Guangdong and Macao police dismantled a prostitution ring in Operation “Monsoon”, with 47 people arrested

To improve the security environment of the community, the Organised Crime Division of the Judiciary Police continued to combat prostitution activities. In July of this year, based on intelligence, it was discovered that a criminal syndicate had been recruiting and organising women to engage in prostitution in hotels in the Cotai district through an online social media group chat. The Judiciary Police immediately exchanged information with the mainland police through the police liaison mechanism. The Guangdong Provincial Public Security Department paid close attention to the situation and coordinated the Zhuhai Municipal Public Security Bureau to form a joint task force with the Judiciary Police.
Investigation revealed that the involved social media group chat was created by a mainland female mastermind and co-managed by a local woman. There were a number of pimps and prostitutes in the chat, and messages were regularly deleted to evade police investigation. To join the group chat, prostitutes had to pay the mastermind a fee, and there was a standardised fee for each sexual transaction, ranging from HKD1,000 to HKD2,500. When the mastermind received a client referral from a pimp, she would arrange for a nearby prostitute to meet the client in the client’s room for sexual transaction through the group chat. Furthermore, to facilitate more transactions, pimps would solicit clients from passersby around large hotels, while also arranging for prostitutes to stand in hotel lobbies and surrounding areas for clients to choose from.
At the opportune moment, police from Guangdong and Macao launched a joint operation codenamed "Monsoon" on the early morning of 23rd September, 2026. The Judiciary Police deployed 110 personnel and intercepted 16 involved individuals at various locations in the Cotai district, including the mainland female mastermind who created and managed the involved prostitution group chat, six men and seven women from mainland China and a Hong Kong woman responsible for soliciting clients, as well as a Nepalese man who disclosed hotel internal information to the criminal syndicate and assisted in evading detection. Simultaneously, the personnel of the Judiciary Police also apprehended 11 prostitutes and four clients at five hotels and their surrounding areas in the district, seizing HKD45,000 in cash, RMB2,000 in cash, several mobile phones, and a large quantity of prostitution paraphernalia.
On the other hand, under the coordination of the Guangdong Provincial Public Security Department, the Zhuhai Municipal Public Security Bureau arrested 31 involved persons in Zhuhai, Guangzhou, Shenzhen, Foshan and Zhongshan respectively. Among them was the local woman responsible for managing the involved prostitution group chat. 15 prostitutes were also intercepted. A large quantity of mobile phones, computer equipment, and prostitution paraphernalia were seized. The arrest operation was still ongoing. Investigation revealed that the criminal syndicate had been operating since at least March of this year, and its illicit profits over the six months of operation amounted to at least HKD5.3 million.
Based on the findings of the investigation, the Judiciary Police transferred the 16 involved individuals arrested in Macao to the Public Prosecutor's Office for the offences of criminal syndicate and procurement of prostitution, while continuing to conduct in-depth investigation into the case.

A PJ continua a aprofundar a investigação.
