Mainland man nabbed for involvement in massive fraud

On 26th July 2026, the Public Security Police Force handed over a massive fraud case, along with the victim and the involved Mainland man of the case, to the Judiciary Police. The victim reported being defrauded during a currency exchange with the involved Mainland man, suffering a loss of HKD30,100.
Case details revealed that, on 25th July 2026, the victim contacted the man at large, who alleged to be engaged in currency exchange, via a mobile messaging group. The two parties agreed to exchange RMB76,000 for HKD90,000 in cash, and scheduled to trade at a hotel in the Cotai District. After arriving at the hotel room, the victim saw the involved Mainland man take a stack of cash out of a black bag and give it to a woman, who left after receiving the money. Mistakenly believing that there was sufficient cash in the bag, the victim agreed to transfer RMB26,000 to an account designated by the other party first, followed by the remaining RMB50,000. However, due to transfer limits on the accounts of both the man at large and the involved Mainland man, the funds could not be received, resulting in the failure to complete the remaining transaction.
Subsequently, the man at large excused himself and left the room, instructing the involved Mainland man to stay behind and continue processing the transaction. During the course, the victim demanded HKD30,100 in cash, corresponding to the amount that had been transferred. Yet, he eventually discovered that the black bag contained nothing but joss paper, with no genuine banknotes whatsoever. Realising that he had been defrauded, the victim reported the incident to the police.
Following an in-depth investigation, the Economic Crimes Division of the Judiciary Police confirmed that, after leaving the room, the man at large immediately left in a vehicle, and his whereabouts were unknown. A total of 963 sheets of joss paper, brought into Macao from the Chinese Mainland, were involved. Forensic examination confirmed that they lacked any anti-counterfeiting features and were visually identifiable as fake banknotes. Additionally, a mobile phone used in the commission of the crime was seized from the involved Mainland man. Investigations showed no current indication that the involved Mainland man was involved in illegal currency exchange offences.
Based on investigative findings, the Judiciary Police transferred the involved Mainland man to the Public Prosecutions Office for the offence of fraud (massive amount), while continuing to pursue the whereabouts of the fugitive and ill-gotten gains.
