Two mainland men arrested for fraud of huge amount

On 17th August 2026, the Gaming-related Crimes Division of the Judiciary Police received a report from the security department of a casino in the Cotai district, stating that a mainland woman had been defrauded of money in the course of illegal currency exchange with two mainland men in the casino. The Judiciary Police immediately dispatched personnel to the scene to contact the victim and the two involved men, then brought the three persons to the Judiciary Police for investigation.
Investigation revealed that the victim proactively got in touch with the first involved man in the said casino. Both parties agreed to exchange HKD 50,000 of casino chips for RMB 44,000. The victim provided her mainland mobile phone number for transfer, then the man produced a fake screenshot of successful transfer. The victim handed the casino chips to the man before confirming receipt of the amount, and the man promptly left the scene. At the same time, the second involved man immediately stepped up and pretended to request a currency exchange. Feeling suspicious, the victim checked the account immediately, only to find that the amount was not received. The victim tried to pursue the first involved man but was thwarted by the second involved man. The quarrel aroused between the two alerted the security guard and exposed the incident.
Investigation revealed that the first involved man forged a screenshot of transfer with mobile phone app to mislead the victim into believing that the transfer was successful, then the second involved man stalled the victim by faking a currency exchange request. The duo conspired to defraud the victim of money.
Personnel of the Judiciary Police found a mobile phone, HKD 40,000 of casino chips and HKD 10,000 in cash on the first involved man; 2 mobile phones were found on the second involved man. The aforesaid items were believed to be perpetrating tools and criminal proceeds.
Based on investigative findings, the Judiciary Police transferred the two involved mainland men to the Public Prosecutions Office for the offence of fraud of huge amount. As for the victim’s act of operating illegal currency exchange for gambling, the Judiciary Police had opened another case file for investigation. Meanwhile, as the second involved man entered a casino before reaching the age of 21 years old, the Gaming Inspection and Coordination Bureau had been notified for follow-up.
