Three local women arrested for defrauding public funds by operating social services organisation

On 31st July 2026, the Public Prosecutions Office authorised the Economic Crimes Division of the Judiciary Police to investigate a social services organisation in Taipa district on the suspicion of defrauding public funds. Case details revealed that the local female responsible person of the involved social services organisation had signed a cooperation agreement with the Social Welfare Bureau (Instituto de Acção Social, IAS) in August 2019, with IAS providing premises, facilities, as well as financial subsidies which included employees’ salaries. Since the operating income of the organisation was built on the gratuitous provision of premises, facilities and subsidies from the SAR Government, it was an income derived from public resources, therefore the organisation was required to declare all of their income and expenditure to IAS, and obtained grants based on their declaration, while the surplus funds, also belonged to IAS, should be returned to the SAR Government. After the involved organisation was put into operation, IAS personnel had conducted multiple patrols during different time slots, to discover that three of the declared organisation employees were not working in the organisation. Under the suspicion of fabricating a declaration to defraud public funds, IAS reported to the Public Prosecutions Office.
On 14th October 2026, the Judiciary Police officers intercepted three involved local women inside a residence in Taipa district, one of them being the responsible person of the involved social services organization while the other two individuals were declared as employees of the organisation. In addition, three mobile phones, two computers and one computer hard disk were seized. Investigation revealed that the two involved women who were declared as employees of the organisation did not serve at the organisation. All of the involved persons had defrauded IAS subsidies, and evaded relevant inspection and supervision by fabricating employment relationships and forging payroll bank records. A total of around MOP3.9 million of public funds were defrauded.
Based on investigative results, the Judiciary Police transferred the three involved women to the Public Prosecutions Office with charges including fraud (considerably huge amount), computer forgery, money laundering and criminal syndicate, while continuing to conduct in-depth investigation into the case.
