兩內地男女分別涉不法經營線上博彩被拘
2026年7月11日，本局博彩罪案調查處分別接獲線報，破獲兩宗不法經營線上幸運博彩案件，合共拘捕兩名涉案內地男女。
第一宗案件
當日中午，本局博彩罪案調查處接獲線報，指皇朝區一娛樂場內有人進行俗稱“電投”的不法經營線上幸運博彩犯罪活動。本局人員在場內發現一名涉案內地男子舉止可疑，其於直播百家樂博彩機前長時間保持筆直坐姿，與一般賭客明顯不同，遂將其截查作進一步調查。
調查顯示，該名涉案內地男子於當日上午約11時開始在上述娛樂場賭博。其身穿一件經改裝的牛仔外套，胸口口袋改為網狀透視布料，以便將手機放入袋內，透過鏡頭清晰拍攝博彩機螢幕，並利用手機應用程式即時直播賭博過程，同時以藍牙耳機接收身處內地客人的下注指示，替其進行投注。
經查，該男子為首次來澳作案，攜帶1.2萬港元作為賭本，並以收取500港元報酬為條件犯案。本局人員在其身上搜獲1.8萬港元現金、一張面值1.2萬港元的現金券，以及一件改裝外套、兩部手機及一組藍牙耳機等作案工具。
第二宗案件
同日晚上，本局博彩罪案調查處接獲線報，指路氹城區一娛樂場內有人進行俗稱“電投”的不法線上幸運博彩犯罪活動。本局人員在場內發現一名涉案內地女子行為有異，其於百家樂賭枱前坐姿僵硬，且刻意將衣物正面對準賭枱，衣服圖案中帶有疑似鏡頭的可疑黑點，遂將其截查展開深入調查。
調查顯示，該名涉案內地女子於當晚約9時開始在該娛樂場賭博。其身穿經改裝的作案服飾，衣服內縫有攝像鏡頭並連接手機，衣物前方設有小孔，鏡頭可透過小孔對準百家樂賭枱進行偷拍，再利用手機應用程式直播賭博過程，同時以藍牙耳機接收身處內地客人的投注指示，替其下注。
經查，自2026年6月下旬起，該女子共替客人進行四次不法直播投注，涉及金額合共約30萬港元。每次作案前均先收取客人款項，金額由3萬至12萬港元不等。該女子在截查期間故意毀壞攝像工具，意圖破壞證據。
本局人員在其身上搜獲167,200港元籌碼、1.2萬港元現金、兩部手機、一對藍牙耳機連充電盒，以及內藏已損毀鏡頭的改裝連身裙一套。上述改裝服飾及電子設備均為作案工具，鏡頭須配合手機專用軟件運作以拍攝直播畫面，藍牙耳機則與手機配對，用於接收遠端下注指示。
本局根據調查所得，以不法經營線上幸運博彩或線上互相博彩罪將上述兩名涉案內地男女移送檢察院偵辦。
Two mainland individuals respectively arrested for illegal operation of online gaming
On 11th July 2026, the Gaming-related Crimes Division of the Judiciary Police received intelligence respectively, busting two cases of illegal operation of online games of fortune, with a total of two involved mainland individuals (one man and one woman) arrested.
First case
At noon on July 11th, the Gaming-related Crimes Division of the Judiciary Police was tipped off that someone was operating so-called “e-betting” illegal online games of fortune criminal activities inside a casino in NAPE district. The Judiciary Police officers discovered an involved mainland man in the casino who was acting suspiciously. He was keeping an upright sitting posture in front of a live baccarat machine for a long time, which was obviously different from the usual gamblers, therefore the Judiciary Police officers intercepted him for further investigation.
Investigation revealed that the involved mainland man had been gambling inside the aforementioned casino since around 11am that day. He was wearing a modified denim jacket that the chest pocket was modified with see-through net fabric, so that the mobile phone could be placed inside the pocket, filming the baccarat machine’s screen clearly through its camera. Whilst, through a mobile app, he live-streamed the betting process and simultaneously used Bluetooth earphones to receive betting instructions from patrons in mainland and place bets on their behalf.
Investigation revealed that this was the first time the man had come to Macao for perpetration. He brought HKD12,000 as gaming capital to commit the crime for a reward of HKD500. The Judiciary Police officers seized HKD18,000 in cash, one HKD12,000 worth of cash coupon, and perpetration tools including a modified jacket, two mobile phones and a set of Bluetooth earphones.
Second case
On the same night, the Gaming-related Crimes Division of the Judiciary Police was tipped off that someone was operating so-called “e-betting” illegal online games of fortune criminal activities inside a casino in Cotai district. The Judiciary Police officers discovered an involved mainland woman in the casino who was behaving strangely. She was sitting stiffly in front of a baccarat table, with the front of her clothes facing sharply to the gaming table intentionally. A black spot, suspected to be a camera lens, was discovered on the pattern of her clothes, therefore the Judiciary Police officers intercepted her for in-depth investigation.
Investigation revealed that the involved mainland woman had been gambling inside the aforementioned casino since around 9pm that night. She was wearing modified clothing, with a camera lens, connected to a mobile phone, sewed inside the garment. The front of the garment had a tiny hole, from which the camera could secretly film the baccarat table. The involved woman live-streamed the betting process through a mobile app, received betting instructions from patrons in mainland through Bluetooth earphones and placed bets on their behalf.
