第六屆“澳門．珠海警務論壇”在澳門舉行

由澳門警察總局、珠海市公安局聯合主辦的第六屆“澳門．珠海警務論壇”，於2020年12月9日及10日在澳門舉行。本屆論壇以“多元發展，創新融合——新時代澳門．珠海警務合作的新機遇”為主題，匯聚澳門、珠海、中山和江門的警界同仁以及專家學者等共約100人，共同探討警務合作新篇章。

開幕禮上，澳門保安司司長黃少澤，廣東省副省長、公安廳廳長李春生，國務院港澳事務辦公室巡視員周駿，公安部港澳台事務辦公室副主任鄭朝領，珠海市副市長、公安局局長蔡輝以及澳門警察總局局長梁文昌分別致辭，均充分肯定“澳門．珠海警務論壇”十年來推動澳珠兩地共同預防和打擊跨境犯罪、維護區域安全所作出的貢獻，期望本屆論壇能進一步推動兩地警學研究，為未來大灣區的協同發展和共同繁榮提供最大的安全保障。其他特邀嘉賓還包括中央人民政府駐澳門聯絡辦公室警聯部部長王志剛、珠海市公安局常務副局長曾慶林、中山市公安局副局長黃錦煉、江門市公安局副局長謝焱冰、澳門海關關長黃文忠、澳門保安司司長辦公室主任張玉英、澳門保安部隊及部門領導，以及澳門大學法學院客席教授趙國強和澳門科技大學法學院院長方泉。本局局長薛仲明、副局長杜淑森等共10名人員隨同澳門代表團出席論壇。

本屆論壇共徵集學術論文25篇，並挑選了其中10篇論文的作者分別在兩場專題研討會上發言交流，內容圍繞大灣區時代下社會治安治理、兩地警方預防和打擊跨境犯罪的最新執法、網絡安全問題、網絡犯罪、兩地警方發展新型警務工作等。本局人員提交的其中兩篇論文獲選為大會論文，而刑事偵查員李建章撰寫的《犯罪行為網絡化的趨勢下跨境電子取證的思考》獲安排在論壇上發表，剖析犯罪行為網絡化帶來跨境數據取證的問題，並提出制訂“粵港澳大灣區數據自由流動框架協議”的設想，以及建議構建快捷跨境取證協作機制。

“澳門．珠海警務論壇”加強了兩地學術層面的研討和探索，亦為兩地警方建立更緊密的合作關係搭建了重要平台。此外，澳門科技大學法學院院長方泉教授亦應邀以“國家安全是‘一國兩制’的根本保障”為題進行專題講座，和與會者深入交流、討論及分享經驗，共同為澳珠警務合作探索新的機遇和發展路向。

The sixth “Macao-Zhuhai Police Forum” held in Macao

Jointly organised by the Macao Unitary Police Service and the Zhuhai Municipal Public Security Bureau, the sixth "Macao-Zhuhai Police Forum" was held in Macao between 9 th and 10th December 2020. The theme of the forum was "Diversifying Development, Innovation and Integration – New Opportunities for Policing Cooperation between Macao and Zhuhai Police in the New Era". In the forum, a total of approximately 100 police colleagues, experts and scholars from Macao, Zhuhai, Zhongshan and Jiangmen gathered to discuss together a new chapter in the policing cooperation.

At the opening ceremony, Secretary for Security of Macao Wong Sio Chak, Vice-governor of Guangdong Province cum Director of Public Security Department Li Chunsheng, Inspector of Liaison Office of the State Council in Hong Kong and Macao Zhou Jun, Deputy Director of Hong Kong, Macao and Taiwan Affairs Office of Ministry of Public Security Zheng Chaoling, Deputy Mayor cum Director of Municipal Public Security Bureau of Zhuhai City Cai Hui as well as Commissioner of the Unitary Police Service Leong Man Cheong delivered speeches respectively. All of them fully affirmed the contribution of the "Macao-Zhuhai Police Forum" in promoting the joint prevention and combating of cross-border crimes and safeguarding regional security over the past decade. It is hoped that the forum can further promote policing study in the two places and provide the greatest security assurance for the coordinated development and common prosperity of the Greater Bay Area in the future. Other invited special guests included the Director-General of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao Wang Zhigang, Standing Deputy Director of Zhuhai Municipal Public Security Bureau Zeng Qinglin, Deputy Director of Zhongshan Municipal Public Security Bureau Huang Jinlian, Deputy Director of Jiangmen Municipal Public Security Bureau Xie Yanbing, Director-general of the Macao Customs Service Vong Man Chong, Chief of Office of the Secretary for Security Cheong Ioc Ieng, Public Security Forces and the Directorate, as well as guest professor of the Faculty of Law of the University of Macau Zhao Guoqiang and the dean of the Faculty of Law of the Macau University of Science and Technology Fang Quan. A total of 10 officers including Director Sit Chong Meng and Deputy Director Tou Sok Sam of the Judiciary Police, etc. attended the forum along with the Macao delegation.

A total of 25 academic articles were collected for this forum, and the authors of 10 of these articles were selected to present speeches and exchanges at two thematic sessions of the symposium respectively. The content focused on the governance of public in the Greater Bay Area Era, the latest law enforcement of the police on the prevention and combating of cross-border crimes in the two places, cyber security issues and cybercrimes, the development of new types of policing work by the police in the two places, etc. Two of the articles submitted by the personnel of the Judiciary Police were selected as symposium articles. "A Contemplation of Cross-border Digital Forensics under the Trend of Criminal Networking" written by Criminal Investigator Lei Kin Cheong was arranged to be presented at the forum, analysing the problem of cross-border data forensics brought about by cyber criminal acts, while putting forward the idea of formulating the “Framework Agreement on the Free Flow of Data in the Guangdong-Hong Kong-Macao Greater Bay Area” and suggesting the establishment of a fast cross-border forensic collaboration mechanism.

