第12屆海峽兩岸暨香港、澳門警學研討會

第12屆海峽兩岸暨香港、澳門警學研討會於2017年12月4日至5日在澳門舉行。公安部常務副部長傅政華、台灣刑事偵防協會理事長陳翔立、香港警務處處長盧偉聰及澳門保安司黃少澤司長率領代表團出席。本局薛仲明代局長、杜淑森副局長及各部門人員共20人作為澳門代表團的成員，亦參與了是次研討會。

近年來，資訊技術發展迅猛，世界各地紛紛推動智慧城市的建設，然而發達的資訊和網絡亦同時會衍生出高智慧的新型跨境犯罪，其模式不斷快速演變，此科技“雙刃劍”為各地警方帶來了更多新的挑戰。本屆警學研討會主題為“大數據思維與跨境警務合作”，兩岸四地的警界同仁及專家學者聚首一堂，共同探討“大數據”在分析和預測方面的優勢，研究如何適當、有效利用網絡技術以及龐大的數據，以達到在資訊時代更有力地預防和打擊新型跨境犯罪的目標。

是次研討會發表的內容包括：大數據思維對推動跨境警務合作效能的分析；大數據資源共享研究；大數據分析在預防與打擊跨境犯罪（如：電信詐騙犯罪、毒品犯罪）中的具體應用；大數據在社會治安防控、出入境管理和反恐的應用等主題。

來自海峽兩岸及香港、澳門的代表團約200人出席了研討會，在七場研討會中，共有29篇論文於大會上發表。本局兩位刑事偵查員何嘉麒、余雄輝合作撰寫的《淺談大數據分析在預防與打擊跨境經濟犯罪中的具體應用》一文亦入選大會論文，並獲安排在首日研討會上發表。研討會氣氛熱烈，與會者積極互動，在促進理論研究的同時加深實務合作，以共同確保海峽兩岸及香港、澳門的良好治安環境。

兩岸四地代表團亦參觀了澳門民防行動中心、治安警察局和消防局，藉此瞭解本澳民防應急的工作、治安警察局和消防局的職能及運作等，相信各項參觀和交流活動會為兩岸四地警方開拓更深、更廣的合作空間。

是次出席研討會的代表團成員尚包括：中國警察協會副會長朱昌杰、梁偉發，台灣中央警察大學校長刁建生、刑事偵防協會名譽副理事長、警政署副署長邱豐光，香港入境事務處處長曾國衞和香港警務處副處長趙慧賢；此外，中央人民政府駐澳門聯絡辦公室副主任孫達，澳門警察總局局長馬耀權、海關關長黃有力，以及來自海峽兩岸和香港、澳門警察部門、警察院校和有關部門的領導、警界同仁和專家學者等出席了會議。

The 12th Symposium on Police Studies of Cross Straits cum Hong Kong and Macao

The 12th Symposium on Police Studies of Cross Straits cum Hong Kong and Macao was held between 4 and 5 December 2017 in Macao. Delegations led by Standing Deputy Minister of Ministry of Public Security FU Zhenghua, Chairman of the Taiwan Criminal Investigation and Prevention Association CHEN Xiangli, Commissioner of the Hong Kong Police Force LO Wai-chung and Secretary for Security of Macao WONG Sio Chak, attended the Symposium. A total of 20 Macao delegates, including Acting Director SIT Chong Meng and Deputy Director TOU Sok Sam as well as personnel from various departments of the Judiciary Police, also participated in the Symposium.

In recent years, information technology has been developing swiftly and vigorously, with various places all over the world successively launching the infrastructure of smart city. However, in the meantime, the advanced information and network would also give rise to new types of cross border crimes of high intellect, with rapidly ever-changing modes. The “double-edged sword” of technology has brought further new challenges to the police of various places. This Symposium on Police Studies was themed “Big Data Cogitation and Cross-border Police Co-operation”. Police colleagues, experts and scholars from 4 places over the straits gathered together to probe jointly into the advantages of “big data” in aspects of analysis and forecast, and study how to make proper and efficient use of the networking technology and mass data, in order to achieve the goal of further reinforcing the prevention and combat of new types of cross-border crimes in the information era.

The topics presented in the symposium included: the analysis on the effectiveness of cross-border police cooperation facilitated by big data cogitation, the research on big data resources sharing, the specific application of big data analysis in the prevention and combat of cross-border crimes (e.g. telecom fraud and drug crimes), the application of big data in the prevention and control of social security, the immigration control and counter-terrorism, etc.

Approximately 200 delegates from cross straits, Hong Kong and Macao attended the symposium. A total of 29 research papers were presented on this occasion during the 7 sessions of the symposium. The paper “Fundamentals on Specific Application of Big Data Analysis in the Prevention and Combat of Cross-border Economic Crimes ” co-authored by two criminal investigators of the Judiciary Police HO Ka Ki and U Hong Fai, was selected as a paper of the symposium and scheduled to be presented on the first day of the symposium. The symposium had a vibrant atmosphere, with active interaction among the attendees. Theoretical research was enhanced while practical co-operation was also strengthened, so as to safeguard collaboratively the wellbeing of security environment in the straits, Hong Kong and Macao.