Investigation revealed that the woman had conducted a total of four times of illegal live-streamed betting for patrons since late June 2026, involving a total of around HKD300,000. Funds, varying from HKD30,000 to 120,000, were collected from patrons before perpetration. During the interception, the involved woman purposely damaged the filming tools, in an attempt to destroy the evidence.
The Judiciary Police officers seized HKD167,200 worth of chips, HKD12,000 in cash, two mobile phones, a set of Bluetooth earphones with charger, as well as a set of modified one-piece dress concealing a damaged lens inside. The aforementioned modified garment and the electronic devices were all perpetration tools. The camera lens had to be connected to a special mobile app so as to live-stream the filming, while the Bluetooth earphones were paired with the mobile phone and were used to receive betting instructions remotely.
Based on investigative results, the Judiciary Police transferred the two involved individuals to the Public Prosecutions Office with the charge of illegal operation of online games of fortune or online mutual gaming.
Detidos um homem e uma mulher do Interior da China por exploração ilícita de jogo de fortuna ou azar online
Em 11 de Julho de 2026, a Divisão de Investigação de Crimes relacionados com o Jogo recebeu informações e desmantelou dois casos de exploração ilícita de jogos de fortuna ou azar online, detendo um total de dois indivíduos (um homem e uma mulher) do Interior da China envolvidos no caso.
Caso 1
Ao meio-dia do dia em causa, a Divisão de Investigação de Crimes relacionados com o Jogo da PJ recebeu informações, indicando que alguém estaria, num casino no NAPE, a explorar de forma ilícita o jogo de fortuna ou azar online, vulgarmente conhecidos por “apostas online”. No local, os nossos agentes, encontraram um homem do Interior da China envolvido no caso, com comportamento suspeito. Ele permaneceu sentado, de postura erecta, durante muito tempo em frente à máquina de bacará ao vivo, o que era claramente diferente do comportamento habitual dos jogadores. Assim, foi interceptado para uma investigação mais aprofundada.
A investigação revelou que o homem começou a jogar no casino acima referido por volta das 11:00 horas desse mesmo dia. Ele vestia um casaco de ganga com modificações, tendo o bolso no peito sido substituído por um tecido de malha transparente, de modo a permitir colocar o telemóvel no bolso e filmar de forma nítida o ecrã da máquina de jogo através da câmara. Entretanto, através de uma aplicação de telemóvel, transmitia o jogo em directo. Em simultâneo, usava auscultadores Bluetooth para receber instruções de apostas dadas por clientes que se encontravam no Interior da China, fazendo as apostas em nome deles.
Constatou-se ainda que era a primeira vez que o homem vinha a Macau para cometer o crime. Trazia 12.000 dólares de Hong Kong como capital para as apostas e praticou o crime em troca de uma recompensa de 500 dólares de Hong Kong. Na sua posse, foram apreendidos 18.000 dólares de Hong Kong em numerário, um cupão no valor de 12.000 dólares de Hong Kong, bem como os instrumentos utilizados no crime, incluindo o casaco modificado, dois telemóveis e um conjunto de auscultadores Bluetooth.
Caso 2
Na mesma noite, a Divisão de Investigação de Crimes relacionados com o Jogo da PJ recebeu outras informações, indicando que, alguém estaria, num casino no Cotai, a explorar de forma ilícita o jogo de fortuna ou azar online, vulgarmente conhecidos por “apostas online”. No local, os nossos agentes, detectaram uma mulher do Interior da China envolvida no caso com comportamento suspeito. Ela estava sentada em frente a uma mesa de jogo de bacará, com uma postura rígida e, propositalmente, mantinha a parte da frente da roupa virada para a mesa. Além disso, no padrão da roupa havia um ponto escuro suspeito que parecia uma lente de câmara. Por isso, foi interceptada para uma investigação mais aprofundada.
Segunda a investigação, a mulher em causa começou a jogar no casino por volta das 21:00 horas dessa noite. Ela vestia uma roupa modificada para a prática do crime. No interior da roupa havia uma câmara costurada e ligada a um telemóvel. Na parte da frente da roupa tinha um buraquinho, permitindo que a câmara se alinhasse com a mesa de bacará para filmar escondidamente, e depois usava uma aplicação de telemóvel para transmitir em directo o jogo. Em simultâneo, usava auscultadores Bluetooth para receber instruções de apostas enviadas por clientes que se encontravam no Interior da China, fazendo as apostas em nome deles.
Verificou-se que, desde o final de Junho de 2026, a mulher realizou quatro vezes, no total, transmissões ilegais do jogo em directo por conta de clientes, envolvendo um montante total de cerca de 300.000 dólares de Hong Kong. Antes da prática do crime, recebia previamente o dinheiro dos clientes, com montantes que variavam entre 30.000 e 120.000 dólares de Hong Kong. Durante a intercepção policial, a mulher danificou intencionalmente o equipamento de filmagem, numa tentativa de destruir provas.
Os agentes apreenderam, na sua posse, fichas no valor de 167.200 dólares de Hong Kong, 12.000 dólares de Hong Kong em numerário, dois telemóveis, um par de auscultadores Bluetooth com carregador, bem como um vestido modificado com uma câmara danificada escondia no interior. O referido vestido modificado e os equipamentos electrónicos eram instrumentos do crime. A câmara dependia de um software específico para telemóvel a fim de captar as imagens transmitidas em directo; os auscultadores Bluetooth eram emparelhados com o telemóvel para receber instruções de apostas à distância.
Com base no que foi apurado na investigação, os detidos foram presentes ao Ministério Público por exploração ilícita de jogo de fortuna ou azar online ou de aposta mútua online.
