2024澳門保安部隊及保安部門工作經驗分享會

為砥礪警察精神，營造良好的警隊文化氛圍，2024年10月16日上午，澳門保安部隊高等學校舉辦“2024澳門保安部隊及保安部門工作經驗分享會”，邀請來自保安範疇不同部門的人員交流工作心得、分享經驗成果，保安司黃少澤司長、警察總局梁文昌局長、澳門海關黃文忠關長，澳門保安部隊高等學校校董會成員、學術及教學委員會成員，以及保安範疇轄下各部門領導和各級人員代表出席，並在各保安部隊及保安部門設有15個直播點，線上線下合計逾700人參與。

“保安部隊及保安部門工作經驗分享會”是建設警隊文化的其中一項重要工作，通過舉辦分享會，讓不同部門的人員分享其在工作上的所思所感，將熱誠感染身邊人，實現經驗互相啟發、互相學習和互相激勵，凝聚警隊的向心力和共同信念，達到共同進步的目的，建設優秀的保安部隊及保安部門文化，用心為市民服務，構建平安和諧的社會環境。

本年分享會共有八位嘉賓作出分享，分別任職於保安部隊及保安部門不同的工作崗位，題目依次為：警察總局崔家強首席刑事偵查員的“行與思——我在大型聯合演練的日子”、澳門海關林志文關務督察的“嚴防走水守關門”、司法警察局周錠軒職務主管的“派駐國際刑警組織——勇於挑戰．專業執法．邁向國際”、治安警察局鄭偉強副警長的“遇風．馭風．破風”、澳門保安部隊高等學校譚健明副一等消防區長的“教有所得，學有所成”、消防局黃崇昇首席消防員的“命懸一線”、懲教管理局凌惠婷副警長的“‘懲’心話”，以及治安警察局何志斌首席警員的“音符下的責任”。每一位分享者以親身經歷訴說他們的警察故事，在崗位上如何發揮專業，秉持保安當局提出的三個警務理念：“主動警務”、“社區警務”和“公關警務”。

在各嘉賓的真情分享後，保安司黃少澤司長作出總結發言時表示，八位分享者以平常的語言、真摯的感情講述了自身的警察故事，令人感動和振奮。在對分享者逐一細緻點評中，司長肯定其對工作的熱誠並寄予期望，指出每位人員在平凡的工作中盡顯不平凡，展現了對警察職業的熱愛、奉獻和付出，亦都展現了對警察工作的思考、建議和總結，給人深刻的體會和啟發。

通過舉辦工作經驗分享會，堅定警務理念，並且激發更多警察同袍創造工作的意義和價值，主動承擔職責與任務，努力實現警察的使命，為社會的安定繁榮獻出自己的力量。

Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments 2024

In a bid to foster the police spirit and cultivate a positive atmosphere of the police culture, the Academy of Public Security Forces of Macao organised the “Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments 2024” on the morning of 16th October 2024, inviting personnel of various departments from the public security authorities to conduct exchange of work experience and sharing of lessons learned, which was attended by Secretary for Security WONG Sio Chak, Commissioner General of the Unitary Police Service LEONG Man Cheong, Director General of the Macao Customs Service VONG Man Chong, members of the Council, Academic and Teaching Committee of the Academy of Public Security Forces of Macao, as well as the directorates and representatives of personnel at all levels from the public security authorities. Additionally, 15 live-streaming spots were set up at various public security forces and security departments, with a total of more than 700 participants online and offline.

The “Professional Experience-sharing Session of Macao’s Public Security Forces and Security Departments” is one of the important tasks in building the police culture. Through organising the sharing session, personnel from different departments can share their thoughts and feelings at work, spread their passion to those around them, so as to achieve mutual inspiration of experience, mutual learning and mutual motivation, enhance the cohesiveness and common beliefs within the police forces to realise the goal of collective progress, establish an excellent culture for the public security forces and security departments, serve the public with dedication, and build a safe and harmonious social environment.

A total of eight guest speakers, who are working in different positions in the public security forces and security departments, gave sharing on the following topics at this year’s sharing session: “Actions and thoughts - my days at the large-scale joint exercises” by Principal Criminal Investigator Adriano Diamantino ANOK of the Unitary Police Service, “Rigorous prevention against parallel-trading activities to guard the borders” by Customs Inspector LAM Chi Man of the Macao Customs Service, “Secondment to Interpol – rise to the challenge．professional law enforcement．march towards the international arena” by Duty Supervisor CHAO Teng Hin Filipe of the Judiciary Police, “Embrace the wind．master the wind．break through the wind” by Deputy Sergeant CHIANG Wai Keong of the Public Security Police Force, “Teaching and learning both yield fruitful results” by Assistant Fire Chief TAM Kin Meng of the Academy of Public Security Forces of Macao, “Life is at stake” by Principal Firefighter WONG Song Seng of the Fire Services Bureau, “Heartfelt words about correctional services” by Officer LENG Wai Teng of the Correctional Services Bureau, and “Responsibility under the musical note” by Principal Police Officer HO Chi Pan of the Public Security Police Force. Each of the speakers depicted their police stories from their personal experience, how they had given full play to their profession in their posts, and upheld the three policing concepts put forward by the security authorities: “proactive policing”, “community policing” and “public relations policing”.

