偵破兩宗不法經營線上幸運博彩案 共拘五男女
2026年8月17日，本局博彩罪案調查處接獲情報，指有人在娛樂場內進行俗稱“電投”的不法經營線上幸運博彩犯罪活動，隨即派員前往調查，共截獲一男四女涉案內地人士。
第一宗案件
案情顯示，四名涉案內地女子以日薪方式受聘於在逃涉案人，按對方指示到新口岸區一娛樂場內的直播百家樂機進行“電投”，當中兩人負責透過手機按對方指示進行投注，其餘兩人分別負責拍照記錄及監視賭局。本局人員於四人身上合共檢獲6部手機、2副藍牙耳機、1,600港元現金、6張面值合共106,851港元的角子機現金券、12張百家樂路紙以及1張紙條，並查悉其中三人已獲取900至1,960港元不等的報酬，另外一人則未獲報酬。
第二宗案件
同日晚上，涉案內地男子身穿經改裝的外套進入路氹城區一娛樂場內，將手機固定在帶有小孔的胸前口袋裡並對準直播百家樂機進行偷拍，經通訊軟件向在逃涉案人直播賭博過程，同時以藍牙耳機接收對方的指示進行投注。經查，本局人員在涉案男子身上檢獲1件經改裝的外套、2部手機、1副藍牙耳機、1副耳道式微型耳機連1個藍牙接收器及7顆電池、500港元現金，以及2張面值合共16,500港元的角子機現金券。
本局根據調查所得，以不法經營線上幸運博彩或線上互相博彩罪將五名涉案男女移送檢察院偵辦，並繼續追緝其餘在逃涉案人。
Two cases of illegal operation of online games of fortune busted, with 5 individuals apprehended in total
On 17th August 2026, the Gaming-related Crimes Division of the Judiciary Police received intelligence, indicating that someone was engaging in the illegal operation of online games of fortune activities (so-called “proxy betting”) inside a casino. Personnel were immediately dispatched to conduct an investigation, intercepting a total of five involved Mainlanders (one man and four women).
First Case
Case details revealed that, the four involved Mainland women were hired on a daily wage by an absconding individual involved in the case. Acting on instructions from the other party, they went to the live-broadcast baccarat machines inside a casino in the ZAPE district to carry out “proxy betting”. Two of them were responsible for placing bets based on instructions given by the other party via mobile phones, whilst the remaining two were responsible for taking photographs to keep records and monitoring the gambling games respectively. Personnel of the Judciary Police seized a total of 6 mobile phones, two pairs of Bluetooth earbuds, HKD1,600 in cash, 6 slot machine cash vouchers with a total face value of HKD106,851, 12 baccarat route sheets , and 1 slip of paper from the quartet. It was also established upon investigation that, three of them had already received remuneration ranging from HKD900 to HKD1,960, whilst the remaining one had not received any remuneration.
Second Case
On the evening of the same day, the involved Mainland man, wearing a modified jacket, entered a casino in the Cotai district. He fixed a mobile phone in his chest pocket which had a small hole, and trained it on the live-broadcast baccarat machine to film secretly. He live-streamed the gambling process to the absconding individual involved in the case via a messaging software, whilst simultaneously receiving instructions from the other party via Bluetooth earbuds to place bets. Upon investigation, personnel of the Judiciary Police seized a modified jacket, 2 mobile phones, a pair of Bluetooth earbuds, a pair of in-ear mini earbuds connected to a Bluetooth receiver along with 7 batteries, HKD500 in cash, and 2 slot machine cash vouchers with a total face value of HKD16,500 from the involved man.
Based on investigative findings, the Judiciary Police transferred the 5 involved individuals to the Public Prosecutions Office for the offence of illegal operation of online games of fortune or online mutual gaming, while continuing to pursue the remaining involved individuals at large.
Resolvidos dois casos de exploração ilícita de jogo de fortuna ou azar online e detidos cinco indivíduos de ambos os sexos
No dia 17 de Agosto de 2026, a Divisão de Investigação de Crimes relacionados com o Jogo da PJ foi informada de que alguém estava a fazer a exploração ilícita de jogo de fortuna ou azar online (apostas online) em casinos. Assim, enviou imediatamente pessoal ao local para investigação, tendo interceptado um homem e quatro mulheres, todos residentes do Interior da China.
Primeiro caso
A investigação revelou que, quatro mulheres do Interior da China foram contratadas, por renumeração diária, por um indivíduo que se encontra em fuga. Conforme a ordem do mesmo indivíduo, as mulheres deslocaram-se a um casino no NAPE para a transmissão ao vivo de jogos de bacará feitos nas máquinas (apostas online); duas delas fizeram apostas conforme as ordens de jogadores, feitas através de telemóveis e as outras duas tiraram fotografias para asseverar o que tinha acontecido e fizeram vigilância. O pessoal da DICJ encontrou, na posse das quatro mulheres, seis telemóveis, dois pares de fone de ouvido bluetooth, 1,600 HKD em numerário, seis cupões de slot machine com valor facial total de 106.851 HKD, 12 papeis de jogo de bacará fornecidos pelo casino e um papelinho. Apurou-se também que três delas tinham obtido renumeração que varia de 900 a 1.960 HKD enquanto a outra ainda não tinha obtido qualquer renumeração.
Segundo caso
Na mesma noite, um homem do Interior da China, entrou num casino do Cotai trajando um casaco modificado que tinha um buraquinho no bolso do peito. No mesmo estabelecimento, fixou o telemóvel nesse bolso com a câmara apontada à máquina de jogos de bacará, no sentido de fazer clandestinamente uma transmissão ao vivo desses jogos para um indivíduo (que se encontra em fuga) através de software de comunicação e, a seguir, apostou conforme as suas ordens feitas através de fones de ouvido bluetooth. Conforme investigações, o nosso pessoal encontrou na posse do homem um casaco modificado, dois telemóveis, um par de fone de ouvido bluetooth, um par de mini fone de ouvido intra-auricular com um receptor bluetooth, sete baterias, 500 HKD em numerário e dois cupões de slot machine com valor facial total de 16.500 HKD.
Das investigações efectuadas, cinco indivíduos, de ambos os sexos, foram presentes ao MP por exploração ilícita de jogo de fortuna ou azar online ou de aposta mútua online. A PJ continua a procura de outros indivíduos envolvidos em fuga.
