the Police Association of China, Honourable Chairman Andre KOO and Chairman HUANG Pingchang of Taiwan Criminal Investigation and Prevention Association, Commissioner SIU Chak Yee of Hong Kong Police Force, Director Benson KWOK Joon Fung of Hong Kong Immigration Department, Secretary for Security of Macao WONG Sio Chak, and Commissioner General of the Unitary Police Service LEONG Man Cheong, to explore new directions of policing work and open up new journey for regional policing collaboration surrounding the application of current smart technologies.

Several officiating guests delivered speeches at the opening ceremony respectively, demonstrating the unified beliefs of the police forces of the four jurisdictions, which were to go in quest of truth with reformative and innovative spirit, to enhance law enforcement capacity, and to deepen the concept of policing collaboration; while sufficiently affirming the positive contribution of the symposium in areas of theories on police studies, experience sharing and cultural exchange for the police sector in the four jurisdictions over the years.

This year’s symposium was themed with “Smart Technologies Empowerment and Police Modernisation”, in the expectation of reforming policing concepts and law enforcement patterns towards high technologies in the current highly information-based era, empowering police with the technologies of artificial intelligence and big data, and addressing the challenges posed by new types of crimes more efficiently. 70 academic essays were collected in this year’s symposium, in which 7 sessions of discussions and exchanges surrounding topics including smart technologies, new crime patterns, cybercrime, cross-border e-commerce and virtual currencies, artificial intelligence and police modernisation had been conducted, 35 scholars and practitioners from the four jurisdictions delivered speeches and conducted exchanges around thematic essays. Furthermore, 3 experts from the mainland and Taiwan region were invited to give keynote speeches, inspiring innovative thinking of the participants. Experts, scholars and practitioners gathered in the symposium to share their insights; during which, many profound insights emerged, including targeted and breakthrough law enforcement strategies and new concepts of regional policing collaboration, fully demonstrating the academic wisdom of the participants, who joined hands to explore the new direction for the technological reforms of police forces. The Police Calligraphy and Painting Exhibition of the Straits-cum-Hong Kong and Macao was also held at the same time, with 87 excellent artworks from the four jurisdictions exhibited, bringing cultural heritage to the symposium to inherit police culture.

Director SUEN Kam Fai of the Judiciary Police School was invited to be the guest commentator at the 3rd session; among the essays submitted by personnel of the Judiciary Police, 3 of them were selected for inclusion in the symposium’s official publication, among which 2 were selected to be presented in the symposium; in addition, 4 calligraphy works submitted by personnel of the Judiciary Police were exhibited in the calligraphy and painting exhibition.

“19.º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau” realizado em Hong Kong”

Com a coordenação da Associação de Polícias da China continental e a co-organização da Hong Kong Police Force, entre 5 e 8 de Novembro, decorreu em Hong Kong, o “19.º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau”. O seminário contou com a presença de cerca de 170 pessoas, em delegações compostas por especialistas, académicos e professionais provenientes das quatro jurisdições, chefiadas, respectivamente, pelo Presidente da Associação de Polícias da China, XU Ganlu, pelo Presidente Honorário da Associação de Investigação e Prevenção Criminal de Taiwan, GU Zhongli, pelo Presidente da Direcção da Associação de Investigação e Prevenção Criminal de Taiwan, HWANG Bingzhang, pelo Comandante da Polícia de Hong Kong, SIU Chak-yee, pelo Director dos Serviços de Imigração de Hong Kong, KWOK Joon-fung, pelo Secretário para a Segurança de Macau, WONG Sio Chak, e pelo Comandante-geral dos Serviços de Polícia Unitários de Macau, LEONG Man Cheong. Este seminário centrou-se na aplicação da tecnologia inteligente nos dias de hoje, abordou a nova direcção do trabalho policial e expandiu para um novo nível a cooperação policial inter-regional.

Vários convidados de honra usaram da palavra durante a cerimónia de abertura, tendo evidenciado o lema “Procura incessante da verdade com um espírito reformista e inovador”, partilhado pelas quatro autoridades policiais, de forma a reforçar a capacidade de execução da lei e aprofundar o conceito de cooperação entre as quatro polícias. Ao mesmo tempo, reconheceram ainda o contributo importante deste seminário na promoção da teoria policial, partilha de experiência e intercâmbio de cultura para as polícias das quatro regiões.

Com o lema “A capacitação da tecnologia inteligente e a modernização policial”, a organização espera que na era que presenciamos, com alto grau de informatização, o pensamento policial e o modelo de execução da lei sejam melhorados de forma inovadora através de tecnologias sofisticadas, sejam capacitados mediante as tecnologias de inteligência artificial e dos megadados, de modo a enfrentar mais eficazmente os desafios criados pela ocorrência de novos crimes. Durante o seminário, foram recolhidas 70 dissertações académicas sobre a tecnologia inteligente, os novos modelos de criminalidade, o cibercrime, o comércio electrónico transfronteiriço e moeda virtual, a inteligência artificial e modernização policial, entre outros. Foram realizadas 7 sessões de discussão e intercâmbio, onde 35 académicos e profissionais das quatro regiões proferiram exposições sobre os temas. Além disso, foram ainda convidados três especialistas da China continental e da região de Taiwan para proferir discursos temáticos, onde incentivaram os participantes a desenvolverem um pensamento criativo. No seminário, os especialistas, académicos e profissionais reuniram-se para apresentar os seus conhecimentos e ideias correctos e profundos. Durante o seminário, surgiram muitas ideias excelentes, foram propostas estratégias de aplicação da lei direcionadas e inovadoras, e até novos conceitos de cooperação policial inter-regional, isto demonstrou plenamente a sabedoria académica dos participantes, que exploram em conjunto novos rumos para a inovação tecnológica da polícia. No local estava também patente uma exposição de pintura e caligrafia da autoria dos polícias das quatro jurisdições, um total de 87 excelentes obras de caligrafia e pintura, o que contribuiu para adicionar conotações culturais ao seminário e difundir a cultura policial.

O director da Escola de Polícia Judiciária, SUEN Kam Fai foi convidado a ser o avaliador na terceira sessão de seminário, enquanto três das dissertações apresentadas pelo nosso pessoal foram incluídas na colectânea do seminário, duas das quais foram ainda escolhidas como artigos de publicação no local, além disso, quatro obras de caligrafia do pessoal da PJ também foram exibidas na exposição.
