第七屆“澳門‧珠海警務論壇”在珠海舉行

由澳門警察總局、廣東省珠海市公安局聯合主辦的第七屆“澳門‧珠海警務論壇”,於2024年6月20日及21日在珠海舉行,本次論壇的主題是“澳珠新向 共促發展—‘一點兩地’新定位下澳珠警務合作的機遇與挑戰”。出席論壇的警界同仁、學者及論文作者等共130餘人。

“澳門‧珠海警務論壇”是澳珠兩地警學界的盛事,自2010年首辦至今已第七屆。開幕禮上,澳門保安司司長黃少澤與其餘三位來自公安部港澳事務辦公室、廣東省公安廳,以及珠海市公安局的特邀嘉賓分別致辭,對澳珠兩地警方多年來的合作成效及政策實踐予以充分肯定,共同表達對粵港澳大灣區融合發展的關注和期望,寄語兩地警方繼續精誠合作,在“一點兩地”新定位下貢獻警隊智慧與力量,開創區域警務合作的新思路、新辦法,共同護航大灣區高質量建設。同時亦邀請了中央港澳工作辦公室、中央人民政府駐澳門聯絡辦公室警務聯絡部代表出席。

“澳門‧珠海警務論壇”是兩地互相交流學習、分享警學理論和警務經驗的一個重要平台。本屆論壇共徵集學術論文39篇,透過論壇,兩地警學界同仁聚首一堂,圍繞粵港澳大灣區背景下的兩地警務發展,論述區際警務合作、刑事調查取證、司法互助、打擊跨境網絡犯罪、“兩車北上”服務、反詐宣傳、新型警務合作模式等不同範疇發表真知灼見及寶貴經驗,有效啟迪警方發展的新路向、新思維,為推動兩地警務工作和創新合作執法提供良好的理論基礎。本局副督察劉敏玲及一等刑事偵查員曾浩然分別以《澳珠警務合作創新:反偷渡工作聯防機制的實證研究》及《“一點兩地”新定位下澳珠區際刑事司法互助合作探析》為題在論壇上作主題發言。

此外,論壇期間,亦邀請了中國人民公安大學國家安全學院吳紹忠教授以《“情指行”一體化建設的思考與探討》為題作專題講座,與會者積極交流,總結成果,共同為進一步加強澳門與珠海之間的警務合作,提升兩地的社會安全和治理能力貢獻力量。

澳門警察總局與珠海市公安局分別率領澳門及珠海代表團出席論壇;同場,中山市公安局、江門市公安局,以及横琴粤澳深度合作區公安局亦率代表共同參與;澳門代表團成員包括:澳門警察總局局長梁文昌、澳門海關關長黃文忠、澳門治安警察局局長吳錦華、澳門保安部隊高等學校校長黃子暉、澳門警察總局局長助理劉運嫦、梁文照、澳門治安警察局副局長黃偉鴻、澳門司法警察局副局長賴文威、岑錦榮等。

The seventh “Macao-Zhuhai Police Forum” held in Zhuhai

Jointly organised by Macao Unitary Police Service and Zhuhai Municipal Public Security Bureau of Guangdong Province, the seventh “Macao-Zhuhai Police Forum” was held in Zhuhai from 20th to 21st June 2024. The theme of the forum was “New Direction for Macao and Zhuhai in Jointly Promoting Development –Opportunities and Challenges for Macao and Zhuhai Police Cooperation under the New Positioning of “One Point, Two Places””. The forum was attended by a total of more than 130 police counterparts, scholars and authors of papers.

