十一名男子涉虛假聘用被捕
本局有組織罪案調查處就今年5月一宗虛假聘用案件進行後續偵查，發現涉案物業管理公司尚有多名外僱的支薪及出入境情況可疑，經深入調查後得悉各人並沒有從事物管工作，而是前往本澳不同場所從事私人裝修。
2026年9月16日，本局人員經部署後採取行動，於本澳多處截獲共11名涉案男子，包括涉案公司的本澳東主及經理、1名內地主管、1名內地前外僱，以及7名虛假聘用的內地外僱。
經查，涉案公司自2024年起因業務緊縮而無法全數使用已獲批出的外僱配額，涉案東主及經理遂計劃藉虛假聘用將剩餘的外僱配額出售圖利，其後涉案經理、主管及前外僱成功物色多名欲取得外僱身份的內地居民，再由涉案東主協助各人申請合法工作許可。每名假外僱需支付4.5萬元人民幣作首次手續費用，其後每年再支付3.6萬元人民幣續期費，涉案公司至今已獲至少100萬元人民幣不法利益。
本局根據調查所得，以為取得許可而虛偽作出並主張某些法律行為罪，將11名涉案男子移送檢察院偵辦，並就案件通報勞工事務局。
Eleven men arrested for false employment
While conducting a follow-up investigation into a case of false employment that occurred in May of this year, the Organized Crime Division of the Judiciary Police discovered that the involved property management company still had several non-resident workers with suspicious payroll and immigration records. After an in-depth investigation, it was found that none of them were engaged in property management work, but instead had been working on private renovation projects at various establishments in Macao.
On 16th September 2026, the Judiciary Police personnel took action following deployment, apprehending a total of 11 involved men at multiple locations in Macao, including the local owner and the manager, 1 Mainland supervisor, 1 former non-resident worker from Mainland of the involved company, as well as 7 non-resident workers from Mainland who had been falsely employed.
Investigation revealed that since 2024, due to a downturn in business, the involved company had been unable to fully utilise its approved non-resident worker quotas. The involved owner and manager therefore planned to sell the remaining non-resident worker quotas for profit through false employment. Subsequently, the involved manager, supervisor, and former non-resident worker successfully solicited a number of Mainland residents seeking to obtain non-resident worker status, and then the involved owner assisted them in applying for legal work permits. Each bogus non-resident worker was required to pay RMB45,000 as an initial processing fee, followed by an annual renewal fee of RMB36,000. The involved company has reaped at least RMB1 million in illegal profits to date.
Based on the investigative findings, the Judiciary Police transferred the 11 involved men to the Public Prosecutions Office for investigation on the charge of falsely performing and asserting certain legal acts to obtain permits, and notified the Labour Affairs Bureau of the case.