Delegates from four places over the straits also visited the Macao Civil Protection Operations Centre, Public Security Police Force and Fire Services Bureau, in order to understand the civil protection emergency work, the functions and operation of the Public Security Police Force and Fire Services Bureau in Macao etc. It was believed that various visits and exchange activities would exploit a greater and wider room for co-operation for the police from four places over the straits.

Delegates attending the symposium also included Vice-presidents of the Police Association of China ZHU Changji and LIANG Weifa, Rector of Central Police University of Taiwan DIAO Jiansheng, Honorary Vice-chairman of the Criminal Investigation and Prevention Association, Deputy Director-general of National Police Agency CHIU Fengkuang, Director of Hong Kong Immigration Department TSANG Kwok-wai as well as Deputy Commissioner of the Hong Kong Police Force CHIU Wai-yin. In addition, Deputy Director of Liaison Office of the Central People’s Government in Macao SUN Da, Comissioner General of the Unitary Police Service MA Io Kun, Director-general of the Macao Customs Service VONG Iao Lek, and directorate, police colleagues and experts as well as scholars from police departments, police academies and related departments in the Cross Straits, Hong Kong and Macao also attended the meeting.

12º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau

Nos dias 4 e 5 de Dezembro de 2017, decorreu em Macau, o “12º Seminário sobre Ciências Policiais entre os Dois Lados do Estreito, Hong Kong e Macau”. As delegações policiais das quatro jurisdições foram chefiadas, respectivamente, pelo Vice-ministro permanente da Segurança Pública da China, Fu Zhenghua, Presidente da Associação de Investigação e Prevenção Criminal de Taiwan, Chen Shiang-Li, Comandante da Polícia de Hong Kong, Lo Wai-chung e Secretário para a Segurança de Macau, Wong Sio Chak. Neste seminário, contou-se também com uma participação da delegação de Macau composta por 20 pessoas, cujos membros incluíam o Director substituto da PJ, Sit Chong Meng, a Subdirectora, Tou Sok Sam e o pessoal de várias subunidades.

O presente seminário incidiu sobre “A tecnologia Big Data na Cooperação Policial”, onde agentes policiais e peritos abordaram e debateram assuntos relacionados com as vantagens do Big Data na análise de informação e na previsão de ocorrências, assim como a sua contribuição na prevenção e combate à criminalidade ao fazer uso da tecnologia de rede e das bases de dados. A progressão exponencial da tecnologia informática é uma faca de dois gumes. Por um lado, vários países já estão a avançar na construção de “cidades inteligentes”, onde a tecnologia Big Data desempenha um papel fundamental. Por outro lado, o avanço tecnológico deu origem a várias práticas ilícitas que recorrem a tecnologias muito avançadas, nomeadamente na área da criminalidade transfronteiriça. Face a esta tendência, as autoridades procuram aproveitar desta tecnologia para ajudar a polícia, nomeadamente na prevenção e combate à criminalidade transfronteiriça.

Neste seminário foram debatidos: a teoria de Big Data para a promoção de cooperação policial transfronteiriça, a possibilidade de partilha dos recursos de Big Data, a aplicação de Big Data para a prevenção e combate à criminalidade transfronteiriça (crime de burla telefónica, crime relacionado com droga), assim como a aplicação de Big Data no controlo da segurança, gestão da migração e combate ao terrorismo, entre outros.

O seminário contou com a presença de cerca de 200 participantes, 29 oradores efectuaram apresentações no decurso de sete sessões, entre os quais se destacam os dois investigadores criminais da PJ, Ho Ka Ki e U Hong Fai, que elaboraram, em conjunto, a tese “Uma Abordagem Preliminar sobre a Aplicação Concreta da Análise de Big Data na Prevenção e Combate aos Crimes Económicos Transfronteiriços”, que foi seleccionada para ser apresentada no primeiro dia do seminário. O evento decorreu num ambiente acolhedor e interactivo e serviu de plataforma para a partilha de experiências, permitindo, para além do aprofundamento da cooperação policial, contribuir para a estabilidade das regiões.

As delegações aproveitaram a ocasião para visitar também o Centro de Operações de Protecção Civil, o Corpo de Bombeiros e o Corpo de Polícia de Segurança Pública, com o intuito de se inteirarem do seu funcionamento, procurando aprofundar os laços de cooperação entre as quatro regiões.

Foram também convidados os Vice-presidentes da Associação de Polícias da China, Zhu Changjie e Liang Weifa, Reitor da Universidade Central da Polícia de Taiwan, Diao Jiansheng, Vice-presidente Honorário da Associação da Investigação e Prevenção Criminal de Taiwan e Subdirector da Agência Nacional de Polícia de Taiwan, Qiu Fengguang, Director dos Serviços de Imigração de Hong Kong, Tsang Kwok-wai, Segundo-comandante da Polícia de Hong Kong, Chiu Wai-yin, Subdirector do Gabinete de Ligação do Governo Central da RPC na RAEM, Sun Da, Comandante-geral dos Serviços de Polícia Unitários de Macau, e Ma Io Kun, Director-geral dos Serviços de Alfândega de Macau, Vong Iao Lek, entre outros.