“Macao-Zhuhai Police Forum” is a major event in the police academia in Macao and Zhuhai, and has been held for the 7th time since the first time in 2010. At the opening ceremony, Secretary for Security of Macao WONG Sio Chak, and three other special guests from Hong Kong and Macao Affairs Office of Ministry of Public Security, Guangdong Provincial Public Security Department and Zhuhai Municipal Public Security Bureau delivered speeches respectively. All of them fully affirmed the effectiveness of the cooperation between the police forces of Macao and Zhuhai and their policy practices over the years, and jointly expressed their concerns and expectations for the integration and development of the Guangdong-Hong Kong-Macao Greater Bay Area. In addition, they encouraged the police forces of the two places to continue cooperating with one another sincerely, contributing to the wisdom and strength of the police forces under the new positioning of “One Point, Two Places”, as well as creating new ideas and methods for regional police cooperation, so as to jointly escort the high-quality construction of the Greater Bay Area. Meanwhile, representatives from Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Division of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao were also invited to attend the forum.

The “Macao-Zhuhai Police Forum” is an important platform for the two places to exchange views and learn from each other, and to share police theories and experiences. The forum had called for a total of 39 academic papers. Through the forum, police counterparts of the two places gathered together to discuss the police development of the two places in the context of the Greater Bay Area of Guangdong, Hong Kong and Macao, present their insights and valuable experiences on different areas such as interregional police cooperation, criminal investigation and evidence collection, mutual legal assistance, combat of cross-border cybercrime, service of “northbound travel for two places”, anti-fraud publicity and new modes of police cooperation, and so forth, with a view to enlightening new direction and new mindset of police development, as well as providing a good theoretical basis for the promotion of police work and innovative cooperation in law enforcement between the two places. Deputy Assistant Inspector General LAO Man Leng and Senior Criminal Investigator CHANG Hou In of the Judiciary Police delivered keynote speeches entitled “Macao-Zhuhai Police Cooperation and Innovation: an Empirical Study on Anti-Smuggling Joint Defence Mechanism” and “An Analysis of Macao-Zhuhai Interregional Mutual Legal Assistance and Cooperation in Criminal Matters under the New Positioning of One Point, Two Places” respectively.

In addition, during the forum, Professor WU Shaozhong of Faculty of National Security of People’s Public Security University of China was also invited to give a thematic lecture entitled “Actions Guided by Intelligence - Reflections and Explorations on All-in-One Construction”. The participants exchanged their ideas actively, summing up the results of the joint efforts to further strengthen the police cooperation between Macao and Zhuhai, as well as contributing to the enhancement of law and order of the society and governance capacity of the two places.

Led by the Macao Unitary Police Service and Zhuhai Municipal Public Security Bureau, the Macao delegation and Zhuhai delegation attended the forum respectively. At the venue, representatives from Zhongshan Municipal Public Security Bureau, Jiangmen Municipal Public Security Bureau and Hengqin Guangdong-Macao In-Depth Cooperation Zone Public Security Bureau also led representatives to participate in the forum. Members of the Macao delegation included: Commissioner General of Macao Unitary Police Service LEONG Man Cheong, Director-general of Macao Customs Service VONG Man Chong, Commissioner of Macao Public Security Police Force NG Kam Wa, Director of Macao Academy of Public Security Forces WONG Chi Fai, Assistants to Commissioner General LAO Wan Seong and Luís LEONG of Macao Unitary Police Service, Deputy Commissioner of Macao Security Police Force VONG Vai Hong, Deputy Directors LAI Man Vai and SAM Kam Weng of Macao Judiciary Police, etc.

Sétimo “Fórum Policial Macau-Zhuhai” realizado em Zhuhai

Nos dias 20 e 21 de Junho de 2024, realizou-se, em Zhuhai, o sétimo “Fórum Policial Macau-Zhuhai”, organizado pelos Serviços de Polícia Unitários (SPU) e pela Directoria Municipal de Segurança Pública de Zhuhai, com tema “Novos rumos para a promoção conjunta do desenvolvimento de Macau e Zhuhai – oportunidades e desafios para a cooperação policial Macau-Zhuhai sob o novo posicionamento de ‘uma zona, duas regiões’”, que contou com a participação de cerca de 130 agentes policiais, autores de dissertações e académicos.

