“水晶魚2022”民防桌上演習 強化民防架構綜合協調能力
為應對本年即將到來的颱風季節，民防架構從多方位開展各項民防工作，以做好充分準備。於2022年4月1日，民防架構舉行“水晶魚2022”民防桌上演習，演習由保安司司長、聯合行動指揮官黃少澤主持，警察總局局長、輔助聯合行動指揮官梁文昌、澳門海關關長黃文忠及29個民防架構代表出席，冀透過桌上演練評估各民防專項計劃，強化各部門之間的溝通、協調及聯動能力。
演習模擬本澳將受超強颱風“水晶魚2022”正面吹襲，且正值天文大潮，地球物理暨氣象局發出黑色風暴潮警告信號，並依據《民防法律制度》之規定，行政長官宣佈進入即時預防狀態，民防架構同步啟動，為保障低窪地區居民的生命及財產安全，隨即執行“颱風期間風暴潮低窪地區疏散撤離計劃”。演習還模擬了多項颱風期間的突發事件。
黃少澤司長在總結時表示，藉着是次桌上演習，民防架構成員要共同檢視各部門操作流程，優化和做好應急預案，加強部門的溝通和聯動力，以應對各類突發事件；並強調演習需加強模擬抗疫常態化為背景的情況下可能發生的情況，各部門尤其需考慮真實情況中各種更複雜更危險的情景，通過演習深入考慮具體可行的處理方式，並指示各民防架構成員秉持“以民為本”的理念，提升處理民防事件的質量。
黃少澤司長同時亦指出，民防架構計劃於4月中下旬舉行“水晶魚2022”大型民防演習，透過實地演練加強各階段的聯合行動工作，並測試架構部門對民防工作的執行力。
是次桌上演習有效促進部門之間的溝通、協調及聯動能力，使各部門的專項工作得以有效推進，達到了演習預期的目的。

Strengthening integrated coordination capabilities of civil protection structure with tabletop civil protection drill “Crystal Fish 2022”
To cope with the approaching typhoon season this year, the civil protection structure is getting well-prepared by launching various civil protection work multi-dimensionally. On 1st April 2022, the civil structure conducted the tabletop civil protection drill “Crystal Fish 2022”, hosted by Secretary for Security and Joint Operation Commander Wong Sio Chak, and attended by Commissioner General of the Unitary Police Service and Assistant Joint Operation Commander Leong Man Cheong, Director General of the Macao Customs Service Vong Man Chong and 29 representatives from the civil protection structure in an aspiration to assess various special projects of civil protection and reinforce interdepartmental communications, coordination and joint-action capabilities by conducting a tabletop drill.
The drill simulated an imminent direct hit on Macao by super typhoon “Crystal Fish 2022” during an astronomical tide, prompting the Macao Meteorological and Geophysical Bureau to issue a Black Storm Surge Warning Signal and the Chief Executive to declare a state of immediate prevention according to the stipulations of “Civil Protection Legal System”, initiating the simultaneous launch of the civil protection structure. To protect lives and property of people residing in low-lying areas, the “Storm Surge Evacuation Plan in Low-lying Areas during Typhoon” was immediately executed. The drill also simulated various emergency incidents during a typhoon.
In his concluding comments, Secretary Wong Sio Chak stated that through this tabletop drill, members of the civil protection structure should jointly review the operation workflows of their respective departments, optimising and fine-tuning emergency plans and strengthening departmental communications and joint-action forces to cope with various emergency incidents. He also emphasized the need to fortify the simulation of possible circumstances arising from the normalization of epidemic control. The departments should particularly take into consideration the more complicated and precarious circumstances in real-life scenarios, to be dealt with in feasible ways deriving from careful deliberation in the drill. He instructed members of the civil protection structure to uphold the “people-oriented” approach to improve the quality of handling civil protection incidents.
Secretary Wong Sio Chak also pointed out that the civil protection structure was planning to hold a large-scale civil protection drill “Crystal Fish 2022” in mid to end of April. Various stages of joint-action work would be reinforced with on-site exercise and the executive capacity in civil protection of the structural departments put to the test.
This tabletop drill has effectively promoted inter-departmental communications and coordination and joint-action capabilities, successfully advancing the specialized tasks of various departments, thereby achieving the desired goal of this drill.

Melhorar a capacidade de coordenação da estrutura de protecção civil com o exercício de mesa “Peixe de Cristal 2022”
Com a aproximação da época das tempestades tropicais, a estrutura de protecção civil realizou no dia 1 de Abril de 2022 um exercício de mesa em preparação do exercício “Peixe de Cristal 2022”, com o objectivo de testar e avaliar os planos específicos de contingência e melhorar a comunicação, a coordenação e a capacidade de acção conjunta dos membros da estrutura, durante a época de tufões. O exercício foi presidido pelo Secretário para a Segurança e Comandante de Acção Conjunta (CAC), Wong Sio Chak, e estiveram presentes o Comandante-geral dos Serviços de Polícia Unitários e Coadjuvante do CAC, Leong Man Cheong, o Director-geral dos Serviços de Alfândega, Vong Man Chong, e os 29 representantes da estrutura de protecção civil.
O exercício de mesa simulou a passagem por Macau do super tufão “Peixe de Cristal 2022”, acompanhado pelo fenómeno de maré astronómica, tendo a Direcção dos Serviços Meteorológicos e Geofísicos emitido o aviso preto de “Storm surge”. Face a esta situação, nos termos do “Regime jurídico de protecção civil”, o Chefe do Executivo declarou o estado de prevenção imediata na RAEM e a estrutura de protecção civil foi activada imediatamente, desencadeando o “Plano de Evacuação das Zonas Baixas em Situação de ‘Storm Surge’ durante a Passagem de Tufões”, para proteger a vida e os bens dos residentes das zonas baixas. No decurso do exercício foram ainda simulados vários incidentes que ocorrem frequentemente durante a passagem de tufões.
No balanço do exercício, o Secretário Wong Sio Chak afirmou que os membros da estrutura de protecção civil devem aproveitar a ocasião para rever os respectivos procedimentos, optimizar os planos de contingência e melhorar a comunicação, a fim de estarem preparados para responder a eventuais incidentes que possam acontecer. O mesmo dirigente salientou a importância da simulação no contexto da pandemia, nomeadamente cenários complexos e perigosos possíveis de acontecer na realidade, devendo os membros reflectir sobre as soluções, procurando assim aumentar a qualidade do trabalho de protecção civil, sem nunca esquecer o conceito de “melhor servir à população”.
Por último, o Secretário indicou que a estrutura de protecção civil planeia realizar na segunda metade de Abril o exercício de grande escala sobre tufões “Peixe de Cristal 2022”, esperando através deste exercício no terreno intensificar as operações conjuntas das diferentes fases e testar a capacidade de execução do trabalho dos diversos intervenientes da protecção civil.
Este exercício de mesa tem contribuído para o reforço da comunicação, coordenação e capacidade de acção conjunta dos intervenientes, assim como para a eficácia da execução dos diversos planos específicos de contingência, alcançando os objectivos previstos.
