第十四屆海峽兩岸暨香港、澳門警學研討會在遼寧瀋陽舉行

“第十四屆海峽兩岸暨香港、澳門警學研討會”於2019年10月23日至24日在遼寧省瀋陽市舉行。公安部常務副部長、中國警察協會候任會長王小洪，台灣地區刑事偵防協會榮譽理事長辜仲立、理事長陳翔立，香港警務處處長盧偉聰、入境事務處處長曾國衞，以及澳門警察總局局長馬耀權等分別率領來自海峽兩岸和香港、澳門警察部門、警察院校的警界同仁和專家學者共二百餘人參與。香港中聯辦警聯部副部長鄧兆豐、澳門中聯辦警聯部部長于成平及遼寧省副省長、公安廳廳長王大偉列席會議。

本屆警學研討會的主題是“優化智慧警務效能與跨境警務合作”。澳門警察總局局長馬耀權在致辭時表示，隨着信息技術和人工智能科學的迅速發展，近年新型犯罪手法層出不窮，並且日趨跨境化、組織化和隱蔽化，為警務工作帶來更大的挑戰。面對新型的犯罪模式，警方除透過區域警務合作外，亦必須與時俱進，更系統化、全面化發展智慧警務，以應對日益科技化的跨境犯罪。馬耀權局長期望警學研討會能繼續發揮平台作用，通過交流互助，推動海峽兩岸及香港、澳門警務合作不斷向前發展。

參與本屆研討會的嘉賓還包括中國警察協會副會長朱昌杰、馬振川、李文喜、梁偉發，瀋陽市副市長兼公安局局長楊建軍，台灣地區刑事偵防協會名譽副理事長黃明昭，香港警務處副處長郭蔭庶，澳門警察總局局長助理梅山明、司法警察局副局長杜淑森、治安警察局副局長黃偉鴻、澳門海關和澳門保安部隊高等學校代表等。

本屆警學研討會共收錄74篇論文，並安排當中30位作者在研討會上發言，內容主要有互聯網、大數據、人工智能等技術發展趨勢、跨境警務合作、智慧警務效能、打擊和預防跨境經濟犯罪、打擊電信詐騙犯罪、出入境管理、關務管理及新科技警用裝備的應用等。本局司法警察學校校長孫錦輝擔任其中一次分場交流的點評人，本局人員所提交的論文中有兩篇獲選為發表論文，在大會現場演示和交流，另有一篇則被收入大會的論文集。會議期間，與會者還參觀了瀋陽刑事科學技術實驗室、瀋陽市出入境管理處及當地派出所等警務機構。

The 14th Symposium on Police Studies of Cross Straits cum Hong Kong and Macao held in Shenyang, Liaoning province

The “14th Symposium on Police Studies of Cross Straits cum Hong Kong and Macao” was held between 23rd and 24th October 2019 in Shenyang, Liaoning province. A total of over two hundred persons comprising police colleagues of the police departments and police academies, experts and scholars from Cross Straits, Hong Kong and Macao respectively led by Standing Deputy Minister of Ministry of Public Security cum the President-elect of the Police Association of China Wang Xiaohong, Honorary Chairman Gu Zhongli and Chairman Chen Xiangli of the Taiwan Criminal Investigation and Prevention Association, Commissioner Lo Wai-chung of the Hong Kong Police Force, Director Tsang Kwok-wai of the Hong Kong Immigration Department and Commissioner General Ma Io Kun of the Unitary Police Service participated in the symposium. It was also attended by Deputy Director-General Deng Zhaofeng of the Police Liaison Department of the Liaison Office of the Central People's Government in Hong Kong, Director-General Yu Chengping of the Police Liaison Department of the Liaison Office of the Central People’s Government in Macao and Vice-governor of Liaoning province cum Director of the Liaoning Provincial Public Security Department Wang Dawei.

This Symposium on Police Studies was themed “Optimization of Intelligent Policing Effectiveness and Cross-border Police Co-operation”. Commissioner General Ma Io Kun of the Unitary Police Service stated in his speech that following the rapid development of information technology and artificial intelligence science, new types of modus operandi have been coming up incessantly in recent years with increasingly cross-boundary, organised and covert nature, posing greater challenges to the policing work. In the face of the new crime patterns, the police, apart from regional police cooperation, must also keep abreast of the times to develop intelligent policing in a more systematic and comprehensive way, so as to cope with the increasingly technological cross-border crimes. Commissioner General Ma Io Kun hoped that this Symposium on Police Studies would continue to give play to its role as a platform, facilitating continuous development of police cooperation among Cross Straits, Hong Kong and Macao through exchanges and mutual assistance.

Guests participating in this symposium also included Vice-presidents of the Police Association of China Zhu Changjie, Ma Zhengchuan, Li Wenxi and Liang Weifa, Vice-mayor of Shenyang cum Director of Shenyang Municipal Public Security Bureau Yang Jianjun, Honorary Vice-chairman Wang Mingzhao of the Taiwan Criminal Investigation and Prevention Association, Deputy Commissioner Kwok Yam-shu of the Hong Kong Police Force, Assistant to Commissioner General Mui San Meng of the Unitary Police Service, Deputy Director Tou Sok Sam of the Judiciary Police, Deputy Commissioner Vong Vai Hong of the Public Security Police Force, as well as representatives from the Macao Customs Service and the Academy of Public Security Forces.