After the heartfelt sharing of the guest speakers, Secretary for Security WONG Sio Chak stated, in his concluding remarks, that the eight speakers narrated their own police stories with ordinary language and sincere emotion, which was moving and uplifting. In his detailed comments on each of the speakers, Secretary for Security recognised their enthusiasm for their work and pinned expectations on them, pointing out that each of them performed extraordinarily in their ordinary work, demonstrating their passion, dedication and commitment to the police profession, as well as their reflection, suggestion and conclusion on police work, which gave people a profound understanding and inspiration.

Through organising the professional experience-sharing session, the police concepts are firmly upheld and more police officers are inspired to create the meaning and value of their work, taking the initiative to undertake their duties and responsibilities, striving to realise the mission of the police, and dedicating themselves to the stability and prosperity of the society.

Encontro de Partilha de Experiências de Trabalho das FSSM para 2024

Para continuar o espírito policial e criar uma boa atmosfera, na manha de 16 de Outubro de 2024, a Escola Superior das Forças de Segurança de Macau organizou o “Encontro de Partilha de Experiências de Trabalho das FSSM para 2024”, foram convidados pessoas de diferentes serviços da tutela da Segurança para trocar ideias sobre o seu trabalho e partilhar experiências e resultados. Marcaram presença o Secretário para a Segurança, WONG Sio Chak, o Comandante-geral dos Serviços de Polícia Unitários, LEONG Man Cheong, o Director-geral dos Serviços de Alfândega, VONG Man Chong, membros do Conselho Geral e membros do Conselho Científico-Pedagógico da Escola Superior das Forças de Segurança de Macau, dirigentes da área da segurança e representantes do pessoal de todos os níveis. O encontro foi também transmitido ao vivo em 15 pontos ligados online às Forças e Serviços de Segurança, o número total de participantes foi assim de 700 pessoas que assistiram online e ao vivo.

O “Encontro de Partilha de Experiências de Trabalho das FSSM” é importante no desenvolvimento da cultura policial. A realização do Encontro deu às pessoas dos vários serviços a oportunidade de partilhar as suas ideias sobre o trabalho, e transmiti-lo aos outros, de forma a criar inspiração, aprendizagem e estímulo acerca dessas experiências, intensificar a coesão e a ideia comum das forças policiais alcançando o objectivo de progresso conjunto, construir uma cultura de excelência das forças e serviços de segurança, servir a população e criar um ambiente seguro e harmonioso na sociedade.

Este ano houve um total de oito convidados, que trabalham em diferentes forças e serviços de segurança. Os temas foram os seguintes: “Acção e pensamento – Os meus dias num exercício conjunto de grande envergadura”, dito pelo Investigador Criminal Principal dos Serviços de Polícia Unitários, Adriano Diamantino ANOK, “Prevenção rigorosa das actividades de comércio “paralelo” e protecção da fronteira”, pelo Inspector Alfandegário dos Serviços de Alfândega, LAM Chi Man, “Destacado na INTERPOL – Disponibilidade para aceitar desafios, execução da lei com profissionalismo, avançar para o mundo”, pelo Chefia funcional da Polícia Judiciária, CHAO Teng Hin Filipe, “Encontrar, conduzir e ultrapassar o vento”, pelo Subchefe do Corpo de Polícia de Segurança Pública, CHIANG WAI KEONG, “Progressos adquiridos tanto no ensino como na aprendizagem”, pelo Chefe Assistente da Escola Superior das Forças de Segurança de Macau, TAM Kin Meng, “Vida em risco”, pelo Bombeiro Principal do Corpo de Bombeiros, WONG Song Seng, “Os meus sentimentos sobre os “serviços correccionais”, pela Subchefe da Direcção dos Serviços Correccionais, LENG Wai Teng, bem como “Responsabilidade através das notas musicais”, pelo Guarda Principal do Corpo de Polícia de Segurança Pública, HO Chi Pan. Cada orador contou uma história sobre a sua própria experiência no trabalho policial, falaram em como desenvolver o profissionalismo no trabalho e persistir nos três conceitos policiais apresentados pela autoridade de segurança: “Policiamento activo”, “Policiamento de proximidade” e “Policiamento nas relações públicas”.

Depois das intervenções dos convidados, o Secretário para a Segurança, WONG Sio Chak referiu, ao fazer o balanço, que os oito oradores contaram as suas histórias em linguagem acessível e sincera, foi emocionante, encorajador e estimulante. Ao fazer um comentário pormenorizado para cada orador, o Secretário reconheceu o entusiasmo no trabalho e depositou esperanças neles, referiu que cada um deles demonstrou singularidade no trabalho, notável dedicação e esforços à profissão policial, exibindo ideias, sugestões e balanço sobre o trabalho.

Através da realização deste encontro, pretende-se consolidar os conceitos policiais e incentivar mais colegas a dar significado e valor ao trabalho, assumir as atribuições e tarefas, empenhar-se em concretizar a missão, contribuindo, dessa forma, no esforço para a estabilidade e prosperidade da sociedade.
