Police of Macao and Zhuhai jointly busted cross-border telecom and internet fraud syndicate, arresting three
The Judiciary Police received reports successively from 54 local residents between 18th September and 12th October 2026 that they had received scam phone calls from callers posing as “TikTok” customer representatives, who falsely claimed that the victims’ livestreaming studio membership service had expired, demanding a payment of MOP 800. Cancellation of such service required contact with a “customer representative” via a messaging app. The fraudsters lured the victims into downloading an unknown mobile app from a link and turning on screen-sharing, thereby controlling their mobile phone for transfers and electronic payments. For victims holding physical credit cards, the fraudsters lured them into turning on the NFC function in their mobile phone to read chip data, which were then transferred overseas for counterfeit card payments. The 54 victims had suffered losses ranging from several thousand to 2 million patacas, totalling over MOP 10 million.
The Judiciary Police attached great importance to the case. A dedicated team was promptly deployed from the I.T. Crimes Division for investigation, revealing that the fraudsters had set up a scam hideout in a building in Zhuhai, using Macao pre-paid phone cards to receive signals from base stations in Ilha Verde, Macao and make scam phone calls to Macao residents. The Judiciary Police immediately notified the police of mainland China, via the Macao Sub-Bureau of the China National Central Bureau of INTERPOL, and held a meeting with the police of Zhuhai to analyse the case.
Taking action on October 12th, the police of Zhuhai successfully busted the phone scam hideout, arresting three involved mainland Chinese men and seizing 66 mobile phones (42 of which were running at that time) and over 200 phone cards at the scene. The involved criminal syndicate had used that hideout to make at least 19,500 scam phone calls to Macao residents since late September. The Judiciary Police will continue to pursue the ringleader and upper-level members of the criminal syndicate and the whereabouts of the fraud proceeds.