The "Macao-Zhuhai Police Forum" has strengthened academic discussion and exploration between the two places, and has also set up an important platform for the establishment of closer cooperative relations between the police of the two places. In addition, Professor Fang Quan, Dean of the Faculty of Law of Macau University of Science and Technology, was also invited to give a thematic lecture on the topic "National Security is the Fundamental Guarantee of 'One Country, Two Systems' ", conducting in-depth exchanges, discussions and experience sharing with the participants and jointly exploring new opportunities and development directions for the Macao-Zhuhai police cooperation.

6.º Fórum Policial Macau-Zhuhai realizado em Macau

Nos dias 9 e 10 de Dezembro de 2020, realizou-se em Macau o 6.º Fórum Policial Macau-Zhuhai, organizado pelos Serviços de Polícia Unitários (SPU) e pela Directoria Municipal de Segurança Pública de Zhuhai, sobre a temática “Desenvolvimento diversificado e integração inovada – Novas oportunidades para a cooperação policial no contexto da nova era Macau-Zhuhai”, que contou com cerca de 100 agentes policiais e peritos provenientes de Macau, Zhuhai, Zhongshan e Jiangmen.

Na cerimónia de abertura, o Secretário para a Segurança da RAEM, Wong Sio Chak, o Vice-governador da Província e Director da Directoria Provincial de Segurança Pública de Guangdong, Li Chunsheng, o Inspector do Gabinete para os Assuntos de Hong Kong e Macau do Conselho de Estado, Zhou Jun, o Subchefe do Gabinete para os Assuntos de Hong Kong, Macau e Taiwan do Ministério da Segurança Pública, Zheng Chaoling, o Vice-governador da Cidade e Director da Directoria Municipal de Segurança Pública de Zhuhai, Cai Hui, o Comandante-geral dos Serviços de Polícia Unitários da RAEM, Leong Man Cheong, usaram da palavra, tendo unanimemente reconhecido os contributos deste evento ao longo dos dez anos no âmbito da prevenção e combate conjuntos à criminalidade transfronteiriça e da salvaguarda da segurança regional, disseram também esperar que este fórum continue a promover os estudos sobre assuntos policiais dos dois lados, a fim de garantir a segurança, o desenvolvimento e a prosperidade da Zona da Grande Baía. Foram também convidados o Director-geral dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, Wang Zhigang, o Subdirector executivo da Directoria Municipal de Segurança Pública de Zhuhai, Ceng Qinglin, o Subdirector da Directoria Municipal de Segurança Pública de Zhongshan, Huang Jinlian, o Subdirector da Directoria Municipal de Segurança Pública de Jiangmen, Xie Yanbing, o Director-geral dos Serviços de Alfândega de Macau, Vong Man Chong, a Chefe do Gabinete do Secretário para a Segurança da RAEM, Cheong Ioc Ieng, os dirigentes das Forças e Serviços de Segurança de Macau, o Professor convidado da Faculdade de Direito da Universidade de Macau, Zhao Guoqiang e a Directora da Faculdade de Direito da Universidade de Ciência e Tecnologia de Macau, Fang Quan. Além disso, 10 funcionários da PJ, incluindo o Director Sit Chong Meng e a subdirectora Tou Sok Sam, acompanharam a delegação de Macau para assistir ao fórum.

O evento recolheu 25 dissertações académicas, entre as quais 10 dissertações foram apresentadas em dois seminários temáticos, nestes os oradores conduziram discussões sob temas como a gestão da segurança da sociedade na era do Grande Baía, os novos modelos de prevenção e combate à criminalidade transfronteiriça das polícias das duas jurisdições, a cibersegurança, os crimes cibernéticos, o desenvolvimento de novos tipos de trabalho policial pelas autoridades dos dois locais, entre outros. Duas das dissertações submetidas pelos nossos representantes foram selecionadas como documentos do fórum, entre elas, uma dissertação, escrita pelo investigador criminal, Lei Kin Cheong, intitulada “Opinião sobre a recolha transfronteiriça de provas electrónicas com a tendência da prática dos crimes através da rede”, foi agendada para ser divulgada no fórum. Neste texto, o autor analisou os problemas da recolha transfronteiriça de provas electrónicas trazidos pela prática dos crimes através da rede, apresentou o seu ponto de vista através da elaboração do “Acordo-quadro do fluxo livre de dados no Grande Baía Guangdong-Hong Kong-Macau”, e sugeriu a criação de um mecanismo da cooperação na recolha rápida de provas a nível transfronteiriço.

O Fórum Policial Macau-Zhuhai reforçou o intercâmbio a nível académico entre as duas jurisdições e criou uma plataforma importante para estreitar a relação da cooperação policial. Por outro lado, a Directora da Faculdade de Direito da Universidade de Ciência e Tecnologia de Macau, Fang Quan, foi convidada como oradora da palestra “A segurança nacional é a garantia fundamental para o princípio Um país, dois sistemas”, que foi amplamente discutida entre os participantes e criou condições para a exploração de novas oportunidades e desenvolvimento no âmbito da cooperação policial entre Zhuhai e Macau.
