Two mainland men nabbed for involvement in fraud of massive amount and money laundering

On 2nd July 2025, while visiting her family in Macao, the victim received a call from an individual who self-professed to be a “Macao Immigration Bureau officer”. The other party accused her of sending numerous scam SMSes using a SIM card registered in the Mainland. Subsequently, there was another incoming call from an individual who self-claimed to be a “police constable of Fuzhou Public Security Bureau”, indicating that the victim had already violated the laws in the Mainland, thus requiring her to enable the screen sharing function on her mobile phone to cope with the “online investigation”. In addition, to prove her innocence, the victim was asked to transfer the savings in her bank accounts to several Hong Kong bank accounts for “funds review”. From 14th July to 29th October 2025, the unsuspecting victim transferred funds totalling the equivalent of MOP 1,475,210 from the Macao and overseas bank accounts held in her name to 6 Hong Kong bank accounts designated by the other party on 9 occasions successively. Yet, the other party kept asking the victim for money, and that aroused her suspicions. The victim only found out that she had been scammed after filing a complaint with the Judiciary Police on October 31st.

The IT Crimes Division of the Judiciary Police launched an investigation, and identified one of the Hong Kong bank accounts used to receive fraud proceeds equivalent to approximately MOP53,500. On 10th October 2026, the first involved mainland man holding the account, was intercepted at the Border Gate Checkpoint, and 2 mobile phones were seized from him. Upon investigation, it was learnt that, in September 2025, led by an upper-level member, the first involved man went to open the involved account in Hong Kong. The account was also involved in 3 fraud cases in Hong Kong. Afterwards, personnel of the Judiciary Police identified his upper-level member based on leads, and learnt from investigation that, the duo came to Macao this time, intending to obtain cash through card swiping. On October 11th, personnel of the Judiciary Police intercepted the second involved mainland man at the Outer Harbour Ferry Terminal, seizing 2 mobile phones, 6 Hong Kong bank cards and HKD51,000 in cash. Investigation revealed that the second involved man had also recruited other individuals to open bank accounts in Hong Kong, suspecting to be engaging in money laundering activities.

Based on investigative findings, the Judiciary Police transferred the two involved men to the Public Prosecutions Office for the offences of fraud (massive amount) and money laundering, while continuing to conduct in-depth investigation of the case.
