舉行“2022司法警察日頒獎禮”
司法警察局於2022年9月29日在總部大樓舉行一年一度的“司法警察日頒獎禮”,對工作表現傑出的人員及團隊予以嘉許,表揚優異、激勵士氣,貫徹以警為本理念,並總結局方在維護國家安全和特區穩定、預防及打擊犯罪方面的工作情況,在此良好基礎上不斷提高執法水平。
頒獎禮邀得保安司司長黃少澤、檢察院檢察長葉迅生、中聯辦警務聯絡部部長王志剛、警察總局局長梁文昌、紀監會主席歐安利,聯同司警局局長薛仲明主禮;保安司司長辦公室主任張玉英、檢察長辦公室主任譚炳棠、警察總局局長助理黃志康、中聯辦警務聯絡部處長張宇等嘉賓亦蒞臨出席。
薛仲明局長致辭時總結局方今年執法情況及成果,尤指出在面對嚴峻複雜的內外安全形勢,在上級的領導下,司警局維護國家安全、網絡安全、社會安全的工作取得進步,今年以來澳門治安保持平穩向好局面,嚴重犯罪繼續維持低案發、零案發,大部份犯罪類別案件數量均按年減少。薛局長表示,局方堅持底線思維,增強憂患意識,貫徹落實三個警務理念,在各執法領域深化情報主導、區域協作、科技強警,推動執法工作高質量發展,為維護國家和特區安全、大眾安居樂業貢獻更大力量。
今年共有16名司警人員獲保安司司長授予卓越功績獎,頒獎禮上,主禮嘉賓向獲獎人員頒獎,並向九個偵查集體及參與2022年“全民國家安全教育展”相關工作的團隊頒發集體嘉獎。隨後,司警局領導向122位人員頒發個人嘉獎,向八個工作團隊頒發集體嘉獎。薛局長勉勵獲獎人員及團隊不忘初心、牢記使命,專業高效履行職責、服務大眾。
根據法律規定,每年的8月19日為“司法警察日”。為配合特區政府防疫指引,鞏固來之不易的防疫成果,故本年的頒獎儀式延後至9月底舉行。
Holding the “2022 Judiciary Police Day Award Ceremony”
The Judiciary Police held its annual “Judiciary Police Day Award Ceremony” at the headquarters building on 29th September 2022 to confer awards to the individuals and teams with outstanding work performance in recognition of excellence, boosting morale and actualizing the police-oriented philosophy, while summing up its work in upholding national security and stability of Macao and preventing and combating crimes, setting a solid foundation for the continuous improvement of the level of law enforcement.
The Award Ceremony, officiated by Secretary for Security Wong Sio Chak, Prosecutor General Ip Son Sang of the Public Prosecutions Office, Director-General Wang Zhigang of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao, Commissioner General Leong Man Cheong of the Unitary Police Service, President Leonel Alves of the Macao Public Security Forces Disciplinary Commission and Director Sit Chong Meng of the Judiciary Police, was attended by guests including Chief of Office Cheong Ioc Ieng of the Secretary for Security, Chief of Office Tam Peng Tong of the Prosecutor General of Public Prosecutions Office, Assistant to the Commissioner General Vong Chi Hong of the Unitary Police Service and Head of Division Zhang Yu of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao, among others.
In his speech, Director Sit Chong Meng summarized the situation and results of law enforcement undertaken by the Judiciary Police this year, highlighting the progress in safeguarding national security, cybersecurity and social security under the guidance of the superior level in face of an arduous and complicated security landscape both at home and abroad. Throughout this year, public order in Macao has maintained stable and positive, with severe crimes remaining at a zero-to-low incidence rate and most types of crimes decreasing in numbers year-on-year. Director Sit pointed out that the Judiciary Police would adhere to bottom-line cogitation, reinforce awareness of hardship and put three policing philosophies into practice, deepening intelligence-led investigations, regional cooperation and technology-enhanced policing in all scopes of law enforcement to promote the high-quality development of law enforcement with greater effort to uphold security of the country and Macao SAR, as well as the well-being of the population.
