內地男子涉不法匯兌法辦
本局博彩罪案調查處人員於2026年7月9日在皇朝區一娛樂場進行針對不法匯兌巡查行動，其間發現一名男子形跡可疑，遂跟蹤監視，發現該男子與一名客人進行不法匯兌交易，兩人分開後分別被截查並帶返本局調查。
調查顯示，涉案內地男子在娛樂場中場與客人協議以人民幣4,400元兌換5,000港元現金籌碼，並提供二維碼供轉帳，完成轉帳後將籌碼交予客人，客人隨即前往賭枱投注。
進一步調查發現，該男子自2026年6月起在娛樂場經營不法匯兌，每兌換1萬港元獲利約40港元，至今共獲利約4,000港元。其身上搜獲的4.3萬港元現金籌碼及500港元現金為經營資金，連同用作轉帳的手機一併被扣押。涉案客人已將兌換所得款項全數輸清。
本局根據調查所得，以經營為賭博的不法匯兌罪將涉案內地男子移送檢察院偵辦。
Mainland man arrested for illegal currency exchange
On 9th July 2026, personnel of the Gambling-related Crimes Division of the Judiciary Police conducted a patrol operation targeting illegal currency exchange in a casino in NAPE. During the operation, a man was found acting suspiciously. Thus, he was monitored and was found conducting illegal currency exchange with a patron. The two persons were intercepted respectively after they parted and were brought in for investigation.
Investigation revealed that the involved mainland man had agreed with the patron at the main floor of the casino to exchange HKD5,000 in cash chips for RMB4,400. A QR code was provided for money transfer, and chips were handed to the patron once the transfer was completed. The patron then went to the gambling tables to gamble immediately.
Further investigation revealed that the man had been engaged in illegal currency exchange in the casino since June 2026, earning a profit of around HKD40 for exchanging every HKD10,000. To date, he has made a profit of around HKD4,000 in total. HKD43,000 in cash chips and HKD500 in cash found on him were operating funds and were seized together with the mobile phone that was used for money transfer. The involved patron had gambled away all the money that he exchanged.
Based on investigative findings, the Judiciary Police transferred the involved mainland man to the Public Prosecutions Office for the offence of operating illegal currency exchange for gambling.
