Mainland man nabbed for involvement in illegal operation of online gamin

The Judiciary Police previously received a tip-off indicating that someone had engaged in illegal operation of online games of fortune, commonly known as “proxy betting” inside a casino in the NAPE district. Upon investigation, on the evening of 10th July 2026, personnel of the Gaming-related Crimes Division of the Judiciary Police intercepted the involved Mainland man who was carrying out “proxy betting” inside the said casino, and escorted him back to the Judiciary Police for follow-up.
Investigations revealed that, the involved man had begun gambling at the live baccarat gaming machine at the aforementioned casino since around 17:00 on the same day. During the course, he wore a modified top fitted with an internal concealed pocket and a puncture hole. He utilised a mobile phone camera inside the concealed pocket, aligned with the puncture hole, to covertly film and live-stream the gaming process to clients in the Mainland via a mobile application. Meanwhile, he used glasses equipped with Bluetooth earpiece functionality to receive betting instructions, placing bets on behalf of his clients in the Mainland.
According to the investigation, it was learnt that the involved man had conducted illegal live-stream betting activities for Mainland clients on three occasions, involving a sum of approximately HKD14,000 in total, and had gained rewards points worth no less than HKD600 from the gambling records. The Judiciary Police searched and seized three pieces of modified clothing, two mobile phones, a pair of glasses with Bluetooth earpiece functionality, a Velcro strap, and HKD20,000 in cash from the involved man’s possession.
Based on investigative findings, the Judiciary Police transferred the involved man to the Public Prosecutions for the offence of illegal operation of online games of fortune or online mutual gaming.