A total of 74 research papers were included in this Symposium on Police Studies, and 30 authors of which were scheduled to speak at the symposium. The content mainly included the technological development trends of the Internet, big data and artificial intelligence etc., cross-border police cooperation, intelligent policing effectiveness, combat and prevention of cross-border economic crimes, combat of telecommunications fraud crimes, the immigration management, customs affairs management and the application of new-tech police equipment. Director Suen Kam Fai of the Judiciary Police School served as a commentator for one of the exchange sessions of the symposium. Two of the research papers submitted by the Judiciary Police personnel were selected as the symposium papers for presentation and exchange at the symposium, while another one of which was included in the symposium proceedings. The attendees also paid visits to the police agencies including the Shenyang Criminal Science and Technology Laboratory, Division of Exit and Entry Administration of Shenyang Public Security Bureau and local police stations during the symposium.

“14º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau” realizado em Shenyang, Província de Liaoning

De 23 a 24 de Outubro, decorreu em Shenyang, na Província de Liaoning, o “14º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau”. As delegações das quatro regiões, compostas por mais de 200 representantes de órgãos, escolas policiais e peritos da área da segurança, foram chefiadas, respectivamente, pelo Vice-ministro permanente da Segurança Pública da China e Presidente eleito da Associação de Polícias da China, Wang Xiaohong, pelo Presidente Honorário da Associação de Investigação e Prevenção Criminal de Taiwan, Gu Zhongli, pelo Presidente da Associação de Investigação e Prevenção Criminal de Taiwan, Chen Shiang-Li, pelo Comandante da Polícia de Hong Kong, Lo Wai-chung, Director dos Serviços de Imigração de Hong Kong, Tsang Kwok-wai, e pelo Comandante-geral dos Serviços de Polícia Unitários (SPU) de Macau, Ma Io Kun. O Subdirector-geral dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEHK, Deng Zhaofeng, o Director-geral dos Serviços de Ligação para os Assuntos Policiais do Gabinete de Ligação do Governo Popular Central na RAEM, Yu Chengpin, o Vice-governador da Província de Liaoning e Director da Directoria Provincial de Segurança Pública de Liaoning, Wang Dawei estiveram igualmente presentes no seminário.

Este seminário teve como tema “Aperfeiçoamento do policiamento inteligente e da cooperação policial transfronteiriça”. Durante o seu discurso, o Comandante-geral dos SPU, Ma Io Kun, referiu que com o rápido desenvolvimento da tecnologia da informação e da inteligência artificial, têm vindo a emergir novos tipos de crimes, com modus operandi diversificado e não raras vezes transfronteiriços, organizacional e oculto, criando deste modo novos desafios à polícia. Face a esta nova tendência da criminalidade, a polícia tem que, além de estabelecer uma estreita cooperação com os serviços congéneres a nível regional, estar a par da evolução da sociedade e apostar no desenvolvimento sistemático e integral do policiamento inteligente, de forma a prevenir e combater eficazmente a criminalidade sofisticada e transfronteiriça. O Comandante-geral disse ter esperança de que o seminário possa continuar a servir de plataforma no âmbito das ciências policiais, para impulsionar a cooperação e o intercâmbio policial entre as quatro regiões.

Foram também convidados os Vice-presidentes da Associação de Polícias da China, Zhu Changjie, Ma Zhenchuan, Li Wenxi e Liang Weifa, Vice-governador de Shenyang e também Director da Directoria Municipal de Segurança Pública de Shenyang, Yang Jianjun, o Vice-presidente Honorário da Associação de Investigação e Prevenção Criminal da Região de Taiwan, Huang Mingzhao, o Segundo-comandante da Polícia de Hong Kong, Kwok Yam-shu, o Adjunto do Comandante-geral dos SPU, Mui San Meng, a Subdirectora da Polícia Judiciária, Tou Sok Sam, o Segundo-comandante do Corpo de Polícia de Segurança Pública, Vong Vai Hong, e representantes dos Serviços de Alfândega e da Escola Superior das Forças de Segurança de Macau.

No seminário foram recolhidas 74 dissertações, das quais 30 foram apresentadas publicamente, que incidiram especialmente sobre a tendência e evolução das técnicas associadas à internet, megadados e inteligência artificial, cooperação policial transfronteiriça, policiamento inteligente, prevenção e combate aos crimes económicos transfronteiriços e crimes de burla nas telecomunicações, gestão da migração, gestão alfandegária, aplicação das novas tecnologias no equipamento policial etc. O Director da Escola de Polícia Judiciária, Suen Kam Fai, foi o crítico numa subsessão, duas dissertações apresentadas por pessoal da PJ foram seleccionadas para serem apresentadas na conferência e uma outra foi incluída na colectânea de dissertações do seminário. Durante a estadia em Shenyang, as delegações tiveram a oportunidade de visitar o Laboratório de Ciências Forenses, o Departamento de Migração e os postos policiais locais.