O “Fórum Policial Macau-Zhuhai” é um grande evento para a área das ciências policiais das duas regiões, esta é a sétima edição desde 2010. Na cerimónia de abertura, o Secretário para a Segurança da RAEM, WONG Sio Chak, e os dirigentes do Gabinete para os Assuntos de Hong Kong, Macau e Taiwan do Ministério da Segurança Pública, da Directoria Provincial de Segurança Pública de Guangdong e da Directoria Municipal de Segurança Pública de Zhuhai, convidados de honra, proferiram os seus discursos, e sublinharam unanimemente os efeitos positivos que advêm deste evento ao longo dos anos, destacaram as expectativas relativas ao desenvolvimento integrado da Grande Baía Guangdong-Hong Kong-Macau. Os mesmos dirigentes fizeram votos para que as forças policiais das duas regiões possam continuar a cooperar da mesma forma, num esforço para o novo posicionamento de “uma zona, duas regiões” de forma a criar novas ideias e métodos para a cooperação policial regional, para salvaguardar juntos o desenvolvimento de qualidade da Grande Baía. Foram ainda convidados os representantes do Gabinete de Trabalho de Hong Kong e Macau do Comité Central do Partido Comunista da China e do Departamento dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM.

O “Fórum Policial Macau-Zhuhai” é uma plataforma importante de intercâmbio e de partilha de experiências sobre assuntos policiais. O evento recolheu 39 dissertações inovadoras e foram debatidas temáticas sobre o desenvolvimento dos serviços policiais, a cooperação policial inter-regional, a investigação criminal e recolha de provas, a assistência judicial mútua, o combate ao cibercrime transfronteiriço, os serviços relacionados com a circulação de veículos de Hong Kong e de Macau na província de Guangdong, a campanha de prevenção de burla e o novo modelo de cooperação policial, que irão servir de inspiração para o desenvolvimento de novas ideias, fornecendo desta forma uma sólida base teórica para a promoção do trabalho policial e a cooperação inovadora entre as duas jurisdições. A subinspectora LAO Man Leng e o investigador criminal CHANG Hou In da Polícia Judiciária (PJ) apresentaram respectivamente  “Inovação na cooperação policial entre Zhuhai e Macau: Estudo empírico sobre o mecanismo de prevenção conjunto de combate à imigração ilegal” e “Análise da cooperação inter-regional judiciária em matéria penal entre Zhuhai e Macau sob o novo posicionamento de ‘uma zona, duas regiões’”.

De destacar a palestra do professor WU Shaozhong da Faculdade de Segurança Nacional da Universidade de Segurança Pública Popular da China, “Reflexões e Discussões sobre a Construção Integrada de Inteligência, Comando e Operações”, onde os participantes trocaram ideias dinamicamente, o que fomenta a cooperação policial entre Macau e Zhuhai, que poderá contribuir para a melhoria da segurança e da capacidade de governação das duas regiões.

As delegações de Macau e Zhuhai eram chefiadas, respectivamente, pelos SPU e pela Directoria Municipal de Segurança Pública de Zhuhai, participaram também neste evento os representantes da Directoria Municipal de Segurança Pública de Zhongshan, da Directoria Municipal de Segurança Pública de Jiangmen e da Directoria Municipal de Segurança Pública da Zona de Cooperação Aprofundada entre Guangdong e Macau em Hengqin. A delegação policial de Macau integrou o Comandante-geral dos SPU, LEONG Man Cheong, o Director-geral dos Serviços de Alfândega, VONG Man Chong, o Comandante do Corpo de Polícia de Segurança Pública (CPSP), NG Kam Wa, o Director da Escola Superior das Forças de Segurança de Macau, WONG Chi Fai, os Adjuntos do Comandante-geral dos SPU, LAO Wan Seong e LUÍS Leong, o Segundo-comandante do CPSP, VONG Vai Hong, os Subdirectores da PJ, LAI Man Vai e SAM Kam Weng, entre outros.
