出席電台時事節目 探討社會治安問題
2019年11月29日，警察總局局長助理梅山明、本局副局長陳堅雄及治安警察局副局長梁慶康應邀出席澳門電台時事節目《澳門講場》，與主持人及聽眾探討社會治安問題。
警察總局局長助理梅山明於節目中總結本澳過去十年的治安形勢及嚴重暴力犯罪案發情況，介紹將於明年1月舉行的冬防行動的內容；他亦談及全澳城市電子監察系統（俗稱“天眼”）的運作和相關法律規定，並闡析人臉識別系統在協助警方調查犯罪的過程中所發揮的作用及個人資料保護問題。
本局副局長陳堅雄剖析本澳電話詐騙及網絡詐騙案件趨勢和相關宣教方案，涉及香港居民跨境販毒問題及應對策略，與博彩相關罪案種類和協同治安警察局、博彩監察協調局及博企的打擊措施，由偽基站衍生的犯罪、警方所採取的行動及《打擊電腦犯罪法》修訂工作，使用“天眼”進行刑事調查的內部守則及對人員違規行為的紀律程序；亦介紹了在2019年年底生效的《網絡安全法》的主要內容。
治安警察局副局長梁慶康介紹該局於回歸紀念日期間的相關安保工作情況，以及就盜搶犯罪、非法旅館、流鶯問題、青少年防罪教育等採取的措施。

Attending radio programme on current affairs to probe into social security issues
On 29th November 2019, Assistant to Commissioner General of the Unitary Police Service Mui San Meng, Deputy Director of the Judiciary Police Chan Kin Hong and Deputy Commissioner of the Public Security Police Force Leong Heng Hong were invited by TDM to attend the current affairs programme “Macao Forum”, probing into social security issues with the hosts and the audience.
In the programme, Assistant to Commissioner General of the Unitary Police Service Mui San Meng concluded the security situation and the condition of serious violent felony occurrences in Macao in the past ten years, and introduced the content of Winter Precaution Operation which would be held in the coming January. He also mentioned the operation of the Macao citywide electronic surveillance system (commonly known as “Eyes in the Sky”) and the stipulations of the relevant law, explaining the function of the facial recognition system in assisting the police during criminal investigation process and the issues of personal data protection.
Deputy Director of the Judiciary Police Chan Kin Hong analyzed the trend of telephone fraud and online fraud cases in Macao, and the relevant plans for publicity and education, the cross-border drug trafficking issues involving Hong Kong residents and the corresponding strategies, the types of crimes related to gaming and the combating measures in cooperation with the Public Security Police Force, the Gaming Inspection and Coordination Bureau and gaming concessionaires, the crimes derived from pseudo base stations, the operation launched by the Police and the amendment work of “Law on Combating Computer Crimes”, the internal guidelines of using “Eyes in the Sky” to conduct criminal investigation and the disciplinary proceedings against the unlawful act of the personnel. The main content of “The Cybersecurity Law” which would come into effect in the end of 2019 was also introduced.
Deputy Commissioner of the Public Security Police Force Leong Heng Hong introduced the condition of relevant security work conducted by CPSP during Macao S.A.R. Establishment Day, as well as the measures taken in respect of theft and robbery offences, illegal hostels, prostitution issues and anti-crime education for youths, etc.

Participação num programa de rádio onde foram abordadas questões sobre a segurança
No dia 29 de Novembro de 2019, a convite da TDM, o Adjunto do Comandante-geral dos SPU, Mui San Meng, o Subdirector da PJ, Chan Kin Hong, e o Segundo-Comandante do CPSP, Leong Heng Hong, participaram no programa de rádio “Macau Fórum”, com o intuito de abordarem com os apresentadores e os ouvintes questões sobre a segurança.
O Adjunto do Comandante-geral dos SPU, Mui San Meng, fez um balanço sobre a situação da segurança e dos crimes de violência grave na RAEM nos últimos dez anos, e uma apresentação sobre as acções do período invernal a decorrer em Janeiro do próximo ano. Além disso, falou sobre o funcionamento do sistema de monitorização digital da cidade (vulgarmente conhecido por “Olhos no Céu”) e a respectiva legislação, explicando o papel do sistema de reconhecimento facial no auxílio do trabalho de investigação criminal e as questões de protecção dos dados pessoais.
O Subdirector da PJ, Chan Kin Hong, fez uma abordagem sobre a tendência da burla praticada por via telefónica e via cibernética em Macau, os projectos de sensibilização e de educação neste âmbito; o problema do tráfico transfronteiriço de droga que envolvem residentes de Hong Kong e as estratégias de resolução; os tipos de crime ligado ao jogo e as medidas de combate adoptadas em conjunto com o CPSP, a DICJ e as empresas do sector do jogo; os crimes derivados das estações emissoras simuladas, as acções tomadas pela polícia e o trabalho de revisão da “Lei de combate à criminalidade informática”; as instruções internas sobre o uso do sistema “Olhos no Céu” na investigação criminal e o procedimento disciplinar por infracções cometidas pelo pessoal. A par disso, apresentou o conteúdo principal da Lei da Cibersegurança a entrar em vigor em finais de 2019.
O Segundo-Comandante do CPSP, Leong Heng Hong, explicou o trabalho de segurança durante o Dia de Celebração do Retorno de Macau à Pátria e as medidas adoptadas contra o roubo e furto, pensões ilegais, prostituição, bem como o trabalho de educação de prevenção criminal a jovens.
