Mainland man arrested for illegal operation of online gaming

On the afternoon of 8th July 2026, during a patrol at a casino in Macao peninsula, the Gaming-related Crimes Division personnel of the Judiciary Police noticed that the involved Mainland man had an unusual posture in front of a live baccarat machine on the mass gaming floor. Subsequent to surveillance, it was confirmed that he had been conducting so-called “e-betting” criminal activities. Hence, the Judiciary Police personnel immediately intercepted him for questioning.
Investigation revealed that on the day of the incident, the involved Mainland man had concealed a mobile phone in the chest pocket of his shirt, with the front-facing camera exposed and directed at the baccarat machine screen. Through a messaging app, he live-streamed the games for the gambler in the Mainland to watch. At the same time, he used another mobile phone kept in his trouser pocket, together with wireless earphones, to receive betting instructions from the gambler and place bets on his behalf.
Subsequent to investigation, it was found that since 6th July 2026, the Mainland man had conducted live-stream betting for the gambler on a total of three occasions. Each time, the gambler transferred RMB8,750 (equivalent to HKD10,000) via WeChat as the betting capital, and the involved man placed the bets immediately as instructed. Upon the conclusion of each game, he was entitled to receive half of the winnings as reward, in addition to earning gambling reward points. Since the betting capital was gambled away in all the three games, he did not receive any reward, yet accumulated benefits from gambling reward points valued at no less than HKD1,550.
During the operation, the Judiciary Police found him in possession of the clothing he was wearing at the time of the crime, two mobile phones, a set of Bluetooth wireless earphones, and a casino membership card. All of these items were used for live streaming, receiving betting instructions and earning gambling reward points.
Based on investigative findings, the Judiciary Police transferred the involved man to the Public Prosecutions Office for investigation on the charge of illegal operation of online games of fortune or online mutual gaming.
