Case of bogus employment of non-resident worker cracked, with 3 women apprehended

On 14th October 2026, while investigating a case of deprivation of other’s freedom of movement, common assault causing harm to bodily integrity and illegal recordings and photographs, the Organised Crime Division of the Judiciary Police found that a prostitute holding Non-resident Worker’s Identity Card was involved in bogus employment, thus a specialised case file was opened for in-depth investigation.

Investigation confirmed that the local owner of the involved company had received RMB60,000 as the processing fee to falsely employ the involved mainland woman via the assistance of a middleman and had falsely reported her employment as the shop equipment installer since 12th June 2026.  Having obtained the Non-resident Worker’s Identity Card and opened a payroll account, the involved woman gave the bank card, password, “monthly salary” of MOP4,000 in cash to a mainland female employee of the involved company to pass on to the owner, who would conduct monthly deposit and withdrawal transactions to forge payroll records.  After obtaining the permit to stay in Macao, the involved woman never reported for work at the company, and had used the Non-resident Worker’s Identity Card to enter and exit the mainland and Macao on multiple occasions.  The purpose of staying in Macao was to engage in prostitution activities at the peripheries of the casinos, while the employee of the involved company, who was fully aware of that, still collusively participated in the bogus processing procedures.

Based on investigative results, the Judiciary Police transferred the two involved mainland women and the owner of a local company to the Public Prosecutions Office for the offence of falsely performing and asserting certain legal acts to obtain permits, while continuing to pursue the remaining involved individuals.