This year, Secretary for Security conferred the Exceptional Merit Award to a total of 16 Judiciary Police personnel. At the award ceremony, officiating guests presented awards to the award-winning personnel, and Group Commendation Award to nine investigation groups and teams participating in the “National Security Education Exhibition” in 2022. The Judiciary Police directorate then presented the Individual Commendation Award to 122 staff members and the Group Commendation Award to 8 working teams. Director Sit encouraged the award-winning personnel and teams to carry out their duties and serve the public with professionalism and efficaciousness by staying true to their aspiration and keeping their mission in mind.
By law, the “Judiciary Police Day” is on August 19th every year. In compliance with the anti-epidemic guidelines of the Macao SAR Government and to consolidate the hard-won outcome in the fight against the pandemic, this year’s award ceremony has been postponed to the end of September.
Realização da Cerimónia de Entrega de Prémios do “Dia da Polícia Judiciária 2022”
Realizou-se no dia 29 de Setembro, na sede da Polícia Judiciária, a Cerimónia Anual de Entrega de Prémios do “Dia da Polícia Judiciária”, louvando os funcionários e subunidades que tiveram um desempenho excelente no trabalho com o fim de elogiar a excelência conquistada e incentivar o seu moral, evidenciando a concretização do conceito “Ter por base a polícia”. Simultaneamente, foi apresentado o balanço do trabalho desenvolvido ao longo do ano no âmbito de defesa da segurança do Estado e estabilidade da RAEM, de prevenção e combate ao crime e, nessa base, procura-se melhorar o nível de execução da lei.
Presidiram este acto os convidados de honra, o Secretário para a Segurança, Wong Sio Chak, o Procurador do Ministério Público, Ip Son Sang, o Director-geral dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, Wang Zhigang, o Comandante-geral dos Serviços de Polícia Unitários (SPU), Leong Man Cheong, o Presidente da Comissão de Fiscalização de Disciplina das Forças e Serviços de Segurança, Leonel Alberto Alves, e o Director da PJ, Sit Chong Meng. Também estiveram presentes no evento a Chefe de Gabinete do Secretário para a Segurança, Cheong Ioc Ieng, o Chefe de Gabinete do Procurador, Tam Peng Tong, o Adjunto do Comandante-geral dos SPU, Vong Chi Hong e o Chefe de divisão dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, Zhang Yu, entre outros.
Durante o discurso, o Director Sit Chong Meng, fez um balanço do trabalho desenvolvido pela PJ e os resultados obtidos ao longo do último ano, nomeadamente que, perante um ambiente de segurança interna e externa complexo e preocupante, a PJ, sob a liderança dos superiores, tem conseguido progressos no trabalho de segurança do Estado, cibersegurança e segurança da sociedade. Ao longo deste ano, verificou-se que a ordem pública na RAEM continua a manter-se numa conjuntura estável e positiva. A taxa de crimes graves continua a manter-se baixa ou perto do zero e, na maioria dos tipos de crimes registou-se uma descida do número de processos em termos comparativos anuais. O nosso Director manifestou que a PJ vai persistir numa filosofia de considerar todas as hipóteses possíveis e de preparação para os piores cenários, ter mais atenção aos eventuais riscos, implementar os três conceitos policiais, em todos os âmbitos de execução da lei e aprofundar a investigação orientada pelas informações, a cooperação inter-regional e o melhoramento do trabalho policial com recurso da tecnologia avançada, impulsionando o desenvolvimento do trabalho de execução da lei com qualidade, fazendo o maior esforço na defesa da segurança nacional e da região especial bem como para o bem-estar da população.
Este ano, obtida aprovação do Sr. Secretário para a Segurança, foram atribuídas menções de mérito excepcional a um total de 16 colegas. Na cerimónia, os convidados de honra entregaram os louvores colectivos a 9 equipas de trabalho e ao grupo que participou na “Exposição sobre a Educação da Segurança Nacional” do ano 2022. Posteriormente, foram entregues, pela direcção da PJ, louvores individuais a 122 colegas, bem como a 8 subunidades de investigação criminal. O nosso Director incentivou ainda os premiados para que não se esqueçam dos seus propósitos originais e insistam na sua missão com firmeza, assegurando assim o profissionalismo e eficácia na execução da lei para servir o público.
Nos termos da lei, o dia 19 de Agosto ficou consagrado como o Dia da Polícia Judiciária. Em articulação com as orientações de prevenção epidemiológica e para consolidar o difícil resultado do combate à epidemia, a cerimónia de entrega de prémios deste ano foi adiada para o fim de Setembro.
